Attending the Conference were comrade Pham Bao Lam - Member of the Executive Committee of the Central Enterprises Party Committee, Party Secretary, Chairman of the Board of Directors of the Deposit Insurance of Vietnam; and representatives of the State Bank leaders of the provinces in the region.
2023 continues to be a difficult year, but with the participation of the entire political system from the central to local levels, the social security situation in the North Central region is generally maintained. Most credit institutions have mobilized capital and outstanding loans growing well, the legitimate rights and interests of depositors are protected, and the operations of organizations participating in deposit insurance basically develop safely and effectively.
The total number of organizations participating in deposit insurance under the direct management of the branch is currently 223 units, including Bac A Commercial Joint Stock Bank, 01 Thanh Hoa microfinance organization and 221 people's credit funds located in 5 provinces from Ninh Binh to Quang Binh.
The branch has performed well the regular supervision of deposit insurance participating organizations in the management area. Through the results of supervision and analysis, the operation of the units is generally stable, with a good growth rate, reasonable capital structure, compliance with regulations on safety indicators in banking operations, guaranteed credit quality, bad debt accounts for a low ratio compared to total outstanding debt. Only 04 people's credit funds are classified in group 5 and are under special control. The branch has been actively coordinating with the State Bank branches in the provinces in the special control of the units.
In 2023, the branch coordinated a large-scale inspection of the Vietnam Bank for Agriculture and Rural Development and the Southeast Asia Joint Stock Commercial Bank; inspected 12 people's credit funds; developed an outline and conducted periodic inspections of the North Asia Joint Stock Commercial Bank and 46 people's credit funds. The Deposit Insurance of Vietnam inspected 02 people's credit funds in the branch, completing 100% of the inspection plan for 2023.
In addition to completing professional tasks, the branch also performed well in humanitarian charity work, organizing activities to raise resources and contribute to charity funds, support and social security activities with a total amount of nearly 200 million VND during the year.
Speaking at the conference, comrade Pham Bao Lam - Member of the Executive Committee of the Central Enterprises Party Committee, Party Secretary, Chairman of the Board of Directors of the Deposit Insurance of Vietnam acknowledged and highly appreciated the results that the North Central Deposit Insurance Branch achieved in various fields in the past year.
Deploying the tasks in 2024, comrade Pham Bao Lam requested the branch to continue to implement the governance mechanism well in accordance with regulations; Effectively implement the mechanisms and policies of the Party, the laws of the State and the industry in a complete and timely manner; Organize the Action Program to implement the Deposit Insurance Development Strategy to 2025, with a vision to 2030. Monitor and effectively coordinate the implementation of the Regulations on coordination, provision and exchange of information with the State Bank branches in the provinces.
Focus on completing the inspection of 44 people's credit funds, coordinate the inspection of commercial banks, and supervise 100% of organizations participating in deposit insurance under the management of the branch. Carry out well the work of issuing and revoking Certificates of participation in deposit insurance in accordance with State regulations. Coordinate with the State Bank of provinces in special control work, participate in handling credit institutions with problems according to regulations, especially weak units at risk of collapse to have timely handling measures.
At the same time, promote deposit insurance policies and activities in the area, with diverse forms and contents, suitable for each target audience to improve propaganda effectiveness and strengthen depositors' trust.
On this occasion, the conference launched an emulation movement and announced the decisions to reward collectives and individuals of the Deposit Insurance Branch in the North Central region. Specifically, the Governor of the State Bank of Vietnam awarded Certificates of Merit to 3 individuals; and presented commemorative medals for the cause of Vietnam Banking to 3 individuals of the Deposit Insurance Branch in the North Central region.
Deposit Insurance of Vietnam also awarded Certificates of Merit to 2 outstanding labor collectives and 12 individuals as grassroots emulation fighters for their excellent achievements in completing their tasks in 2023.
