Bac Ai (Ninh Thuan): Effective use of investment resources from National Target Programs

Bac Ai is one of the mountainous districts, located in the West of Ninh Thuan province. The total population of the district is 33,997 people/8,183 households, of which ethnic minority households are 6,841 households, accounting for 83.6%, mainly Raglai ethnic people. The locality has 9 communes with 38 villages all in region III, of which 35 villages are in particularly difficult areas. With its geographical location, the poverty rate is still high, so resources from National Target Programs, especially National Target Program 1719, are very important to invest in infrastructure and support people's livelihoods. Thereby, promoting local socio-economic development.

From the allocated capital of the National Target Program 1719, which is more than 242 billion VND, the district has promoted the implementation of 34 projects to support people's livelihoods, invest in infrastructure for health, culture and education. In 2024 alone, with the allocated capital of 99 billion VND, the locality has actively disbursed 66 billion VND to invest in infrastructure and support goats, cows and sheep for people to raise. In addition, from the preferential loan capital of more than 12 billion VND, hundreds of households have stabilized their housing, changed their jobs to escape poverty sustainably.

For example, in Phuoc Chinh commune, the district implemented a project to support sheep breeding according to the value chain for 32 poor and newly escaped-poverty Raglai households, with a budget of more than 1.9 billion VND. Accordingly, each household received 14 breeding ewes and one breeding ram. This is a project under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period, aiming to support people to have jobs, develop their family economy and stabilize their lives.

Since receiving the sheep support, Ms. Chamaléa Thi Ngoc’s family (Nui Ray village) has been actively taking care of them, thanks to which the number of sheep has increased to 30, and the family’s economy has gradually improved. “Before, my family had a lot of difficulties because we didn’t have capital to do business. Since receiving support for raising sheep, my family has been very happy. The sheep are growing healthily, thanks to which we have more income to cover our living expenses and raise our children,” Ms. Ngoc said excitedly.

In Phuoc Trung commune, the family of Ms. Patau Axa Thi Nhuynh (in Ra Giua village) previously faced many difficulties in life due to lack of capital for production development. From the capital of the National Target Program 1719, her family was supported with a loan to buy 2 cows to develop the economy. "The family just escaped poverty last year, and the government supported the loan to develop the economy, so the family is very happy. From the first 2 cows, the family now has a herd of 9 cows, with an economic value of more than 100 million VND," Ms. Nhuynh happily said.

During the 3 years of implementing the National Target Program 1719, the district has allocated more than 21 billion VND to support 128 households with housing, 500 households with career change, and 235 households with domestic water support. The locality has spent more than 9 billion VND to implement 49 community production development projects, helping more than 700 households benefit.

Also from the resources of the National Target Program 1719, the district has allocated tens of billions of VND to invest in 13 traffic projects; 9 school projects, and a number of irrigation projects in the area. In addition, the district has also allocated more than 4.4 billion VND to implement project 6 on preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism...

Ms. Can Thi Ha, Vice Chairman of Bac Ai District People's Committee, said: National Target Program 1719 is of great significance to the socio-economic development of the district, therefore, in the past time, the locality has focused on implementing it, with the participation of the entire political system and the consensus of the people. After more than 3 years of implementation, the program has gradually solved urgent problems of people in rural, mountainous, remote and isolated areas. Socio-economic infrastructure continues to be invested and upgraded in a synchronous manner.

Thanks to the determination in implementing the program, up to now, 100% of communes and villages in Bac Ai have had solid rural roads, ensuring the criteria for building new rural areas according to the plan, meeting the synchronization. All schools, classrooms and medical stations have been solidly built; 100% of ethnic minorities participate in health insurance. The rate of kindergarten and primary school students attending school has met and exceeded the set plan. Most villages have community houses, the national grid is covered. Average income per capita has increased significantly, the rate of multidimensional poor households has decreased by an average of more than 6.3% per year.

"However, there are still some difficulties in the implementation of the program. People want to increase the housing support level from 40 million VND to 60 million VND per household; increase the career conversion support level from 10 million VND to 20 million VND per household. The locality wants all levels to research and add beneficiaries to near-poor households in ethnic minority areas; at the same time, increase the level of loans for business and housing so that the beneficiaries of the program can be increased", Ms. Ba Can Thi Ha, Vice Chairman of Bac Ai District People's Committee proposed.
