The Provincial Party Standing Committee gave opinions on the second draft of the Political Report to be submitted to the 16th Party Congress.

On February 27, the Provincial Party Standing Committee held a meeting to give opinions on the second draft of the Political Report of the Provincial Party Executive Committee, term XV, to be submitted to the 16th Provincial Party Congress, term 2025-2030, along with many other important contents. Giving opinions on the draft Political Report, delegates basically agreed with the content of the second draft and said that the Report had been carefully, thoroughly, scientifically and comprehensively prepared; the sections and items of the draft were presented reasonably. The opinions focused on analyzing and giving opinions on the general direction; action motto; main targets, tasks, solutions and breakthroughs for the 2025-2030 term... At the same time, they suggested adding issues and contents to make the report more comprehensive.

The second draft of the Political Report submitted to the 16th Provincial Party Congress has the theme "Under the glorious flag of the Party, joining hands, being united, determined to successfully implement the development goals by 2030, firmly entering a new era of development with the whole country, building Quang Ninh into a rich, civilized, modern city, becoming one of the dynamic and comprehensive development centers".

According to the draft content, the general goal of the 2025-2030 term is determined as: Continuing to strengthen the building of a streamlined, clean, and comprehensively strong Party and political system; promoting the tradition of "Discipline and Unity", democracy, discipline, cultural values, and human strength; developing a fast and sustainable socio-economy; promoting innovation, digital transformation, and green transformation; firmly ensuring national defense and security, expanding and improving the effectiveness of foreign affairs activities, firmly entering a new era of development with the whole country; building Quang Ninh into a rich, civilized, modern, and happy city before 2030, practically celebrating the 100th anniversary of the Party's founding, aiming to realize the goal of becoming one of the country's important economic locomotives by 2045.

The draft also sets out 20 key targets by 2030 and identifies three breakthroughs for the entire term: developing human resources with knowledge, skills, and innovative thinking to meet the requirements of a green economy and digital economy; improving the quality of cadres, especially key cadres at all levels; focusing on attracting, promoting, and retaining talent; encouraging, protecting, and honoring those who dare to think, dare to do, dare to innovate, develop, and dare to take responsibility for the benefit of the people and the country. Continuing to synchronously complete modern, multi-modal socio-economic infrastructure, technological infrastructure to serve the management and governance process of sustainable socio-economic development, digital transformation, green transformation, energy transformation, and adaptation to climate change; developing tourism, marine economy, digital economy, and Van Don Economic Zone. Developing a culture rich in Quang Ninh identity, associated with building and developing cultural industry and heritage economy.

Listening to and giving opinions on the content of the report of Inspection Team No. 1907 of the Politburo, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, requested the advisory agencies to continue to complete the report content, especially the content as requested by the President and the inspection team. At the same time, continue to update the new instructions of the Central Government to ensure that the report content is consistent with the actual local situation and general instructions.

Regarding the proposed and recommended contents, it is necessary to focus on issues to ensure the synchronous and smooth operation of the apparatus after the arrangement and merger. At the same time, propose the central government to remove difficulties and obstacles directly related to the implementation of growth targets; problems that have existed for many years related to the implementation of investment projects. Propose solutions to accelerate the implementation of dynamic projects, especially those with regional and international linkage significance; mechanisms and policies to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation . Thereby, creating room for development in the coming period.

On the same day, the Provincial Party Standing Committee also listened to and gave opinions on the Project to establish the Provincial Union of Literature and Arts Associations; the Project to develop Quang Ninh tourism into a tourism center connecting with the region and the world by 2030, with a vision to 2045.
