The report on the implementation of tasks in 2024; goals, tasks and main solutions in 2025 presented by Comrade Do Quoc Canh, Provincial Party Committee member, Chief of the Provincial Party Committee Office, stated: In 2024, despite many difficulties and challenges, with the spirit of solidarity, proactiveness, creativity, and efforts of the Party Committee, government, business community and people of all ethnic groups in the province, the socio-economic, national defense - security, Party building work and the political system of the province remained stable and achieved positive results.

Specifically, 24/26 main targets have been achieved and exceeded the plan (1 target has not been evaluated), of which 13 targets have exceeded the plan (KH), notably: The growth rate of total product in the area (GRDP) is estimated at 11.72%, exceeding the plan and ranking 3rd in the country; agricultural, forestry and fishery production has developed quite comprehensively, the total food output is estimated at 1.56 million tons, equal to 101.9% of the plan. The National Target Program on New Rural Development and the One Commune One Product (OCOP) Program have been focused on and directed for implementation. By the end of 2024, 2 more districts and 17 communes will meet the NTM standards; 2 districts and 26 communes will meet the advanced NTM standards; 11 communes will meet the model NTM standards. There will be 120 more products ranked as OCOP at the provincial level, bringing the total number of OCOP products at the provincial level to 548, ranking 3rd in the country. Industrial production grew strongly, the Index of Industrial Production (IIP) in 2024 is estimated to increase by 19.25% over the same period. Tourism activities are bustling, the whole province is estimated to welcome 15.3 million visitors, an increase of 22.5% over the same period, total tourism revenue is estimated at 33,815 billion VND, an increase of 38%. State budget revenue is estimated at 54,341 billion VND, exceeding 52.8% of the estimate and increasing by 25.9% over the same period, the highest ever, ranking first in the North Central provinces and 8th in the country. Total investment capital implemented in the province is estimated at 138,856 billion VND, equal to 102.9% of the plan and increasing by 4.5% over the same period...

Culture and society have made progress; the quality of comprehensive education has been improved, and key education remains among the leading groups in the country. The province has successfully organized many major political and cultural events that have had a strong influence, creating positive effects in society.

Social security is taken care of, people's lives are stable and continue to improve. The province has proactively taken the lead in the country in implementing the Campaign "Supporting housing construction for poor households, policy households, and households with housing difficulties in the province".

National defense and security are strengthened, social order and safety are ensured.

The work of building and rectifying the Party and the political system has achieved positive results. In 2024, the whole province admitted 8,714 new Party members, equal to 107.3% of the plan... People's trust in Party committees and authorities continues to be consolidated and strengthened.

5 lessons learned

From the practical work of leadership, direction, organization and implementation of tasks in 2024, the report mentions 5 lessons learned.

Firstly, we must regularly take care of building a clean and strong Party organization and political system; promote democracy, strictly implement working regulations and principles, regulations of the Party and laws of the State; take care to preserve and promote the spirit of solidarity and unity within the entire Party organization, creating consensus within the entire political system and among the people.

Second, in leadership, direction and operation, we must always stick to the goals and tasks, have a focus and key points; must be really close, resolute, regularly monitor, urge and direct the complete implementation of each work content; promptly resolve urgent, immediate issues, while focusing on major, strategic and long-term issues; grasp the situation, forecast accurately, promptly and thoroughly resolve difficulties, obstacles and "bottlenecks" to develop quickly, comprehensively and sustainably.

Third, it is necessary to attach importance to maximizing potential, advantages and internal strength; promoting the spirit of self-reliance, self-improvement, proactiveness and creativity of cadres, party members, civil servants, public employees and the people; at the same time, taking advantage of the attention, direction and support of the Central Government and the support and cooperation of localities; mobilizing and effectively using all resources, especially resources among the people, organizations and enterprises at home and abroad to carry out political goals and tasks.

Fourth, regularly care for cultural and social development, improve the material and spiritual life of the people and protect the environment; focus on arousing and promoting cultural, historical and revolutionary values, the will and strong aspirations of cadres, party members and the entire people; enhance the sense of responsibility and exemplary vanguard character of each cadre, party member, civil servant and public employee, especially leaders, managers and heads of agencies and units.

Fifth, tighten discipline and order; strengthen inspection, examination, and supervision; focus on self-inspection, self-examination, and self-correction of limitations and weaknesses; promptly and strictly handle cadres and party members with shortcomings and violations; replace weak cadres and civil servants who lack responsibility in advising and performing tasks and do not meet task requirements.

In 2025, strive to comprehensively and successfully complete the Resolution of the 19th Provincial Party Congress.

Identifying 2025 as a particularly important year, the final year of implementing the 5-year Socio-Economic Development Plan (2021-2025), the report set out the general goal of strengthening Party building and rectification, building a clean and strong political system. Focusing on removing difficulties, obstacles, and "bottlenecks" in all fields; promoting the development of dynamic economic centers, growth pillars, economic corridors, key programs, and breakthroughs according to the Resolution of the 19th Provincial Party Congress. Developing the economy rapidly and sustainably; mobilizing diversely and effectively using all resources; improving the efficiency of public investment, synchronously developing socio-economic infrastructure. Improving the quality of cultural and social activities, the quality of human resources; focusing on ensuring social security, reducing poverty, and improving the material and spiritual life of the people. Strictly manage resources and protect the environment, proactively respond to climate change. Ensure national defense and security, maintain political stability, social order and safety; strive to comprehensively and successfully complete the Resolution of the 19th Provincial Party Congress, successfully organize Party Congresses at all levels and the 20th Provincial Party Congress.
