The Absurdity of ACBS and WPA
The ACBS ban notice citing the reason that the PBA Hanoi Open Tour and Hanoi Open Pool Championship are not licensed by the WPA is completely unreasonable. The WPA and ACBS regulations are only valid for their members. The WPA and ACBS only have the authority to license tournaments and impose sanctions on their member organizations and federations.
PBA Hanoi Tour and Hanoi Open Pool Championship organized by Hanoi Billiards & Snooker Federation are licensed by Hanoi Department of Culture and Sports. Hanoi Billiards & Snooker Federation is not a member of VBSF or ACBS, so this organization as well as WPA have no basis to request Hanoi Billiards & Snooker Federation or Hanoi Department of Culture and Sports to request permission for tournaments in accordance with current Vietnamese law such as PBA Hanoi Open Tour or Hanoi Open Pool.
Athletes must be respected
For example, the expanded military volleyball tournament does not require permission from the Asian Volleyball Federation, or in the case of the Vietnam Football Federation coordinating with Manchester United Club to organize an event in Vietnam after receiving permission from the government, it does not require permission from the Asian Football Federation...
On what basis did ACBS ban Vietnamese billiards from participating in international competitions?
Another unreasonable thing in ACBS's move towards Vietnamese billiards. In a document sent to the Vietnam Billiards Federation, ACBS said that it would ban Vietnamese billiards from participating in sporting events such as AIMAG and SEA Games during the period of the ban. In this case, whether the penalty ACBS applied to its members is correct or not depends on the rules and regulations of that tournament.
ACBS prohibits Vietnamese billiards under which rules and regulations of the Southeast Asian Sports Federation or the Olympic Council of Asia (OCA) - the only organization responsible for all congresses of the International Olympic Committee (IOC) in Asia?
ACBS ban will greatly affect athletes
Up to now, all that ACBS has shown about the ban is an email notification to VBSF about the ban period, with the reason being that they are participating in tournaments that they do not have the right to license in Vietnam, organized by units that are not their members. There is no specific basis in the regulations and rules of the AIMAG or SEA Games Organizing Committee that ACBS has given when referring to the ban.
In its response to the ACBS ban, the Hanoi Billiards & Snooker Federation affirmed that ACBS has no right to ban the Vietnamese team from participating in international sports tournaments under the OCA or SEA Games. Based on the sanctioning regulations of organizations operating in the field of sports such as the Olympic Council of Asia (OCA), the International Olympic Committee (IOC) or a regional congress (SEA Games), sanctions against athletes, coaches, etc. must be applied to each team and each individual based on specific grounds. It is impossible to punish all athletes without specific grounds for violations.
ACBS also has no right to interfere with VSBF in banning or not banning athletes from participating in domestic national championships. In the case of participating in international tournaments, VBSF may not send the first-placed athlete if he is penalized, instead he may send the second-placed athlete...
The International Carom Billiards Federation (UMB) also imposed a similar ban on athletes participating in the PBA Hanoi Open Tour, but foreign athletes such as Koreans still participated in the National Championship. Or we can look at the Philippines, ACBS also imposed a ban on athletes but could not intervene to prohibit them from playing in the National Championship and the country's team still participated in international tournaments.
Vietnamese Billiards can still participate in international tournaments
ACBS participates in sports events such as Asian Games, AIMAG, SEA Games... in the role of managing and organizing sports if included in the competition program.
According to the Law on Physical Training and Sports, VBSF coordinates with the Department of Physical Training and Sports to select and propose a list of athletes participating in events to the National Olympic Committee.
Duong Quoc Hoang and Vietnamese pool players are greatly affected by the ban of ACBS.
Before the establishment of VBSF (March 2022), the Vietnam Olympic Committee on the selection list, proposals of the department, the High Performance Sports Department and the Department of Sports and Physical Training will be responsible for registering athletes to participate as members of the Vietnam Olympic Committee.
In other words, whether a Vietnamese athlete can participate in the SEA Games or not can be recommended by the Vietnam Olympic Committee, and the approval will be decided by the SEA Games Organizing Committee. Similarly, at the ASIAD or AIMAG level, the final decision will belong to the OCA. At the world level, it will be the IOC.
