Great Expectations
Thuong Son Industrial Cluster is located in Dong Eo area (village 11, 12) Thuong Son commune (Do Luong), has been decided by the Provincial People's Committee to establish, supplemented to the Planning for the development of Industrial Clusters of Nghe An province in 2020 in Decision No. 2655/QD-UBND dated June 25, 2015 with a scale of 8.4 hectares. By October 8, 2015, the Provincial People's Committee also issued a decision approving the detailed scale of 1/500 for this Industrial Cluster. The construction of this Industrial Cluster is expected to be a place of concentrated production, meeting the investment needs of enterprises in the district as well as attracting domestic investment.
After the decision to approve the detailed planning, the People's Committee of Do Luong district has started to build infrastructure, which is the planned route to Thuong Son Industrial Park. However, attracting investment and implementing the remaining subdivisions of this industrial park has encountered many difficulties.
Present at the planned construction area of Thuong Son Industrial Park one day recently, we noticed that this area only has an entrance road, there is no factory or manufacturing enterprise yet. The functional subdivisions are just empty land. In the middle is the land with the production forest of the people.
Mr. Thanh Dang Long - Chairman of Thuong Son Commune People's Committee said: Completing Thuong Son Industrial Cluster is extremely necessary, in line with the general planning of the district. However, up to this point, the construction and completion of technical infrastructure has not been completed. In recent years, attracting investment here has also been implemented but has not been as expected.
According to the construction planning of Do Luong district in the period of 2021-2030, with a vision to 2050, Thuong Son Industrial Cluster will be prioritized for leather shoe and garment projects. Since 2015, in the detailed planning, this industrial cluster has also been arranged into separate zones. In which, zone A is the operating and public service area; zone B is expected to arrange a forest product processing area; zone C is expected to arrange garment production facilities. In addition, there is a wastewater treatment area, trees, boundary roads, etc.
Speaking more about attracting investment in Thuong Son Industrial Cluster, in 2017, An Trach Son Company Limited came to learn about and invest in the Roofing Tile Factory project (high-tech fired clay). This made the local people very excited as the project promised to create many jobs, helping local children not have to go far to work. By 2020, the Provincial People's Committee also issued a decision approving the investment policy of the project and the Provincial People's Council also issued a Resolution to change the purpose of use of 0.80ha of production forest in this area for investors to implement the project.
However, after a long time, this unit still did not complete the next procedures to invest in construction and implement the project. Therefore, on September 12, 2023, based on the review report of the interdisciplinary delegations, the Provincial People's Committee issued Decision No. 2842/QD.UBND approving the inspection results of the interdisciplinary inspection delegation in 2022 on the inspection of investment projects in Nghe An province (phase 2). In which, the operation was terminated and related legal documents were canceled for 7 projects in the whole province. Including the Roofing Tile Factory project (high-tech fired clay) of An Trach Son Company Limited in Thuong Son Industrial Park.
Mr. Thanh Dang Long also added that after the project of the Roofing Tile Factory (high-tech fired clay) was revoked, the locality also hopes that there will be dedicated investors to invest in construction here, in order to contribute to creating more jobs, promoting the economic and social development of the locality.
According to our research, in order to continue the construction of Thuong Son Industrial Cluster, on September 23, 2022, the Provincial People's Committee issued a decision approving the Technical Economic Report on the construction of the technical infrastructure of Thuong Son Industrial Cluster with a total investment of more than 14.6 billion VND, of which the provincial budget supports the investment of no more than 7.1 billion VND and the Do Luong district budget arranges the remaining amount. The implementation period is until 2023. However, in September 2023, the Provincial People's Committee issued a decision to adjust the implementation period of the project to build the technical infrastructure of this industrial cluster to June 30, 2024.
Difficulty in attracting investment
In addition to the Thuong Son Industrial Cluster under construction, Do Luong district currently has 2 operating industrial clusters (the 7.7ha town industrial cluster and the 72.9ha planned Lac Son industrial cluster). However, according to the Nghe An province industrial cluster development plan integrated into the provincial planning approved by competent authorities, in the future Do Luong will only have 2 industrial clusters in Thuong Son commune and Lac Son commune. The town industrial cluster has been removed from the planning to be removed and relocated to Lac Son industrial cluster. In addition, there is Industrial Zone No. 5 under the planning to expand the Southeast Economic Zone with an area of about 1,850ha in the communes in the lower district.
Regarding the construction of Thuong Son Industrial Cluster, Mr. Nguyen Trung Thanh - Vice Chairman of Do Luong District People's Committee said: Currently, the project to build technical infrastructure at Thuong Son Industrial Cluster has been approved and is under construction. The district has also assigned the contractor to urgently proceed in order to attract investment as soon as possible. In fact, a number of investors have come to learn and raise the issue of implementing the investment project. After reviewing and learning about the feasibility, the district has also guided a number of projects to take the next steps, and at the same time rejected a number of projects that have the risk of causing environmental pollution.
It is known that on August 8, 2018, after a period of implementation, realizing that the area of 8.4 hectares was no longer suitable for the needs of investors, especially foreign investors who wanted to invest in a chain of enterprises in many fields with large areas, the People's Committee of Do Luong district issued Document No. 248/TT-UBND.KTHT to the Provincial People's Committee requesting approval of the policy to adjust the area of Thuong Son Industrial Cluster to about 40.4 hectares. However, up to this point, the Provincial People's Committee has not yet made a decision to agree.
Mr. Thanh also shared that due to the difficulties in attracting investment at this time, many businesses are affected by the economic recession after the Covid-19 pandemic, so the ability to implement investment projects is limited. Not to mention, the competition to attract investment between localities in the province as well as with other provinces has also become fierce.
“Therefore, the district's goal now is to complete the infrastructure to fill the Thuong Son Industrial Park as soon as possible, then gradually propose to the Provincial People's Committee to expand the scale,” Mr. Thanh emphasized.
