In 2021, the General Department of Market Management (GDM) issued Decision No. 888, approving the plan to combat and prevent counterfeit goods, goods of unknown origin, and goods infringing intellectual property rights for the period 2021 - 2025.

One of the implementation contents stated in this Decision is "Organizing and implementing advocacy and propaganda activities in newspapers and radio; directly promoting and mobilizing activities to prevent counterfeit and fake goods".

After more than 2 years of implementing Decision 888, the coordination between the General Department of Market Management and the press and media has achieved many successes in the fight against counterfeit and fake goods.

On the occasion of the 98th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2023), Ms. Nguyen Minh Phuong, Chief of Office of the General Department of Market Management affirmed: The General Department of Market Management always receives effective support from press agencies.

In particular, Ms. Phuong would like to thank the Journalist and Public Opinion Newspapers for their active contribution in spreading information to readers and people to warn about cases of inspection and seizure of violating goods, counterfeit goods, fake goods, and goods of unknown origin.

Madam, after more than 2 years of implementing Decision 888, how has the General Department of Market Management carried out propaganda work to prevent counterfeit goods, fake goods, and goods of unknown origin?

- In Decision 888, propaganda, mobilization, and commitment signing are very important contents. Accordingly, the Market Management Department of provinces and cities coordinates with relevant agencies and organizations in the locality to synthesize and evaluate specific factors in the localities such as craft villages, specialized businesses, shortcomings in awareness, understanding of the law, awareness of law compliance, resistance to public service performance, etc.

This is done to effectively develop and implement propaganda, mobilization, and dissemination of laws, sign commitments, and coordinate regulations for business establishments, e-commerce platforms, and related agencies and units in the area.

In particular, we have prepared content and developed plans to disseminate propaganda and advocacy documents, and provide legal guidance on counterfeit goods, goods of unknown origin, and goods that infringe intellectual property rights; warning documents and instructions on distinguishing genuine goods from counterfeit goods and goods of unknown origin for business establishments in the area.

At the same time, organize and implement advocacy and propaganda activities in newspapers and radio; direct advocacy and propaganda, distribution of propaganda materials (leaflets, handbooks, manuals, etc.), conferences to disseminate legal knowledge to organizations and individuals doing business in the area.

The organization signs a commitment not to trade in counterfeit goods, goods of unknown origin, goods that infringe intellectual property rights, and not to repeat violations against business establishments in the area.

Organize propaganda, mobilization, dissemination of laws, sign commitments, sign coordination regulations with management agencies, authorities at all levels, market management boards, trade centers, e-commerce platforms, wards, communes, villages, hamlets, craft villages, associations, and professional associations in the locality in the fight against violations, not allowing counterfeit goods, goods of unknown origin, goods that infringe intellectual property rights to be sold publicly, and violations to recur.

It can be seen that, since its implementation, the entire force has carried out direct propaganda such as signing commitments and distributing leaflets to over 175,000 organizations and individuals in 63 provinces and cities.

At the same time, the units have proactively implemented many forms of propaganda such as seminars, writing articles in the press, participating in propaganda programs on television, posting news on the unit's website, etc.

So, during the 2 years of implementing this Decision, how has the General Department of Market Management coordinated with press and media agencies in promoting the prevention of counterfeit and fake goods?

- Operating in a vertical model since 2018, the General Department of Market Management has always received effective support from press agencies.

News about market control and inspection activities as well as the fight against smuggling, trade fraud and counterfeit goods are always published promptly by journalists and reporters, contributing significantly to the dissemination of information and warnings to help people know, understand and prevent to protect themselves and their families.

In particular, as a large and prestigious press agency, Nha Bao and Cong Luan Newspaper is one of the units that has actively contributed to the success of information and communication work of the General Department of Market Management.

By updating information on market control and inspection activities quickly, continuously and in-depth, Nha Bao and Cong Luan Newspaper has actively contributed to spreading information to readers and people to warn about inspections and seizures of violating goods, counterfeit goods, fake goods, goods of unknown origin, intellectual property rights violations as well as goods that seriously violate food hygiene and safety, helping people gain more knowledge in shopping, choosing safe products, protecting themselves and their families.

To increase the effectiveness of propaganda work in the press in preventing counterfeit goods, ensuring consumer rights, as well as protecting legitimate businesses, what solutions has the General Department of Market Management had in the coming time, Madam?

- In addition to proactively providing information about the activities of the Market Management force to reporters and journalists, the General Department of Market Management always creates maximum conditions for journalists to have the opportunity to exchange, answer interview questions, participate in seminars or share information so that reporters can better understand the industry, the profession, and the Market Management force to have a multi-dimensional view and more sympathy for the profession of the Market Management force.
