On December 5, Mr. Le Minh Hung, Head of the Central Organizing Committee, Deputy Head of the Central Steering Committee for summarizing Resolution 18, said that the extraordinary Central Conference held 10 days ago basically agreed on the orientation content set forth by the Politburo .
Party committees, party organizations, agencies and units under the Central Committee will base on these suggestions to study and propose plans to organize the political apparatus in a streamlined, effective and efficient manner.
The Politburo and the Central Steering Committee are assigned to review and decide on the arrangement of agencies and organizations with carefully prepared plans.
Pursuant to the direction of General Secretary To Lam, the Central Conference is scheduled to take place in mid-February 2025, and the extraordinary National Assembly session at the end of February 2025. Units need to complete the project to streamline the apparatus before this deadline.
Tasks to be done immediately
The content to be implemented immediately to be completed before December 31, 2024 is under the authority of the Politburo, the Secretariat, Party committees, Party organizations, agencies and units. Specifically, the Central Party Committees develop a project to streamline focal points at the department, division and affiliated unit levels; review the steering committees of which their agencies are permanent members, propose to terminate their activities, and retain only those committees that are truly necessary.
The Central Party Committees shall end the operation of magazines, transfer their functions and tasks to the Communist Magazine, to be completed before December 15. The Central Propaganda Department shall develop a project to end the operation of the Communist Party of Vietnam Electronic Newspaper, transfer related functions and tasks to Nhan Dan Newspaper; to be completed before December 15, 2024.
The Central Council for Theory and Criticism of Literature and Arts, the Scientific Council of Central Party Agencies were transferred to the Ho Chi Minh National Academy of Politics. The Academy took over the functions and tasks of the Central Council for Theory; the Central Council for Theory and Criticism of Literature and Arts; and the Scientific Council of Central Party Agencies.
Nhan Dan Newspaper develops a project to end the operation of Nhan Dan Television, transfer related functions and tasks to Vietnam Television; receive functions and tasks of the Communist Party of Vietnam Electronic Newspaper; streamline departments and affiliated units. Communist Magazine receives functions and tasks of magazines under the Central Party Committee.
The Central Committee for the Protection and Care of Cadres' Health in coordination with the Central Organizing Committee and the Ministry of Health developed a project to end its operations and transfer the Committee's tasks to the Central Organizing Committee, the Ministry of Health and a number of central hospitals.
The Central Organizing Committee will advise the Politburo to amend and supplement regulations to streamline the apparatus, arrange staff, and reduce payroll.
The Party Central Committee of the Government and the Steering Committee summarize Resolution 18 and submit to the Politburo and the Secretariat the policy of dissolving the State Capital Management Committee at Enterprises and the National Financial Supervision Committee. The Government amends and supplements legal regulations to rearrange agencies such as: the Management Board of President Ho Chi Minh Mausoleum, Vietnam Social Security, State Treasury, General Department of Taxation, General Department of Customs, General Department of Civil Judgment Enforcement, General Department of Market Management, and local branches of the State Bank.
Decrees on the functions and tasks of ministries, ministerial-level agencies, and government agencies are adjusted in a streamlined direction. The Government will terminate the operations of News Agency Television, VOV Television, and VTC Television, transfer their tasks to Vietnam Television, and reorganize the press of ministries and branches, to be completed before January 15, 2025.
National Assembly Party Delegation submit to the Politburo and the Secretariat for policies on reorganizing and streamlining the apparatus and staffing of agencies under the National Assembly Standing Committee and the National Assembly Office; end the operation of the Institute for Legislative Studies; stipulate that there will be no permanent member or full-time member positions at the Nationalities Council and National Assembly Committees. National Assembly Committees have a chairperson, vice chairperson, full-time National Assembly deputies and part-time National Assembly deputies; end the operation of National Assembly Television.
The Party Committee of the Vietnam Fatherland Front, the Party Committees of socio-political organizations at the Central level, the Central Secretariat of the Ho Chi Minh Communist Youth Union, the Party Committees and mass organizations assigned by the Party and the State, develop a project to reorganize affiliated newspapers, magazines, and mass organizations in the direction of merging and terminating the operations of some newspapers and magazines that are not really necessary; streamlining the focal points at the department, division, unit, and affiliated organization levels.
The Central Propaganda Department shall preside over and coordinate with the Central Mass Mobilization Department to develop a project to merge the Central Propaganda Department and the Central Mass Mobilization Department; to be completed before January 15, 2025.
The Central External Relations Commission is in charge of developing a project to end the operation of this agency, transferring its main tasks to the Ministry of Foreign Affairs and a part of its work to the Central Party Office. The Party Committee of the Central Agencies Bloc is in charge of developing a project to end the operation of this agency.
The Central Party Office presides over the development of the Project on establishing Party Committees of Party agencies, central judicial agencies, and the Office of the President; proposes the Politburo to appoint the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committees of Party agencies, central judicial agencies, and the Office of the President for the 2020-2025 term.
The Supreme People's Court and the Supreme People's Procuracy develop a project to end the Party Executive Committee and establish Party Committees directly under the Central Judicial Party Committee. The Central Business Bloc Party Committee develops a project to dissolve the Central Business Bloc Party Committee. The Government Party Executive Committee develops a project to dissolve and establish a Government Party Committee directly under the Central Committee. The National Assembly Party Delegation develops a project to dissolve and establish a National Assembly Party Committee directly under the Central Committee and propose leadership personnel for the 2020-2025 term.
The National Assembly held an extraordinary meeting to dissolve a number of ministries.
The Central Organizing Committee advises on the completion of the Regulations on the implementation of the Party Charter (amended and supplemented) and the Resolution of the Extraordinary Central Conference, scheduled to be held in mid-February 2025; submit to the Politburo immediately after the conference. The Committee also advises the Politburo and the Secretariat on the arrangement and assignment of cadres under the Central Committee's management.
The Government Party Committee directed the National Assembly to submit a resolution at an extraordinary session on the establishment and dissolution of a number of ministries and amendments to relevant laws.
The National Assembly Party Delegation directed to hold an extraordinary session at the end of February 2025 to review, approve amendments and supplements to laws and carry out personnel work.
