5 localities exempt tuition fees for the 2023 school year

Quang Binh has decided not to collect tuition fees for the first semester of the 2023-2024 school year for students at public and non-public schools. Children, students, and trainees from ethnic minority areas, border and mountainous areas, and especially disadvantaged communes in coastal areas are exempted from tuition fees for the entire school year.

The resolution also stipulates that the tuition fee for the 2023-2024 school year in urban areas for preschools, junior high schools, and high schools is 300,000 VND/student/month. In rural areas, the tuition fee for preschools, junior high schools, and high schools is 100,000 VND/student/month, and 200,000 VND/student/month.

Previously, Hai Phong, Da Nang, Ba Ria - Vung Tau, and Ha Nam were the first four localities in the country to plan to spend hundreds of billions of VND to exempt and reduce tuition fees for students of all levels in the 2023-2024 school year.

Hai Phong plans to spend more than 400 billion VND from the local budget to exempt tuition fees for all students studying at kindergartens, primary schools, secondary schools, and high schools in the area. This exemption is implemented according to Resolution No. 54 passed by the City People's Council in 2019.

Tuition fees for the 2023-2024 school year in Hai Phong include: urban areas, tuition fees are 300,000 VND/student/month. Rural areas are 100,000 VND/student/month for three levels: preschool, primary school, and secondary school. High school level is 200,000 VND/student/month.

The People's Council of Da Nang City also passed a resolution to spend nearly 410 billion VND to exempt tuition fees for preschool children, students of public and non-public schools, and students of continuing education centers for the 2023-2024 school year. Of which, more than 316 billion VND will be spent on tuition exemption for students of public schools and 92.2 billion VND will be spent on supporting non-public students.

Previously, Da Nang city set tuition fees for preschool, primary, secondary and high schools at 300,000 VND/student/month in urban areas; 100,000 VND/student/month in rural areas; 200,000 VND/student/month in rural high schools; and 50,000 VND/student/month in mountainous areas.

At the 18th session, the People's Council of Ba Ria - Vung Tau province passed a resolution on tuition support policies for nursery school children, 3-4 year old preschool children, and public and non-public high school students. The resolution takes effect from September 5, 2023 to May 31, 2024.

Ba Ria - Vung Tau plans to spend about 327 billion VND on tuition exemption for students at all levels. Of this, 190 billion VND will be used to support tuition reduction for 5-year-old children and secondary school students (primary school students are exempted by law).

Instead of exempting 100% of tuition fees like other localities, Ha Nam province decided to partially support tuition fees for students of all levels in the area after announcing the new tuition fees. The support level is exactly equal to the tuition fee increase when implementing Decree 81. Regarding budget expenditure, the province has not announced it yet, waiting for the Government to issue the revised Decree 81.

Thus, there are currently 5 provinces announcing tuition exemptions and reductions for the 2023-2024 school year. In addition to the above localities exempting and reducing tuition fees, according to statistics from VTC News, 33 localities have announced tuition fees for the 2023-2024 school year.

In the previous school year 2022 - 2023, there were 7 localities nationwide implementing tuition exemption for high school students including: Hai Phong, Quang Ninh, Da Nang, Ba Ria - Vung Tau, Bac Kan, Can Tho, Quang Binh.
