Provincial Party Standing Committee assesses economic situation

Economic growth is high and fairly even across all sectors.

The draft report on socio-economic development in the first 6 months of the year and tasks for the last 6 months of 2024 of the Provincial Party Standing Committee presented by Comrade Do Quoc Canh, Provincial Party Committee member, Chief of the Provincial Party Committee Office, stated: In the first 6 months of 2024, despite many difficulties and challenges, with the spirit of solidarity, proactiveness, creativity, and efforts of the Party Committee, government, business community and people of all ethnic groups in the province, the province's socio-economic situation remained stable and continued to develop. The economy grew highly and fairly evenly in all fields; many indicators increased compared to the same period such as industrial production, state budget revenue, total tourism revenue, exports, investment attraction; Winter-Spring rice productivity reached the highest level ever. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 places.

Culture and society have made progress. The province has successfully organized many major events with strong influence, which have been approved and highly appreciated by the people. The quality of comprehensive education has been improved, and key education has remained in the leading group nationwide. Social security has been taken care of, and people's lives have been improved. The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province has been organized and implemented synchronously and widely, mobilizing all levels, sectors, business communities, and people from all walks of life to participate.

National defense - security, social order and safety are ensured. The work of building and rectifying the Party and the political system has achieved positive results; the system of institutions, mechanisms, policies and planning under the authority of the province continues to be supplemented, amended, newly issued, and increasingly perfected; many difficulties and problems are focused on and resolved, creating a favorable environment and conditions for socio-economic development.

Impressive and outstanding numbers

The growth rate of gross regional domestic product (GRDP) is estimated at 11.5%, ranking 3rd in the country and leading the group of 10 provinces and cities with the largest economic scale in the country.

There are 4 more communes meeting NTM standards, 13 communes meeting advanced NTM standards and 9 communes meeting model NTM standards. There are 34 more products ranked as OCOP at the provincial level, bringing the total number of OCOP products at the provincial level to 497 products.

The whole province is estimated to welcome 9.78 million visitors, an increase of 16.1%; tourism revenue is estimated at 19,848.5 billion VND, an increase of 30.2% over the same period.

Mobilization of development investment capital is estimated at 65,885 billion VND, equal to 48.8% of the plan, up 3.2% over the same period.

Export value is estimated at 2,881.6 million USD, up 21.9%; import value is estimated at 5,612.7 million USD, up 30.8% over the same period.

The whole province has 84/90 students winning prizes in the National Excellent Student Competition, leading the country in winning rate (93%); 4 students won prizes at international Olympic competitions.

In 6 months, the whole province admitted 5,157 new party members, equal to 63.5% of the plan.

Identify the cause and set new tasks

The draft report pointed out 8 shortcomings and pointed out the subjective cause: the work of analyzing, forecasting and resolving difficulties and problems in some sectors and fields is not timely and not close to reality. The capacity of consulting and organizing the implementation of tasks of some specialized agencies is still limited and does not meet the requirements. A number of cadres, civil servants and public employees, including leaders and managers, have limited capacity, lack enthusiasm, are afraid of responsibility, leading to fear of making mistakes, shirking, avoiding tasks, working half-heartedly, rigidly, harassing, causing difficulties and troubles in solving work. The inspection, monitoring, supervision and urging of subordinates to perform tasks in some sectors, fields, localities and units are not thorough and drastic; discipline and administrative discipline in the implementation of public duties are not strict in some places.

Based on forecasts of the world and domestic situation, the draft report has proposed 9 groups of tasks and solutions to be implemented in the last 6 months of 2024 to continue to resolutely, synchronously, creatively, effectively, and successfully achieve the set goals and targets.

The Standing Committee members said: In the first six months of 2024, the world economic, political and security situation continued to develop in a complicated and unpredictable manner; the global economy tended to slow down. Domestically, the economy continued to recover; however, production and business in a number of industries and fields still faced many difficulties... In the province, there were many opportunities, advantages and difficulties, and challenges intertwined, but the difficulties and challenges were still very great.

In that context, the Provincial Party Committee, People's Council, People's Committee and all levels and sectors have focused on leading, directing, and implementing drastically, synchronously and effectively the tasks and solutions set out in all fields, with the spirit of "Discipline - Responsibility - Action - Creativity - Development"; together with the active participation of the entire political system, the efforts of the business community and all classes of people, the province's socio-economy continued to develop, national defense and security were ensured, and the work of building the Party and the political system achieved positive results.

In his concluding remarks, Provincial Party Secretary Do Trong Hung stated: Entering the implementation of the 2024 tasks, along with the whole country, Thanh Hoa province has favorable opportunities, difficulties and challenges intertwined. However, with great efforts and endeavors of the entire political system, the business community and all classes of people, in the first 6 months of the year, our province has achieved many very valuable results.

Through practical leadership and management, Provincial Party Secretary Do Trong Hung has drawn 5 lessons: Lessons on solidarity, unity, and sharing within the Party, within the political system, within the whole society, and among the People. Leadership and direction are proactive, flexible, creative, and effective; leaders from the province to the grassroots always uphold the spirit of responsibility, dedication, and devotion to the common work. Coordination between levels and sectors in solving work has been smooth and focused on removing bottlenecks and bottlenecks...

Provincial Party Secretary Do Trong Hung also raised lessons on making the most of leadership and direction from superiors; lessons on doing well in mass mobilization work, especially government mass mobilization, and gaining the support of the people.

Regarding the tasks for the last 6 months of the year, Provincial Party Secretary Do Trong Hung requested Party committees, authorities, localities and units to uphold the spirit of high determination, make great efforts and take drastic actions to focus on implementing tasks, striving for a growth rate of 11% or more in the last 6 months of the year.

In particular, it is necessary to focus on implementing 9 key groups of tasks mentioned in the report, which are: Continuing to strengthen, maintain and promote the spirit of solidarity, unity, determination, drasticness and creativity in leadership, direction, operation and organization of task implementation; striving to achieve the highest goals and tasks in 2024; building a 2025 plan with high striving, breakthrough and feasibility, ensuring the successful implementation of the goals of the 5-year Plan 2021-2025. Leading and directing the effective implementation of plans, programs, projects, mechanisms and policies according to Resolution No. 58-NQ/TW of the Politburo and Resolution of the 19th Provincial Party Congress. Leading and directing the synchronous and effective implementation of solutions to promote investment, production and business activities and promote economic growth. Promote digital transformation, administrative reform, strongly improve the business investment environment, promote enterprise development. Lead and direct the drastic, synchronous and effective implementation of tasks and solutions to increase budget revenue, striving to increase by 10% compared to 2023. Strengthen management, exploitation, effective and sustainable use of resources, environmental protection, and response to climate change. Continue to improve the quality of cultural, educational and health activities; effectively implement job creation, poverty reduction, and ensure social security. Firmly ensure national defense - security, social order and safety, create a favorable environment and conditions for socio-economic development. Continue to improve the leadership capacity and fighting strength of Party committees at all levels, direction and administration of the government, and operations of the political system, meeting the requirements for successfully implementing the set goals and tasks.

To successfully complete all the goals set for 2024, the Provincial Party Secretary requested each member of the Provincial Party Standing Committee, leaders of departments, branches, organizations, and localities from the province to the grassroots level to continue to uphold the spirit of high determination, great efforts, drastic and effective actions to take the results of 2024 as a premise to enter 2025 and complete the goals and tasks of the entire term so that Thanh Hoa becomes a new growth pole in the North of the country.

Comment on the reports of the Party Committee of the Provincial People's Committee

At the conference, members of the Standing Committee of the Provincial Party Committee gave their opinions on the Report of the Party Committee of the Provincial People's Committee on the draft Plan to implement the Provincial Planning for the period 2021-2030, with a vision to 2045; on the proposal to issue a Resolution to abolish Resolution No. 387/2021/NQ-HDND dated April 26, 2021 of the Provincial People's Council on regulating a number of expenditure levels for the election of deputies to the 15th National Assembly and People's Council deputies at all levels, term 2021-2026 in Thanh Hoa province; on the proposal to issue a Resolution amending and supplementing a number of contents in Article 1 of Resolution No. 64/2017/NQ-HDND dated July 12, 2017 of the Provincial People's Council regulating the regime of business expenses and the regime of expenses for organizing conferences for state agencies and public service units of Thanh Hoa province; on completing the Directive of the Provincial Party Standing Committee on the Campaign to donate land for investment, renovation, upgrading and improvement of infrastructure, focusing on roads in rural and urban areas in the province in a synchronous and modern direction; on investing in the construction of police headquarters in communes and towns in the province; on allocating investment funds for the Detention Camp project under the Thanh Hoa Provincial Police; on amending and supplementing Article 1 of Resolution No. 05/2022/NQ-HDND dated December 11, 2022 of the Provincial People's Council on regulating the level of support for independent, private and non-public preschools, children and teachers at independent, private preschools in areas with industrial parks in Thanh Hoa province; on recruiting and receiving accounting staff and administrative staff in public preschools and general schools in the province; on the number, titles, policies and regimes for non-professional workers at the commune, village and residential group levels in the province; on the proposed main targets until 2030 in the draft Resolution of the Provincial Party Executive Committee on continuing to build and develop Thanh Hoa culture and people in the new period and many other important contents.
