Ba Ria - Vung Tau digitizes notarized data, removes requirement to submit copies of land contracts

Ba Ria - Vung Tau has officially operated the notary and land data connection system, helping people not to have to submit a copy of the sales contract when doing procedures to change the name and issue a new Land Use Rights Certificate.

In order to promote administrative reform and serve people more effectively, the Department of Agriculture and Environment of Ba Ria - Vung Tau province has officially launched an application to connect and share environmental resource databases with notarized data in the province. This synchronous implementation not only shortens the time and reduces the number of documents to be submitted, but also contributes to preventing document forgery in land transactions.

According to the provincial Department of Agriculture and Environment, from 2024, implementing the direction of the Steering Committee for Administrative Reform, Digital Transformation and Project 06/CP of the Government, the province has assigned relevant departments and branches to coordinate in implementing data interconnection to serve the settlement of administrative procedures on land, tax, and notarization. On that basis, the Department of Agriculture and Environment has built software to connect the land information system with the notarization database managed by the Department of Justice. The information security assessment has been checked and confirmed by the provincial Police before being officially put into operation from April 13, 2025.

The new application allows competent state agencies to directly exploit notarized data from notary organizations in the process of handling administrative procedures related to land, such as changing the name, issuing and exchanging Land Use Rights Certificates. This helps people not to have to submit notarized copies of sales and transfer contracts as before, especially convenient in cases of online application submission. Previously, due to the requirement to scan notarized contracts, many people did not have the equipment or the images did not meet technical requirements and encountered difficulties when using online public services.

Connecting and sharing data between notary offices, land registration offices and tax authorities not only helps streamline documents and save time, but also contributes to increasing transparency and reducing document forgery such as contract editing and fake stamps. Document processing officers also avoid risks in the process of verifying the legality of documents.

This is an important step in the roadmap for digital transformation and administrative procedure reform in Ba Ria - Vung Tau, towards the goal of building a modern, efficient and service-oriented administration. Previously, in 2024, the province completed the connection and sharing of land data with the Ministry of Natural Resources and Environment and the Provincial Police to reduce paperwork in residence registration procedures. In 2025, the Provincial People's Committee continued to allow the deployment of connection and sharing of notarized data between key departments and branches to create maximum convenience for people and businesses when accessing land information and exercising legal use rights.

The completion of the connection of notary and land data is a clear demonstration of the efforts of the Ba Ria - Vung Tau provincial government in administrative reform, implementing Project 06/CP and concretizing the requirement of "taking people as the center" in building digital government.
