AMM-56: EU promotes resolving security instabilities through open dialogue

EU High Representative for Foreign Affairs and Security Policy Josep Borrell stressed that disputes related to the East Sea must be resolved through peaceful means and in compliance with UNCLOS 1982.

On July 15, speaking at the ASEAN Regional Forum (ARF), High Representative for Foreign Affairs and Security Policy of the European Union (EU) Josep Borrell said that the ARF needs to increase dialogue and cooperation to promote peace and security.

The event took place within the framework of the 56th ASEAN Foreign Ministers' Meeting (AMM-56) and related conferences in Jakarta, Indonesia.

Mr Borrell also highlighted the EU's top security concerns. First, the link between the climate crisis and security.

The ARF needs to have a common understanding of the significant and growing impact of climate change on peace and security.

Recurrent extreme climate events, rising temperatures and sea levels, desertification and water scarcity are factors that cause migration, pandemics, social unrest and conflicts, thereby seriously impacting security.

By 2050, more than 1 billion people will lack access to adequate water, with soil erosion and drought problems.

The EU calls on the ARF to pay increased attention to the threats of climate change and environmental degradation to peace, security and defence.

Second, regarding the situation on the Korean Peninsula, EU officials expressed concern about North Korea's missile launches.

According to Mr. Borrell, the EU is ready to support a new diplomatic process to build sustainable peace and security here.

Third, he expressed the EU's appreciation for Indonesia - this year's ASEAN Chair - for implementing a structured diplomatic approach to the Myanmar issue to initiate a comprehensive dialogue.

The EU called on all ARF partners to support the efforts of the Chair. He stressed that implementing the ASEAN Five-Point Consensus on Myanmar is the only way to start a genuine political process.

Regarding the East Sea issue, EU High Representative for Foreign Affairs and Security Policy Borrell stressed that disputes must be resolved through peaceful means and in compliance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The EU welcomes the newly concluded maritime delimitation agreements and encourages the ASEAN-led process towards an effective, substantive and legally binding Code of Conduct in the East Sea (COC) that respects third parties./.
