Participating in the draft Resolution on investment policy for rural electricity supply project from the national grid (Program "Lighting up Dien Bien"), some opinions suggested: Remove clause 1 "Project name" and clause 5 "Investor" in Article 1 because they are not within the scope of investment policy decision of the Provincial People's Council according to the provisions of the Law on Public Investment; complete procedures to ensure the progress of the rural electricity supply project from the national grid; immediately after the session ends, assign investment tasks so that the districts have a legal basis for implementation.
Regarding the draft Resolution on Promulgating regulations on state budget expenditure support norms, support contents, dossier forms, procedures, criteria for selecting projects, plans, and options in implementing activities to support the development of production linked to the value chain and the community under the National Target Programs for the period 2021 - 2025 in the province, some delegates proposed to adjust and supplement the legal basis section, when citing legal bases that need to be implemented according to the provisions of Clause 24, Article 1 of Decree No. 59/2024, dated May 25, 2024 of the Government.

Giving his opinion at the meeting, Mr. Lo Van Tien, Vice Chairman of the Provincial People's Committee, emphasized the significance and proposed early implementation of the project to supply electricity to rural areas from the National Grid (Program "Lighting up Dien Bien"). Regarding the draft Resolution on promulgating regulations on the norms of state budget support expenditure, support content, application form, order, procedures, criteria for selecting projects, plans, and options in implementing activities to support the development of production linked to the value chain and the community, the Vice Chairman of the Provincial People's Committee suggested that necessary and appropriate contents could be amended and supplemented, then reported to the Provincial People's Council.
Comrade Mua Thanh Son, Head of the Ethnic Committee of the Provincial People's Council, received the delegates' comments and agreed on some discussion contents; proposed to edit and complete the draft to be submitted to the 14th Session of the 15th Provincial People's Council.
