Regarding the child abuse case at Hoa Hong Shelter (L52 To Ky, Trung My Tay Ward, District 12, Ho Chi Minh City) on October 24, the Ho Chi Minh City Police Department issued a search warrant for witnesses to assist in the investigation.
According to Ho Chi Minh City Police, the case of torture was discovered on September 4. Currently, the investigation agency is looking for people who have adopted or sent their children to the Hoa Hong Orphanage, as well as those who have contact with Ms. Giap Thi Song Huong, the owner of the orphanage.

Previously, at the regular press conference of Ho Chi Minh City on the afternoon of September 5, Ms. Vo Thi Chinh, Vice Chairwoman of District 12 People's Committee, said that the district had inspected the above facility many times. In October 2023 and April 2024, the Department of Labor, Invalids and Social Affairs of the district and related units conducted periodic inspections; in July 2024, the Vietnam Fatherland Front Committee of District 12 directly went to this facility to supervise, but never once did the inspection detect the number of children being cared for here exceeding the number as well as acts of child abuse.
" This shows that the facility owner has a sophisticated way of dealing with the State management agency ," Ms. Chinh acknowledged.
According to Ms. Chinh, the facility was only allowed to raise 39 children, but after the press reported it, the authorities inspected and discovered that there were 86 children, exceeding the licensed number by 47 children.
Among them are 15 newborns, 36 children from 1 to 2 years old, 31 children from 3 to 5 years old studying at Soc Bong Kindergarten, 3 children from 6 to 12 years old, and 1 child being treated at the hospital.
District 12 police worked with the facility owner to clarify the origin of the 47 children and consider whether there were any profiteering factors.
Ms. Chinh also said that according to the regulations on regular inspections, there must be a plan and prior notice to the facility. Therefore, regular inspections are very difficult to detect violations, and the protection facility has responded very sophisticatedly. This is a lesson for the district to more closely manage social protection facilities through regular and surprise inspections.
On September 6, the Ho Chi Minh City Police Department initiated a case and detained two nannies, Nguyen Thi Ngoc Cam and Diep Ngoc Tuyen (born in 1977, residing in Soc Trang province), to investigate the crime of "Torturing others" under Article 140 of the Penal Code.
