Economic - Budget Committee of the Provincial People's Council works with the Department of Science and Technology

This morning, April 26, Head of the Economic - Budget Committee (KT-NS) of the Provincial People's Council Nguyen Dang Anh chaired a working session with the Department of Science and Technology (KH&CN) on the development of Draft Resolutions regulating the norms for making estimates, managing the use and finalizing expenses for S&T tasks using the State budget in the province; Resolution amending and supplementing a number of articles of Resolution No. 163/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council stipulating a number of policies to support the application and replication of S&T results in the province in the period 2022 - 2026.

According to the report of the Department of Science and Technology, the development of resolutions is based on the guidelines, policies and laws of the central and local levels. On that basis, the Department of Science and Technology has developed, organized to collect opinions, completed the draft resolutions and has submitted a proposal to the Provincial People's Committee to submit to the Provincial People's Council for promulgation in the next session.

In particular, the main content of the Resolution stipulates the norms for making estimates, managing the use and settling expenses for science and technology tasks using the state budget in the province, including: principles for applying norms for making estimates; norms as a basis for making state budget estimates for implementing science and technology tasks; and expenditure norms for managing science and technology activities.

The source of funding for implementing the resolution comes from the provincial budget for science and technology; funding from agencies, organizations, individuals and enterprises participating in the implementation of the task; and funding mobilized from other legal sources.

Currently, there is no document in the locality regulating the construction norms and budget allocation for implementing S&T tasks. Therefore, the issuance of this resolution is necessary, in accordance with current legal regulations.

Regarding the Resolution amending and supplementing a number of articles of Resolution No. 163/2021/NQ-HDND of the Provincial People's Council stipulating a number of policies to support the application and replication of science and technology results in the province in the period of 2022 - 2026, according to the report of the Department of Science and Technology, through the actual implementation in the province, it shows that the policies and financial mechanisms to encourage investment in science and technology activities still have certain problems and shortcomings that need to be adjusted.

The scope of supported technology types is narrow, the requirements on conditions are not suitable for the practical production situation of local enterprises, the support level is low, so it does not attract the interest of enterprises...

In order to help businesses see the effectiveness of applying science and technology in production and business activities; encourage people and businesses to participate in technology transfer activities, contributing to socio-economic development; at the same time support businesses in the province to improve productivity and quality of products and goods; protect, preserve and promote intellectual property; product and goods brands; innovate, improve technology, transfer technology..., amending and supplementing a number of articles of the resolution in the direction of increasing the level of support is necessary and suitable to the current practical situation of the locality.

The main content of the resolution is to amend the level of support for application, technological innovation, transfer of advanced technology, high technology in industrial production and services, in production and processing of agricultural, forestry and fishery products; application of high technology in agricultural production.

Amending the level of support for application and replication of results from the implementation of science and technology tasks at all levels to serve socio-economic development. The funding source for policy implementation is still guaranteed from the provincial budget for the period 2022 - 2026, which is 15 billion VND according to Resolution No. 163/2021/NQ-HDND.

Concluding the working session, Head of the Economic and Financial Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Science and Technology to absorb the delegates' comments to continue to supplement and complete the draft resolutions.

Note that the development of a Resolution regulating the norms for budgeting, management, use and settlement of funds for science and technology tasks using the state budget in the province must be consistent with local practical needs and ensure compliance with the requirements of the circulars issued by the Ministry of Science and Technology.

Regarding the Resolution amending and supplementing a number of articles of Resolution No. 163/2021/NQ-HDND, the Department of Science and Technology is requested to continue clarifying the contents.
