According to information from the Department of Trade Remedies, Ministry of Industry and Trade, on September 30, 2024, the Directorate General of Trade Remedies of India (DGTR) issued a notice initiating an anti-dumping investigation on calcium carbonate filler masterbatch originating or imported from Vietnam.
Accordingly, the case was initiated on the basis of a request from the Indian domestic manufacturing industry, represented by the Indian Compound and Masterbatch Manufacturers Association and the Indian Masterbatch Manufacturers Association.

The petitioner alleged that the subject product was being imported into India in substantial quantities, being dumped, and causing or threatening to cause material injury to the domestic industry in India.
Currently, the petitioner has not proposed any product control codes (PCNs), the Directorate General of Trade Remedies (DGTR) of India has advised interested parties to submit their comments, arguments, and proposed PCNs within 30 days from the date of initiation of the investigation. PCNs are the basis for classifying products into groups in the process of calculating dumping margins.
To promptly respond to the case, the Department of Trade Defense recommends that associations and enterprises producing and exporting products proposed for investigation: Carefully study the notice of initiation, the public version of the lawsuit, and send comments on the case (if any). Research and review the products and send PCN proposals to be used during the investigation, and comment on the plaintiff's PCN proposals (if any).
At the same time, fully and comprehensively cooperate with the investigation agency to avoid being concluded as uncooperative (often leading to very high tax rates), request the investigation agency to provide full information related to the enterprise (investigation questionnaire, investigation conclusions, dumping margin calculation method). Keep in touch and coordinate with the Trade Defense Department to receive timely support.
