On January 5, the national online conference to review the work in 2023 and deploy tasks in 2024 of the Government and local authorities was held. Prime Minister Pham Minh Chinh chaired the conference.
Attending the conference were: President Vo Van Thuong; National Assembly Chairman Vuong Dinh Hue; Politburo member, Permanent member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; leaders of the Party, State, and Vietnam Fatherland Front; Politburo members, Secretaries of the Party Central Committee; leaders of departments, ministries, branches, central agencies and provinces and centrally run cities.
Direct and manage more decisively, proactively, flexibly and effectively
The conference listened to the draft Report on the socio-economic situation in 2023 and the directions, tasks and solutions for 2024. Delegates at the central and local levels, leaders of economic groups, and experts delivered speeches, focusing on objective, in-depth and practical assessments, especially leadership, direction and management experience in different fields; proposing socio-economic development goals, tasks and solutions for more effective implementation in 2024 and the coming years.
Appreciating the opinions of the delegates, concluding the conference, Prime Minister Pham Minh Chinh said that in 2023, the world situation continues to change very quickly and complicatedly, with many new problems arising, exceeding forecasts. In the country, difficulties and challenges outweigh opportunities and advantages; there are more and more regular tasks, many urgent and unexpected tasks arise, and the need to continue to resolve backlogs and limitations that have lasted for many years is more evident in difficulties.
In that context, closely following the Resolutions and Conclusions of the Party and the National Assembly; with the motto of "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness"; the leadership, direction and administration work has been more experienced, more innovative, more drastic, more proactive, more flexible, more practical and more effective. The Government and the Prime Minister have promptly reported to the Central Executive Committee, the Politburo, the Secretariat, key leaders and the National Assembly to decide on important and urgent issues.
Together with the entire political system, the Government, the Prime Minister, ministries, branches and localities have closely followed and proactively grasped the situation, concretized the Party and State's policies and guidelines, and directed and managed proactively, flexibly, decisively, creatively and effectively; promptly issued specific and appropriate decisions to handle newly arising issues. Thanks to that, the socio-economic situation continued to recover positively, with each month being better than the previous month, each quarter being higher than the previous quarter, basically achieving the set general goals and many important results in all fields.
The macro economy is basically stable, inflation is under control, and major balances are guaranteed. Economic growth in each quarter is higher than the previous quarter. Although it does not reach the set target, it is a bright spot in the global economy. Development investment continues to achieve positive results, which is an important driving force for economic growth. Investment in developing the transport infrastructure system is promoted and is a bright spot in 2023.
Institutional building and improvement work has been focused on. The investment and business environment and competitiveness have been improved. The work of preventing and combating corruption, negativity and waste has been promoted. Planning work has been focused on; regional linkages and regional coordination have been strengthened. Many outstanding and suddenly arising issues have been dealt with resolutely and effectively, with clear changes.
Along with that, focusing on cultural development, ensuring social security, improving people's lives; all social indicators are achieved and exceeded, demonstrating the good nature of our regime. Politics and society are stable, national defense and security are maintained, social order and safety are ensured; foreign affairs and international integration are comprehensively successful and are the outstanding highlights of 2023. Localities have strived to achieve positive and quite comprehensive results, contributing to the overall achievements of the whole country.
“The above achievements are thanks to the wise and timely leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the efforts of the entire political system; the accompaniment and smooth coordination between the National Assembly and the Government, between People's Committees and People's Councils at all levels; the engagement, support and active participation of the people and the business community; and the attention and assistance of international friends,” the Prime Minister affirmed.
The Prime Minister frankly pointed out that the results achieved are basic, but we should not be complacent or complacent. Our country still has many shortcomings, limitations, difficulties and challenges. Inflationary pressure is still high due to strong fluctuations in crude oil and food prices, and inflation and world interest rates continue to be high; orders and international markets are shrinking; access to credit is still difficult; bad debt tends to increase. Although the real estate market and corporate bond market have been focused on handling problems and have recovered, there are still potential risks...
Pointing out the causes of both successes and limitations, and presenting lessons learned, the Prime Minister emphasized that it is necessary to strictly implement guidelines, policies and strategies according to the Resolutions and conclusions of the Central Committee, the Politburo, the National Assembly and the Government; unite the entire Party, the entire people, the nation and international solidarity; grasp the practical situation, respond proactively, promptly, flexibly, at the right time and effectively.

2024 - a breakthrough year, of special significance
Considering that 2024 - a breakthrough year - is of special importance in successfully implementing the 5-year Plan 2021 - 2025 and analyzing the context of the situation in 2024, the Prime Minister requested all levels, sectors and localities to closely follow the Conclusions and Resolutions of the Central Committee, the National Assembly and the Government, and concretize them to implement specific goals and tasks in 2024 with the theme: "Discipline, responsibility, proactiveness, timely, accelerating innovation, sustainable efficiency", in the spirit of "Year of determination".
Accordingly: Determined to overcome all difficulties and challenges in all fields; Determined to do not say no, not say difficult, not say yes but not do; Determined to protect cadres who dare to think, dare to do for the common good; think honestly, speak honestly, do honestly, effectively; Determined to remove difficulties, promote production and business, ensure that people and businesses enjoy real benefits; Determined to strive to achieve the best results in 2024.
Regarding viewpoints and directions for leadership and management, the Prime Minister agreed with 6 viewpoints in the reports and opinions of the delegates; emphasizing: Thoroughly grasp and strictly implement the Resolution of the 13th National Party Congress and the Resolutions of the Party, National Assembly, and Government.
Focus on proactive, flexible, effective direction and management, closely coordinating, synchronously and smoothly between policies. Closely follow the practical situation, promptly respond to arising issues. Tighten discipline and order; promote decentralization, decentralization, administrative procedure reform, digital transformation and prevention and fight against corruption and negativity. Cultural development must be placed on par with economics, politics and society.
Ensuring political and social stability; strengthening national defense and security; building an independent and self-reliant economy associated with proactive and active international integration, comprehensively, deeply, practically and effectively; maintaining a peaceful and stable environment for rapid and sustainable development.
Regarding the main tasks and solutions, the Prime Minister pointed out that priority should be given to promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Continue to operate monetary policy proactively, flexibly, promptly, and effectively; coordinate synchronously, harmoniously, and closely with a reasonable, focused, and key expansionary fiscal policy and other policies.
Promote traditional growth drivers (investment, export, consumption); at the same time promote new growth drivers (regional connectivity, science and technology, innovation, digital transformation, green transformation, emerging industries and fields such as semiconductor chips, hydrogen, etc.).
Strengthen traditional markets while expanding new markets (UAE, Africa, Latin America). Accelerate the disbursement of public investment capital and National Target Programs. Increase revenue and save state budget expenditures; strictly control budget deficit, public debt, government debt, and national foreign debt. Determined to save 5% of expenditures and revenue in 2024 - a breakthrough year, which is of special importance in successfully implementing the 5-year Plan 2021-2025; 2024 increases by at least 5%.
The Prime Minister requested to promote drastic, synchronous, substantive and effective implementation of strategic breakthroughs. Submit for promulgation the Land Law (amended) and the Law on Credit Institutions (amended). Continue to cut and simplify administrative procedures and business regulations; strive to cut at least 10% of costs of compliance with administrative procedures and business regulations by 2024.
Speed up the construction progress of key transport projects, especially Long Thanh International Airport; submit to competent authorities for approval the investment policy for the North-South high-speed railway project. Effectively implement the Plan to implement the VIII Power Plan.
Promote the development of high-quality human resources associated with science and technology, promote startups and innovation. Focus on training high-quality human resources for emerging industries and fields; aim to have 50-100 thousand high-quality human resources for the semiconductor chip manufacturing industry from now to 2030; soon increase 50-100 thousand high-quality human resources in general for socio-economic development.
Leaders must direct, operate, and act decisively, promptly, and effectively.
Ministries, sectors and localities focus on effectively and substantially restructuring the economy in association with growth model innovation, development of digital economy, green economy, circular economy, emerging industries and fields. Focus on recovering and strongly developing industries, especially processing, manufacturing and semiconductor chip production; strive for the industrial production index in 2024 to increase by 7-8%, with high-tech product exports accounting for over 50% of total export value.
Accelerate restructuring of the agricultural sector in association with new rural development; implement the Program of 1 million hectares of clean rice land with low carbon emissions; strive to have 80% of communes meet new rural standards by the end of 2024. Resolutely restructure the system of credit institutions in association with handling bad debts and the remaining 4/12 slow-progressing and ineffective enterprise projects.
The Prime Minister requested to strongly develop the cultural and social fields, ensure social security, and improve the material and spiritual life of the people. Accordingly, continue to effectively implement the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference and the Conclusion of the Politburo. Focus on building and submitting for promulgation the National Target Program on cultural development; developing the cultural industry. Effectively organize the implementation of the Central Resolution on social policy.
Resolutely and effectively implement the Project to invest in building at least 1 million social housing units; strive to complete at least 130,000 units by 2024. Implement salary policy reform for the public sector according to Resolution No. 27 from July 1, 2024. Strengthen disease prevention and control. Well implement ethnic and religious policies...
Ministries, sectors and localities must strengthen resource management, environmental protection, and prioritize resource allocation for natural disaster prevention, control and mitigation, and climate change response. Focus on handling facilities that cause serious environmental pollution; promote international cooperation in protecting, managing and effectively using transboundary water resources. Focus on investing in developing projects to prevent landslides, subsidence and flooding in the Mekong Delta. Resolutely implement the Action Program to implement commitments at COP28 and the Political Declaration on a Just Energy Transition (JETP). Complete the National Marine Spatial Planning.

The Prime Minister requested to review and improve institutions, mechanisms, policies, and regional linkage organizations and promote regional economic development; strongly promote the role of regional coordination councils; effectively implement the Politburo's Resolutions on 6 socio-economic regions. Focus on amending laws to promote decentralization and delegation of power (Law on Government Organization, Law on Organization of Local Government, Law on Promulgation of Legal Documents). Promote urban development; strive to achieve a national urbanization rate of over 43.7% by 2024.
Strengthen national defense and security, ensure social order and safety; promote the prevention and fight against corruption, negativity and waste. In particular, closely monitor developments, proactively take timely measures on national defense and security; avoid being passive or surprised in any situation; strengthen fire and explosion prevention and fighting; ensure traffic order and safety; strictly implement the directions of the Central Steering Committee on preventing and fighting corruption and negativity.
The Head of Government directed to continue to comprehensively promote foreign affairs and international integration. Focus on building and effectively implementing programs and action plans to concretize international commitments, agreements, and signed FTAs. Seriously and effectively deploy the results of high-level foreign affairs activities. Improve the efficiency and promote the role of economic diplomacy. Promote cultural diplomacy; do a good job of foreign information and citizen protection. Strengthen information and communication work to create social consensus. Improve the effectiveness of mass mobilization work; well implement the principle of grassroots democracy; constantly consolidate the great national unity bloc.
For localities, the Prime Minister requested to accelerate the disbursement of public investment capital and 3 National Target Programs from the beginning of the year; focus on resolving difficulties in mechanisms, preferential policies, legal procedures, site clearance, etc. Resolutely remove difficulties for production and business, increase capital absorption capacity; promote administrative procedure reform, reduce business conditions, national digital transformation; resolutely implement Project 06 in the area.
Localities must focus on resolving difficulties within their authority. Focus on enhancing the self-reliance, self-reliance, self-control, self-responsibility, dynamism, creativity, daring to think and act of local authorities and cadres, civil servants and public employees. Focus on ensuring social security, people's lives, national defense, security, foreign affairs, ensuring "security, safety, and public safety"; organize for people to celebrate Tet happily, healthily, safely and economically; let no one go without Tet.
Believing that the tasks set for 2024 are very heavy but of great significance to the implementation of the goals and tasks set out in the Resolution of the 13th National Party Congress, Prime Minister Pham Minh Chinh requested members of the Government, ministers, heads of ministerial-level agencies, government agencies, and chairmen of local People's Committees to thoroughly grasp the spirit of drastic, timely, and effective action throughout the entire system of cadres, civil servants, and public employees within their management scope; promote the role and responsibility of leaders, and direct and direct decisively and effectively.
