On the morning of January 3, in Hanoi, the Central External Relations Commission held a conference to review people-to-people diplomacy work in 2023 and deploy tasks for 2024.
Nearly 250 delegates, including leaders and officials working in people's foreign affairs of the Vietnam Fatherland Front, central mass organizations and people's organizations, and representatives of central departments, ministries and branches, attended the Conference.
Comrade Le Hoai Trung, Secretary of the Party Central Committee, Head of the Party Central Committee's External Relations Commission, represented the Secretariat to attend and direct the Conference.
The report of the Central External Relations Commission and the presentations at the Conference showed that in 2023, in the context of the world and regional situation continuing to have many complex and unpredictable developments, Vietnam's foreign affairs work has strived to achieve many important and historic achievements.
Contributing to that common achievement, the Fatherland Front, mass organizations and people's organizations continued to promote the motto of "proactive, flexible, creative, effective", and implemented diverse and practical people's foreign affairs activities, including many large and meaningful activities with partners in neighboring countries, major countries and traditional friends of Vietnam.
People's diplomacy has actively contributed to socio-economic development; mobilized and fought to protect national interests; introduced to international friends about the country and people of Vietnam, the guidelines and policies of our Party and State; promoted the role of a bridge and solidarity between Vietnamese people abroad. Awareness of the role of people's diplomacy has been raised to a new level, and the coordination between the three pillars of Party diplomacy, State diplomacy and people's diplomacy has been smoother. The direction and management of people's diplomacy activities has become increasingly systematic and disciplined.

Comrade Le Hoai Trung highly appreciated and praised the people's diplomacy force for its achievements in the past year. Discussing the opportunities, challenges and requirements for foreign affairs in the coming time, he affirmed the viewpoint of our Party and State on the important role of people's diplomacy as one of the three pillars of Vietnam's diplomacy.
Comrade Le Hoai Trung requested the Fatherland Front, mass organizations and people's organizations to continue to thoroughly implement the foreign policy and guidelines of the 13th National Congress and the tasks in Directive 12/CT-TW dated January 5, 2022 of the 13th Party Central Committee Secretariat on "Strengthening the Party's leadership and improving the effectiveness of people-to-people diplomacy in the new situation".
Accordingly, organizations need to focus on strengthening research work, strategic advice for foreign affairs, building plans to develop partnerships; constantly innovating the content and methods of operation, promoting foreign information and propaganda work; paying more attention to developing a team of cadres working in people's foreign affairs with sufficient capacity and qualities to meet task requirements; complying with regulations on foreign affairs management.

Comrade Le Hoai Trung also requested that departments, ministries and branches continue to ensure the Party's leadership and state management of people's foreign affairs activities; continue to pay attention to promoting the pivotal role of people's foreign affairs, support and create favorable conditions for people's foreign affairs forces; and institutionalize Party documents on people's foreign affairs work.

At the Conference, the Central External Relations Commission awarded 5 Emulation Flags and 39 Certificates of Merit to collectives and individuals with outstanding achievements in people's foreign affairs in 2023, awarded the 'For the Cause of People's Foreign Affairs' Medal to 7 individuals with active contributions to people's foreign affairs in the past time, and launched the emulation for 2024.
