Quang Tri province currently has 22 areas belonging to 19 stone quarries for common construction materials with a total area of 408.18 hectares, reserves, and total resources of 332.493 million m3 . However, there are only 12 licenses for stone mining for common construction materials. Of which, 7 quarries/7 licenses are in operation, 5 quarries have not yet come into operation because the competent authority has not yet leased land for mineral exploitation, causing difficulties for businesses.
5 enterprises with 5 mining sites have been licensed by the Provincial People's Committee for exploitation but have not yet come into operation, including: Tam San Investment and Development Joint Stock Company (formerly Hien Minh Ho LLC) with an area of 22.7 hectares in Hai Le commune, Quang Tri town, exploitation period of 18 years.
In Huong Hiep commune, Dakrong district, there are 3 units: Vietnam Telecommunications Construction Joint Stock Company with an area of 13.4 hectares, exploitation period of 17 years; Power Construction Consulting Joint Stock Company 2 with an area of 12.1 hectares, exploitation period of 16 years and 6 months; Tuan Kiet Company Limited with an area of 20.19 hectares. Mai Hoang Company Limited with an area of 2.95 hectares in Ba Ngao village, Dakrong commune, Dakrong district, exploitation period of 11 years and 8 months.
According to the reports of 4/5 of the above enterprises, after granting mining licenses, the units encountered difficulties in transferring land use rights, changing land use purposes and land lease, negotiating, compensating and clearing land for mineral exploitation.
There were cases where compensation had been agreed upon, but after a long period of time, people arbitrarily cultivated crops, built fences, and asked the company to re-compense for assets on the land and compensate for additional land.
In addition, due to the current thick soil cover and the long and steep road into the mine, transportation costs are high, making it difficult to consume the soil cover before quarrying. The construction of the road into the mine for exploitation is very costly.
Based on these realities, the relevant departments have issued documents requesting the Provincial People's Committee to direct departments and localities to guide and support units in changing land use purposes, negotiating land use rights transfer, site clearance and land lease, creating favorable conditions for enterprises to exploit minerals according to regulations.
Enterprises must promptly complete land procedures as prescribed to establish mining facilities as soon as possible, in accordance with the provisions of the Mineral Law, and seriously implement investment deposits as prescribed by the Investment Law and related legal provisions.
