On the morning of July 12, the National Traffic Safety Committee held a national online conference to review the work of ensuring traffic order and safety in the first 6 months of the year and tasks and solutions for the third quarter of 2024. Comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, Chairman of the National Traffic Safety Committee chaired the conference.

Attending the conference at Lao Cai province were comrades: Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; member of the Provincial Traffic Safety Committee; representatives of a number of departments, branches and localities.

Handling more than 2.1 million cases of traffic order and safety violations

In the first 6 months of 2024, the National Traffic Safety Committee coordinated with ministries, branches, unions, socio-political organizations that are members of the National Traffic Safety Committee, press agencies and localities to carry out propaganda, dissemination and education on traffic order and safety laws in many forms such as directly, online, on mass media and on social networking platforms...

The conference was held online to 63 provinces and centrally-run cities.

The Ministry of Public Security has directed the traffic police and local police to deploy forces, increase patrols, control, and handle violations of traffic order and safety according to 5 thematic groups. Recorded and handled more than 2.1 million administrative violations; fined 4,052 billion VND; revoked 407,703 driving licenses, certificates, and professional certificates; and temporarily detained 715,459 vehicles of all kinds. Compared to the same period in 2023, the number of cases handled increased by 450,688 (up 26.74%), and the fine increased by 800 billion VND (up 24.61%).

Specialized management departments and traffic inspectors conducted 23,393 inspections and checks; sanctioned 11,314 administrative violations, with fines totaling more than VND64.4 billion; detained 20 cars; suspended the operation of 11 wharves and 137 inland waterway vehicles; supervised 361 car driving tests and 400 motorbike driving tests; revoked badges for 18,123 vehicles; disciplined and warned 189,243 violating vehicles.

Reduce 10.61% of deaths due to traffic accidents

According to data from the Office of the Ministry of Public Security, in the first 6 months of the year, there were 12,350 traffic accidents nationwide, killing 5,343 people and injuring 9,552 people. Compared to the same period in 2023, there was an increase of 1,665 cases (up 15.58%), a decrease of 634 deaths (down 10.61%), and an increase of 2,426 injuries (up 34%).

Although the number of deaths decreased, the work of ensuring traffic order and safety in the first 6 months of 2024 still had some shortcomings and limitations such as: There were a number of particularly serious traffic accidents (9 cases) that killed and injured many people, causing public outrage; the number of cases and the number of people injured due to traffic accidents increased compared to the same period in 2023; acts of resisting law enforcement officers during the handling of violations of traffic order and safety increased (78 cases occurred, injuring 27 comrades, an increase of 45 cases compared to the same period in 2023).

The causes of these shortcomings and limitations are due to the low awareness of compliance with legal regulations on traffic order and safety of a number of people, drivers and business owners when participating in traffic; violations of regulations on alcohol and drug concentrations while driving have decreased significantly but still exist; Party committees, authorities and functional forces in some localities are still lacking in determination in directing, relying on functional forces...

In Lao Cai province, in the first 6 months of the year, the traffic police force established 6,186 patrol and control teams with 30,517 officers and soldiers participating. Handled 8,957 violations; fined 23.427 billion VND; temporarily detained 4,240 vehicles.

At the conference, delegates focused on discussing, clarifying the causes and proposing a number of solutions to reduce traffic accidents in the coming time. In particular, focusing on propaganda, dissemination and education of laws on traffic order and safety to raise people's awareness; strengthening patrols, control and handling of violations of traffic order and safety; speeding up the implementation of key traffic projects; thoroughly handling black spots and traffic unsafe spots; enhancing the application of science and technology in guiding and handling violations of traffic order and safety...

Concluding the conference, Deputy Prime Minister Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, Chairman of the National Traffic Safety Committee acknowledged and commended the results achieved in the recent past in ensuring traffic order and safety. In particular, the number of traffic accidents related to alcohol concentration has decreased sharply; communication, dissemination and education of laws on traffic order and safety have been strongly and effectively implemented.

Comrade Tran Luu Quang requested that in the coming time, relevant ministries, branches and localities continue to deploy and effectively implement Directive No. 23 of the Central Party Secretariat; Resolution No. 48 of the Government; Directive No. 10 of the Prime Minister; Directive No. 31 of the Prime Minister and Plan No. 689 of the National Traffic Safety Committee. Synchronously and drastically deploy solutions to gradually change people's awareness when participating in traffic. In particular, focusing on propaganda, dissemination and education of laws on traffic order and safety in many forms and to the right subjects; functional forces actively patrol, control and strictly handle, "no forbidden areas, no exceptions" with those who violate traffic order and safety; study to increase administrative fines and additional fines to ensure deterrence but must be within the legal framework; replicate good models and good practices in ensuring traffic order and safety; Application of science and technology in inspection and handling of violations of traffic order and safety.
