Logistics infrastructure has not kept up with local development needs.
Speaking at the opening of the Conference, Mr. Nguyen Huu Que - Vice Chairman of Gia Lai Provincial People's Committee - said that the demand for logistics, especially logistics services supporting the preservation, processing, consumption and export of Gia Lai's agricultural products, is very large. However, due to difficulties in terrain and investment capital, the development of Gia Lai's logistics industry is currently limited, the logistics infrastructure is fragmented and lacks synchronization; the form of logistics services is still monotonous, the connectivity is not high; the capacity of local enterprises to provide logistics services is still limited.

“Through this Conference, Gia Lai province hopes to listen to the opinions and contributions of experts, state management agencies, associations, businesses, etc. on solutions to orient and promote logistics development in Gia Lai province. Thereby, helping the province build policies to develop the logistics industry effectively and sustainably, enhancing the value and competitiveness of agricultural products and goods in the area,” Mr. Nguyen Huu Que shared.
On the side of the Ministry of Industry and Trade, Mr. Tran Thanh Hai - Deputy Director of the Import-Export Department (Ministry of Industry and Trade) - said that Gia Lai province belongs to the Central Highlands region, which is a region with a particularly important strategic role and position in terms of economy, politics, culture, society, environment, national defense, security and foreign affairs of the whole country. The Central Highlands region belongs to the Laos - Vietnam - Cambodia Development Triangle, with a transportation system connecting to important seaports of the Central Coast and Southeast regions.

The Central Highlands is also a region with great potential for developing forest economy, processing agricultural and forestry products, exploiting and processing minerals, developing tourism associated with rich and diverse indigenous cultural identities, and is a region producing a number of key agricultural products on a large scale, accounting for a high proportion, especially industrial crops and fruit trees.
Therefore, the Ministry of Industry and Trade in coordination with the People's Committee of Gia Lai province organized a conference to share visions and receive opinions from central ministries, branches, experts and scientists on tasks and solutions to effectively implement Resolution No. 163/NQ-CP dated December 16, 2022 of the Government on promoting the synchronous implementation of key tasks and solutions to improve competitiveness and develop Vietnam's logistics services.
At the same time, this is also an opportunity for Gia Lai to introduce and promote its potentials, strengths, mechanisms and policies, demonstrating the province's high commitment and determination in promoting investment attraction to develop this important service industry.
At the Conference, delegates shared about the development of agricultural production, consumption and logistics activities in Gia Lai province; the development trend of the logistics industry in the future, some solutions and orientations in planning, attracting investment in building logistics infrastructure for Gia Lai province; solutions for investment in developing logistics to serve e-commerce activities; some experiences and proposals in the logistics development plan of Gia Lai province; introducing the operating model of enterprises providing logistics services; investing in developing infrastructure and logistics centers in Gia Lai; planning, preferential policies, attracting investment of the province for logistics activities and services in the province; orientations for production and business development, demand for logistics services, and export support of enterprises and cooperatives in Gia Lai province.
According to Mr. Pham Van Binh - Director of the Department of Industry and Trade of Gia Lai province, currently, logistics services in the province are relatively small in scale, simple in service types, not highly connected, and do not bring much added value; mainly transportation activities, delivery of individual goods or warehouse and yard rental services. Other services such as packaging and preservation support, customs clearance support, delivery, technical analysis and inspection... have almost no businesses investing in.
The capacity of the road system in the area is low, there is no expressway. The system of transport infrastructure works is still lacking in synchronization. Connection with Cambodia through the Le Thanh/O Ya Dao International Border Gate via National Highway 19 is still limited. There is no infrastructure to form a logistics center for the province and the region (including ICDs). Therefore, one of the important service industries that the province is lacking and needs to promote development is the logistics industry.
At the Conference, delegates also stated that if properly invested, synchronously planned, and resolutely implemented, along with open legal policies, quick procedures, and the support of leaders and provincial departments, it will be a premise for Gia Lai to become a transit center for goods in the Central Highlands region with the provinces of Kon Tum, Dak Lak, Dak Nong, and connect with Laos and Cambodia to exploit sources of goods, first of all agricultural products and goods serving the industry in the future.
And to realize the goals and effectively exploit the potential for logistics development in the province, many opinions say that Gia Lai needs to soon complete the planning to call for investment, as well as support businesses to invest, exploit and operate dry ports - ICD ports.
Recommendations from the Ministry of Industry and Trade
In order to contribute to building and developing the logistics system in the province, leveraging the development of trade, services and goods export activities, contributing to increasing the competitiveness of the province's products, the People's Committee of Gia Lai province issued Plan No. 1130/KH-UBND dated May 17, 2023 on Developing logistics services in Gia Lai province for the period 2023 - 2025, with a vision to 2030.
To implement the plan as well as exploit the potential, advantages, and overcome difficulties in developing the logistics industry in general and logistics services in particular in the province, Mr. Pham Van Binh said that the solutions in the coming time need to be improved management mechanisms and development of logistics activities; focus on developing logistics service infrastructure; improve the investment environment and support the improvement of business capacity and service quality; train and improve the quality of human resources; strengthen propaganda and raise awareness of the importance of logistics services.

In order to continue to effectively promote the potentials and advantages, promote the rapid and sustainable development of the logistics industry, and contribute more positively and effectively to the overall development of the province, as the state management agency for logistics services, on the part of the Ministry of Industry and Trade, Mr. Tran Thanh Hai recommended that the Gia Lai provincial government continue to thoroughly grasp the viewpoints and orientations in Resolution 163 of the Government on promoting the development of Vietnam's logistics services and resolutions, policies and development strategies of the Party, State and Government related to the Central Highlands region as a basis for planning and organizing the effective implementation of programs, plans and projects on logistics service development to ensure that they are consistent with the practical situation and exploit the potentials and strengths of the locality.
At the same time, complete and submit to the Prime Minister for approval the Gia Lai Provincial Planning for the period 2021-2030, with a vision to 2050, focusing on organizing development space and allocating land funds reasonably, creating conditions for the development of systems and logistics centers in the area.
Focus on implementing Plan No. 1130/KH-UBND dated May 17, 2023 of the Gia Lai Provincial People's Committee on developing logistics services in the province for the period 2023 - 2025, with a vision to 2030; focus on reviewing, amending, supplementing or issuing new breakthrough and feasible mechanisms and policies to attract social resources, while prioritizing the budget as "seed capital"; leading and attracting prestigious, capable and experienced corporations and enterprises to invest and develop logistics infrastructure, in which, priority is given to attracting investment in developing logistics centers serving new generation agricultural products, applying 4.0 technology, contributing to improving service quality and reducing costs appropriately.
Continue to promote the restructuring of industry, trade and services in the area based on the distinct potential, outstanding opportunities and competitive advantages of the province. Strengthen innovation in trade and investment promotion, connecting supply and demand in both domestic and international markets; effectively exploit the free trade agreements that our country has signed to develop products, diversify markets and supply chains, boost exports, create sources of goods and markets, and space for logistics services to develop.
In addition to the above tasks and solutions, Gia Lai needs to pay more attention to investing in training and developing human resources, especially high-quality human resources and local human resources; continue to promote administrative reform, improve the investment and business environment; encourage innovation and digital transformation programs, digital economy, to meet the requirements of logistics service development in the new situation.
Within the framework of the Conference, an MOU signing ceremony took place between Gia Lai Department of Industry and Trade - Vietnam Logistics Human Resources Development Association (VALOMA); Headway Quy Nhon Company Limited - Hung Son High-Tech Agriculture Joint Stock Company and Dien Hong Gia Lai Joint Stock Company.
Previously, on October 23, 2023, the Department of Industry and Trade of Gia Lai province led a delegation of logistics enterprises to conduct a field survey at Le Thanh border gate and the planned location of the logistics center in Mang Yang district. Mr. Tran Thanh Hai said: “Although the logistics infrastructure in Gia Lai is still quite modest, we are very impressed with Gia Lai's awareness, determination and approach to developing logistics services. We believe that, with the determination and consensus of the government and people, Gia Lai province will continue to creatively and effectively apply the policies of the Party and State to have policies to promote the logistics industry to develop more strongly in the coming time" .
