According to Mr. Van Tan Phung - Chairman of the Board of Directors of Dong Nai Petroleum Joint Stock Company, after 2 years of the pandemic, plus 2 years of conflict in Ukraine, petroleum distribution enterprises are facing many difficulties in business, completely losing money.
The implementation of electronic invoices must be implemented, but to do so, there must be compatible infrastructure. Mr. Phung said that for businesses like Petrolimex, the implementation is easier, because they have state investment capital and inherit prime locations. However, currently, many retail gasoline businesses in remote areas, semi-mountainous areas, islands, etc. are facing many difficulties, inadequate infrastructure, asynchronous business facilities, and incompatibility with digital transformation, so issuing invoices for each sale is very difficult.
Therefore, this business representative recommended that the tax authority should have a roadmap for implementation, with cities doing it first, rural areas doing it later, and mountainous and island areas doing it last...
In addition, Mr. Phung also recommended that authorities need to unify software to introduce to businesses.
"After the directive, a series of companies providing solutions and software came in. Our company has received dozens of businesses, but we don't know who to do it with. No business from the General Department of Taxation or the Tax Department has given us any instructions. Mr. A sells this package, tomorrow he won't sell it anymore, I have to buy from Mr. B. If that one is expensive and can't do it, if this one is cheap, is it good? If tomorrow it collapses, who will be responsible...
Policy makers must see this reality so that businesses can implement it well. If they don't give us solutions, we'll be like blind people walking in the dark, how can we know what to do?" - this business representative raised the issue.

Also stating the difficult situation, Mr. Dang Hoai Phuong - Director of Phuong Nam Lam Dong Petroleum Company Limited said that previously, the average cost of issuing invoices for a store was about 1 million VND/year. Currently, petroleum businesses receive quotes from software companies, providing electronic invoices at a cost of 100 - 165 million VND/year.
This investment level is more than 100 times higher than the invoice that gasoline retail businesses are using, leading to increased costs, directly affecting people and businesses.
Similarly, Mr. Hoang Trung Dung - General Director of Additives and Petroleum Products Development Joint Stock Company (APP) said that to issue invoices, each gas station must invest from 400 to 700 million VND in hardware, not to mention software and other related costs. Where do retailers get all of those investments from?
Tax authorities want businesses to cooperate
In response to the feedback from businesses, Mr. Mai Son - Deputy General Director of the General Department of Taxation said: The Law on Tax Administration (No. 38/2019/QH14) takes effect from July 1, 2020. During the process of drafting the law, as well as drafting Decree 123 on electronic invoices, the drafting agency also widely consulted the people, ministries, and affected business communities.
Regulations on the implementation of electronic invoices for each sale will be widely implemented nationwide from July 1, 2022, according to Mr. Mai Son, so there have been 2 years of legal preparation.
According to the leader of the General Department of Taxation, issuing electronic invoices each time brings many benefits.
From a business perspective, it will help units change management and administration technology, enhance their brand and reputation when doing business transparently. According to him, digital transformation will even reduce costs in the future, not increase costs, because when we are transparent, no one can find fault.

“We have to go before we can arrive. But going may have problems, I hope businesses will accompany and share with the State management agency. Regarding the story of invoices, if there are many, the price will be 20-60 VND, if there are few, it will be 100 VND/invoice. The more socialization, the greater the level of competition, socialization will bring more benefits,” said Mr. Son.
Mr. Mai Son also said that he would take note of the difficulties of businesses to report to the competent authorities. However, according to him, electronic invoices apply to gasoline as well as invoices for the sale of other items.
“If there are any problems during use, we will work with solution providers and intermediaries to receive information and handle them promptly. We have a hotline, a technology center with operational solutions to handle all related issues, solve difficulties for businesses, and avoid delays. The electronic invoice system is quite modern, with backup plans, so it can limit and avoid risks of network congestion and network failure, limiting the impact on businesses,” said Mr. Mai Son.
