In response to the artists' petition regarding the situation of 300 severely damaged films, the Inspectorate of the Ministry of Culture, Sports and Tourism has responded.
In a letter to director Bui Trung Hai, representative of the artists at Vietnam Feature Film Studio, the Inspectorate of the Ministry of Culture, Sports and Tourism said that on March 8, 2023, after receiving the artists' petition and feedback about 300 damaged film copies, the Department of Cinema and the Vietnam Film Institute worked with representatives of Vietnam Feature Film Investment and Development Joint Stock Company and directly surveyed the film archive.
Inspectors from the Ministry of Culture, Sports and Tourism confirmed that the damaged films in the film warehouse were the company's responsibility.
"After a direct survey, the working group found that the film archive had seriously degraded and was not up to standard for storage. The film copies could not be used because they had not been inspected or maintained for a long time. The damaged films in the archive were the responsibility of the company.
The company must propose a solution to report to the Ministry of Culture, Sports and Tourism and respond to the artists, staff and workers of the company," said a representative of the Ministry's Inspectorate.
In the response letter, the Inspector of the Ministry of Culture, Sports and Tourism also informed about the current status of preserving valuable films of Vietnamese cinema at the film archive of the Vietnam Film Institute, including 278 films assigned, ordered and sponsored by the State (these films have also been stored at the Vietnam Feature Film Studio). The representative of the Inspector of the Ministry of Culture, Sports and Tourism said that these films have complete originals and related documents, and are stored and preserved scientifically under international standard conditions.
Vietnam Film Institute is a public service unit under the Ministry, performing the task of storing and preserving films in accordance with prescribed conditions and standards, ready to serve tasks when required.
Prime Minister Pham Minh Chinh directed to thoroughly resolve the backlog of cases at Vietnam Feature Film Studio.
Previously, at the Conference to review the work in 2023 and deploy tasks in 2024, Prime Minister Pham Minh Chinh directed the Ministry of Culture, Sports and Tourism to coordinate with the Government to completely resolve the backlog at Vietnam Feature Film Studio.
"The long-standing issues that have given us headaches, such as the My Dinh National Sports Complex and the Vietnam Feature Film Studio, need to be resolved once and for all. I request the Ministry of Culture, Sports and Tourism and the Government to resolve these outstanding issues once and for all. We must look straight at the truth and work together to resolve them," Prime Minister Pham Minh Chinh requested.
The sad story of Vietnam Feature Film Studio began after the "storm" of equitization. The equitization process of Vietnam Feature Film Studio was carried out in 2014. With 32.5 billion VND, Vivaso won 65% of the total value of the enterprise and became a strategic shareholder.
The violations in the equitization process at Vietnam Feature Film Studio were concluded by the Government Inspectorate according to Document No. 1589/TB-TTCP dated September 19, 2018: Land value and land use rights and advantages were valued at 0; the specific brand value of the Film Studio has not been determined; the implementation process violated the Law on Bidding, there was only one strategic shareholder investor (Vivaso) without experience and capacity related to film production and cinema culture, not fully meeting the practical requirements of a specific business sector in the film industry.
At that time, the Government Inspectorate recommended that the Prime Minister direct the Ministry of Culture, Sports and Tourism to develop a plan and immediately implement the prescribed processes and procedures to allow the strategic investor, Vivaso, to withdraw capital ahead of schedule.
Up to now, the equitization process has lasted for nearly 10 years and has not yet come to an end. Vietnam Feature Film Studio (headquartered at 4 Thuy Khue) is increasingly deserted and dilapidated. The shortcomings in the equitization process have made it impossible for Vietnam Feature Film Studio to carry out film projects for many years, which means that artists are jobless and unemployed. Since then, the Studio's employees have had all their salaries, social insurance, health insurance, etc. cut off.
In April 2023, the Government Inspector General issued a decision to establish an Inspection Team to immediately inspect the implementation of the Inspection Conclusion on the equitization of Vietnam Feature Film Studio and implement the direction of the Government leaders on related contents. Up to now, more than half a year after the deadline, the problems at Vietnam Feature Film Studio have not been resolved.
