Mr. Nguyen Tuan Dung - Deputy Director of Bac Ninh Department of Construction said that the T01 and T02 building blocks of the Que Vo HillView social housing project in Nam Son ward, Bac Ninh city, Bac Ninh province, invested by Song Hong Real Estate Management Company Limited, were granted Construction Permit No. 73/GPXD by the Department of Construction on May 17, 2024.
However, currently, on some social networking sites (Zalo, Facebook...) there are public posts selling apartments (buildings T01 and T02) at the Que Vo HillView social housing project when they do not meet the conditions.

According to Mr. Nguyen Tuan Dung - Deputy Director of the Department of Construction of Bac Ninh, this is a violation of the law because the Department of Construction has not issued a written notice that this project is eligible for sale or lease purchase. The above-mentioned projects do not have the required procedures and conditions for buying and selling houses according to regulations. Therefore, the organization of buying and selling, receiving deposits, signing of buying and selling and leasing contracts at buildings T01 and T02 of the project shows signs of violating the law on housing and real estate business.
To prevent the above violations, Mr. Nguyen Tuan Dung - Deputy Director of the Department of Construction of Bac Ninh said that the Department of Construction has sent an official dispatch requesting the People's Committee of Bac Ninh city to direct relevant departments and offices and the People's Committee of Nam Son ward to strengthen the propaganda and dissemination of legal regulations on housing and real estate business. Provide information on the legal status of the project, and at the same time inspect and review the implementation of construction investment at blocks T01 and T02 of the Que Vo HillView social housing project, promptly prevent and handle violations of the law at the project.
As for Song Hong Real Estate Management Company Limited, the Department of Construction also issued an official dispatch requesting the enterprise to seriously carry out the purchase and sale of houses in accordance with the correct procedures for buying, selling and leasing social housing in accordance with the provisions of law.
Actively coordinate with relevant agencies to review, prevent, and request organizations and individuals to immediately stop buying and selling social housing in violation of regulations. In case of detecting organizations and individuals intentionally violating or taking advantage of policies, it is recommended to report to the Department of Construction or competent agencies for handling according to the provisions of law.

Widely announce press releases on media; at the company's office headquarters and website about the project implementation status, in particular announcing that social housing apartments in buildings T01 and T02 of the project do not meet the conditions for buying and selling houses according to regulations.
Song Hong Real Estate Management Company Limited, the investor of the project, also publicly posted on its Fanpage under the name "Que Vo HillView" stating very clearly: Recently, we have noticed many posts selling apartments in the social housing project Que Vo HillView T1 & T2 appearing on online social networking sites. The posts mention many inaccurate things about our new project Que Vo HillView T1 & T2. Please note that, up to now, our project has just received a construction permit from the Bac Ninh Department of Construction and is not ready to officially open for sale or receive deposits. To avoid fraudulent impersonation, please contact us directly for the most accurate information about the project status".
The official announcement from Song Hong Real Estate Management Company Limited - the project investor - has contributed to the authorities in preventing illegal trading of social housing without sufficient conditions from subjects who "profiteering" from the policy.
Sharing about the conditions for buying and selling social housing, Mr. Nguyen Tuan Dung - Deputy Director of Bac Ninh Department of Construction affirmed: "Social housing units in blocks T01 and T02 are only allowed to be sold or leased when they meet the conditions for selling houses according to the provisions of Clause 2, Article 63 of the 2014 Housing Law and must be notified in writing by the Department of Construction that they meet the conditions for sale or leased."
Specifically, the sale and lease-purchase of social housing to be formed in the future must comply with the following conditions: “Having a housing construction investment project dossier, having an approved housing technical design and having a Construction Permit if required; completing the construction of the foundation of the house according to the provisions of the law on construction and completing the investment in the construction of the traffic system, water supply, drainage, domestic electricity, public lighting of the housing area to be sold or lease-purchased according to the detailed construction plan, design dossier and progress of the approved project; having released the mortgage in the case where the investor has mortgaged this house, except in cases where the buyer, lessee and mortgagee agree; having a written notice from the provincial housing management agency on the eligibility of the house to be sold, except for social housing invested by the State with capital sources specified in Clause 1, Article 53 of this Law”.
