On the afternoon of January 13, under the chairmanship of comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, the Provincial Party Committee Standing Committee meeting was held to give opinions on the 3rd Draft of the Political Report to be submitted to the 20th Provincial Party Congress and a number of other important contents.

Giving opinions on the draft political report, the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee basically agreed with the content of the third draft and said that the Report had been carefully, thoroughly, scientifically and comprehensively prepared; the sections and items of the draft were presented reasonably. The opinions focused on analyzing and giving opinions on the title of the Congress; the results of the assessment of the implementation of the Resolution of the 19th Provincial Party Congress; general direction; action motto; main targets for the 2025-2030 term. At the same time, they suggested adding issues and contents to make the report more comprehensive.
Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee Pham Thi Thanh Thuy spoke at the conference.
The third draft of the Political Report submitted to the 20th Provincial Party Congress is titled “Strengthening the building of a clean and strong Party and political system, vigorously promoting potentials, advantages, resources, cultural values, people and the strength of national solidarity; developing rapidly, comprehensively and sustainably; striving to become a modern industrial province by 2030, with people having a higher standard of living than the national average, and by 2045 becoming a rich, civilized, modern, comprehensively developed and exemplary province of the whole country”.

The draft report consists of 2 parts: Part 1: Assessment of the implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025; Part 2: Directions, goals, tasks and main solutions for the term 2025-2030.
Accordingly, the Draft Report stated: Over the past 5 years, in the context of many difficulties and challenges, the Party Committee, government, army and people of all ethnic groups in the province have promoted the tradition of solidarity, revolution, proactiveness, creativity, and strived to achieve many important achievements: The economy maintained a high growth rate, among the provinces and cities with the highest GRDP growth rate in the country; many economic indicators exceeded the Congress's target and increased compared to the previous term, especially state budget revenue, industrial production index, export value, and total tourism revenue. The investment and business environment has improved; investment attraction is among the leading provinces and cities in the country.
Socio-economic infrastructure has been strengthened; urban and rural areas have undergone many changes, becoming increasingly spacious and modern. The COVID-19 pandemic has been effectively controlled, minimizing the damage caused by the pandemic; key education and high-performance sports continue to be among the leading provinces in the country; many major events have been successfully organized, highly appreciated by the people; social security has been taken care of, and the material and spiritual life of the people has been improved.
National defense and security were maintained, social order and safety were ensured; foreign relations were expanded. The work of building and rectifying the Party and the political system was implemented synchronously, creatively, achieving positive and quite comprehensive results; many shortcomings and violations in various fields were promptly rectified, overcome and handled; the people's trust in the Party, the government and the political system was consolidated and enhanced. The position, potential and prestige of the province continued to be enhanced.

Regarding the 2025-2030 term, the Draft sets out the general direction of "Strengthening the building of a clean and strong Party and Political System; vigorously promoting potentials, advantages, resources, cultural values, people and the strength of national solidarity; developing the economy rapidly and sustainably on the basis of applying scientific and technological advances, innovation, digital transformation, green transformation, circular economy, knowledge economy, turning Thanh Hoa into one of the major centers of the region and the country in heavy industry, energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, logistics services. Strongly developing the fields of science - technology, culture, education - training, health care, physical training - sports; ensuring progress and social justice; improving the material and spiritual life of the people. Strengthen environmental protection, use resources effectively and economically, and proactively respond to climate change. Ensure national defense, security, and social order and safety; maintain political stability; expand and improve the effectiveness of international cooperation, and develop linkages with provinces and cities in the region and the whole country. Strive to become a modern industrial province by 2030, with people having a higher standard of living than the national average; by 2045, become a rich, beautiful, civilized, modern, comprehensively developed and exemplary province of the whole country.
The proposed action motto is “Solidarity - Responsibility - Creativity - Development”. The draft sets out 31 main targets and 4 groups of main tasks and solutions on economic development; science - technology, culture - society, resource management and environmental protection; national defense - security and foreign affairs; Party building and political system. The draft also sets out 5 key tasks and 4 breakthroughs.

The Party Executive Committee of the Provincial People's Committee directed the review and update of all information, data, comments and assessments on the socio-economic development, national defense and security situation; at the same time, review and supplement the list of key investment projects for the period 2021-2030; update the situation and results of the implementation of Resolution 18 of the 12th Central Executive Committee on the reorganization of the political system. The members of the Provincial Party Standing Committee sent back written comments for the Congress Document Editorial Team to synthesize, study and complete the political report with the highest quality.
At the conference, the Provincial Party Standing Committee also disseminated and deployed a number of tasks to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
