Ensure that at least 30% of the health budget is spent on preventive medicine.

Continuing the 5th Session, on the afternoon of June 24, at the National Assembly House, delegates voted to pass the Resolution on thematic supervision of "mobilization, management and use of resources for COVID-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine" with 475/480 votes in favor.

Resolution on thematic supervision on “mobilization, management and use of resources for COVID-19 prevention and control; implementation of policies and laws on grassroots health and preventive medicine” includes 3 articles.

Accordingly, the results of mobilizing, managing and using resources for COVID-19 prevention and control; implementation of policies and laws on grassroots health and preventive medicine are evaluated. The Resolution clearly states that the National Assembly basically agrees with the content of Report No. 455/BC-DGS dated May 19, 2023 of the Supervisory Delegation on the results of thematic supervision on the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health and preventive medicine with the achieved results, shortcomings, limitations and main causes such as: Mobilizing, managing and using resources for COVID-19 prevention and control; implementing policies and laws on grassroots health and preventive medicine.

In the implementation organization, the Government shall complete by 2025 the submission to the National Assembly of draft laws related to the fields of primary health care, preventive medicine, and emergency situations according to the annual law and ordinance development program approved by the National Assembly, Plan No. 81/KH-UBTVQH15 dated November 5, 2021 of the National Assembly Standing Committee on implementing Conclusion No. 19-KL/TW dated October 14, 2021 of the Politburo on the orientation of the law development program for the 15th National Assembly term; review, study, develop, and submit to the National Assembly other draft laws to meet practical requirements; study and develop a Project to establish a Central Disease Control Agency; direct relevant ministries and branches to urgently implement the recommendations of the Supervisory Delegation stated in Report No. 455/BC-DGS dated May 19, 2023, etc.

Previously, Chairwoman of the National Assembly's Committee on Social Affairs Nguyen Thuy Anh presented a report explaining, accepting and revising the draft Resolution on the results of thematic supervision of "mobilizing, managing and using resources for COVID-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine".

According to Ms. Nguyen Thuy Anh, the majority of National Assembly deputies agreed with the regulation on the unified implementation of district-level medical centers under the People's Committees at the district level; some opinions said that this content is under the authority of the Government, suggesting to maintain the model of district medical centers under the Department of Health; carefully evaluate each model and need to study the arrangement associated with the overall organization of the health sector before deciding to implement the unification.

The Standing Committee of the National Assembly would like to report as follows: The provisions as drafted are consistent with the content stated in Resolution No. 41/2021/QH15 on questioning activities at the 2nd session of the 15th National Assembly. The Government and the Prime Minister have agreed with the Draft and proposed that this content should be clearly specified in the Resolution of the National Assembly to have a basis for implementation. To ensure feasibility and have time to prepare, the draft Resolution assigns the Government to have a roadmap and complete it before July 1, 2025 - Ms. Nguyen Thuy Anh said.

In addition, taking into account the opinions of National Assembly deputies and the Government, Clause 8, Article 2 of the draft Resolution has been revised to clearly demonstrate the requirement to ensure close and effective coordination between the comprehensive management of local authorities and the professional and technical management of the health sector to best achieve the goal of protecting, caring for and improving people's health.

Notably, according to the Chairman of the National Assembly's Social Committee, most National Assembly deputies agreed with the specific regulation of allocating 30% of the health budget to preventive medicine and suggested more specific guidance on spending on preventive medicine for unified implementation; some suggested not specifying the rate but only stipulating to ensure the budget for this work.

The Standing Committee of the National Assembly found that Resolution No. 20-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on strengthening the protection, care and improvement of people's health in the new situation and Resolution No. 18/2008/QH12 dated June 3, 2008 of the 12th National Assembly on promoting the implementation of socialized policies and laws to improve the quality of people's health care have determined to "spend at least 30% of the health budget on preventive health care". The monitoring results show that, besides the localities that have implemented correctly, there are still some localities that have not implemented correctly due to the lack of specific instructions.

In response to delegates' opinions, the draft Resolution assigned the Government to provide guidance on the scope and content of expenditure to ensure that at least 30% of the health budget is allocated to preventive health care in Clause 9, Article 2 of the draft Resolution. Such a provision will create a basis for unified implementation nationwide, consistent with the Resolutions of the Party and the National Assembly.
