6 valuable lessons from the 500kV line project, circuit 3, from Quang Trach to Pho Noi

At the conference summarizing the investment and construction work of the 500kV transmission line (DZ) circuit 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) held on the morning of December 8, Vietnam Electricity Group (EVN) drew 6 valuable lessons.

If the 500kV line 1 was invested and built with the spirit of daring to do and taking responsibility, the 500kV line 2 was built with the spirit of promoting internal strength and national self-reliance, then the 500kV line 3 project was built with the spirit of promoting the combined strength of the entire political system from the Government, ministries, branches, local authorities at all levels, and people who joined hands and unanimously overcame all difficulties and innovated ways of working to bring the project to the finish line on schedule.

From the success of the Circuit 3 Projects, EVN has learned many valuable lessons:

The first is the lesson on leadership and direction. The Projects received the attention and strong direction of the Prime Minister, Deputy Prime Ministers, the State Steering Committee for important national programs, works and projects, key energy sector (Steering Committee), the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, and the participation of local authorities at all levels.

Second , management, operation and implementation. Right from the beginning of the project implementation, the Prime Minister directed: "The ideology must be clear. The determination must be high, the effort must be great, the action must be drastic, with focus, key points, each task must be completed, the assignment must be clear to the person, the task, the responsibility, the time, the product, the result, easy to check, urge and evaluate". Every month, the Prime Minister and Deputy Prime Minister directly meet to check the progress and assign specific tasks to the units. The State Steering Committee for important national programs, works and projects, in the energy sector, holds regular meetings every 2 weeks under the chairmanship of the Standing Deputy Head, Minister of Industry and Trade. From there, obstacles have been promptly removed, responsibilities and time for resolution have been clearly defined to promote progress.

The Minister of Industry and Trade, the European - American Market Department, the Asian - African Market Department, and trade offices in Russia, China, and India actively resolved related problems for imported shipments. The Ministry of Finance and the General Department of Customs directed to create the best conditions for imported materials and equipment to be cleared as quickly as possible. The Ministry of Transport directed to approve the plan to pull cables across roads and rivers as quickly as possible, and directed transport units to prioritize the transportation of goods and materials for the project.

Leaders of the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, the Party Committee of the Central Enterprises Bloc, and the Vietnam General Confederation of Labor regularly inspect and encourage workers at construction sites. Leaders of the Provincial Party Committee and the People's Committee resolutely direct departments, branches, and localities to speed up the progress of compensation and site clearance. Leaders of EVN/EVNNPT and Project Management Boards are always present at construction sites and factories to urge the construction progress and the progress of supplying materials and equipment. Consulting contractors for design, manufacturing steel columns, and construction contractors arrange competent leaders to be on duty at construction sites and factories to command each team/team/group, promptly remove obstacles, and ensure the required progress.
