3 contractors who "ran away" in Thai Binh were fined in many places for refusing to supply rice.

In 2023, the State Reserve Department of Thai Binh region (under the General Department of State Reserves - Ministry of Finance ) will organize bidding for 6 packages under the project to purchase 7,500 tons of rice for the national reserve in 2023.

After winning these bids, three contractors signed contracts but then failed to perform and were penalized by the State Reserve Department of Thai Binh region.

In package 1, the winning bidder, Khai Minh International Trading Company Limited (hereinafter referred to as Khai Minh Company), located at HH4 - Nam An Khanh Urban Area, An Khanh Commune, Hoai Duc, Hanoi , was administratively fined VND 581,175 million. This is the amount of money to guarantee the performance of the contract to supply 900 tons of national reserve rice in 2023.

In package No. 2, the winning bidder is Dong Phuong General Trading Company Limited (hereinafter referred to as Dong Phuong Company), located at Ms. Bui Thi Quy's house, Kim Village, Vu Lac Commune, Thai Binh City, Thai Binh Province, and was administratively fined VND 655 million as a guarantee to perform the contract to supply 1,000 tons of national reserve rice in 2023.

In package No. 4, the winning bidder is Van Loi Company Limited (hereinafter referred to as Van Loi Company), located in Bao Cuu village, Thanh Chau ward, Phu Ly city, Ha Nam province, represented by Mr. Phan Doan Tien, Director, was administratively fined VND 1,179 billion as a guarantee for the performance of the contract to supply 1,800 tons of national reserve rice in 2023.

Expanding the investigation, the reporter noted that in 2023, these 3 contractors were not only sanctioned by the State Reserve Department of Thai Binh region but also by other reserve departments.

For Khai Minh Company, there are up to 4 penalty decisions in 2023.

Most recently, on December 25, 2023, the Hanoi Regional Reserve Department issued a notice to fine this company nearly 600 million VND. The reason this company was fined was because it refused to fulfill the contract to supply 800 tons of national reserve rice in 2023.

On October 18, 2023, Khai Minh Company was also notified by the State Reserve Department of Ha Nam Ninh region of violating the contractor's reputation. Accordingly, the State Reserve Department of Ha Nam Ninh region announced that this unit had signed a contract but did not perform the contract.

On October 4, 2023, the State Reserve Department of Ha Bac region also posted information that Khai Minh Company broke the contract to buy 940 tons of rice to import into the national reserve warehouse of the Lang Giang State Reserve Department.

The contractor Dong Phuong Company also received 3 penalty decisions. On October 2, 2023, the Hanoi State Reserve Department announced that Dong Phuong Company and Van Loi Company both violated the law by refusing to supply 2,200 tons of national reserve rice in 2023. Of which, Phuong Dong Company was 1,000 tons, Van Loi Company was 1,200 tons. The Hanoi State Reserve Department fined Phuong Dong Company 665 million VND, and Van Loi Company 786 million VND.

In addition, Dong Phuong Company was sanctioned by the Northwest State Reserve Department on October 10, 2023 for similar behavior.

Van Loi Company is also involved in 4 decisions. In addition to the 2 decisions mentioned above, on October 10, the Northwest Regional Reserve Department announced the termination of the contract to buy 1,200 tons of rice from Van Loi Company.

The Northwest State Reserve Department stated the reason for terminating the contract with Cong Van Loi as follows: The Northwest State Reserve Department approved the results of contractor selection for the bidding packages to supply 11,000 tons of rice to the national reserve warehouse in 2023 in Decision No. 116/QD-CDTTB dated July 19, 2023.

Including Package No. 08 to purchase 1,200 tons of rice for national reserve in 2023 at the Dien Bien State Reserve Department - Noong Het commune, Dien Bien district, Dien Bien province, implemented by Van Loi Company according to the 2023 National Reserve Rice Purchase and Sale Contract No. 08/2023/CDTTB/HDMB signed on July 25, 2023; Contract Appendix signed on August 28, 2023. The contract price is 16.2 billion VND.

During the contract implementation, the State Reserve Department of the Northwest region regularly urged the contractor to ensure progress, but the contractor could not deliver the goods as per the signed contract.

On September 19, 2023, Van Loi Company issued a document stating: "With this document, we regret that we cannot perform Contract 08. From the date of signing this document, we are not obliged to deliver goods to the Department."

Thus, Van Loi Company violated its obligation to not complete the implementation of the entire quantity of goods signed in contract No. 08/2023/CDTTB/HDMB with the State Reserve Department of the Northwest region.

The State Reserve Department of the Northwest region requested the Ministry of Planning and Investment to handle violating contractors according to regulations.

In addition, on October 4, 2023, the State Reserve Bureau of Ha Bac region issued a decision to sanction and terminate the contract with Van Loi Company for refusing to perform contract No. 414/2023/HBA dated July 12, 2023 to supply 1,000 tons of national reserve rice in 2023, package No. 07.
