Slow issuance of guidance documents
At the opening session of the 6th session of the 15th National Assembly on the morning of October 23, Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh said that 2,765 petitions had been compiled through meetings with voters of National Assembly deputies, of which 99.5% of petitions had been resolved.
However, according to Mr. Duong Thanh Binh, the sending of reports summarizing voters' recommendations through periodic meetings before and after the 5th Session in some National Assembly delegations has not been done within the prescribed time limit and there are still recommendations to issue instructions on contents that have been prescribed by law.
Typically, from the 3rd Session of the 15th National Assembly to the present, voters in many localities: Hai Phong, Tuyen Quang, Lao Cai, Cao Bang, Lang Son, Dak Lak... have continuously petitioned the Central Ministries and branches to issue Circulars guiding the implementation of Decree No. 62/2020/ND-CP on job positions and civil servant payroll and Decree No. 106/2020/ND-CP on job positions and number of employees in public service units so that localities have a basis for implementation.

Through monitoring, it is shown that the issuance of instructions for implementing Decree No. 62 must be issued by October 31, 2020 at the latest. Ministries and branches must issue documents guiding job positions for specialized civil servants and staffing norms for civil servants in agencies and organizations under their assigned management sectors and fields.
However, up to now, the Ministry of Health and the Government Inspectorate have not yet issued a Circular guiding implementation.
Regarding the issuance of instructions for implementing Decree No. 106, by June 30, 2021 at the latest, ministries and branches must issue documents guiding the positions of management leaders and specialized professional titles, the structure of civil servants according to professional titles and the number of employees for public service units in the sectors and fields assigned to them for management.
However, the Ministry of Agriculture and Rural Development, the Ministry of Education and Training, and the Ministry of Finance have not yet issued a Circular guiding implementation.
According to the Head of the Petition Committee, the slow issuance of documents guiding the implementation of Decree No. 62 and Decree No. 106 by ministries and branches has affected the progress and effectiveness of completing the list of job positions for cadres, civil servants, and public employees, determining the payroll, restructuring, and improving the quality of cadres, civil servants, and public employees in the political system...
The Petition Committee recommends that the Government direct the above-mentioned Ministries and branches to promptly issue documents guiding the implementation of Decree No. 62 and Decree No. 106.
Responding to the Minimum Wage Increase Shows Responsibility
According to the Report synthesizing opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly, in general, the Government, ministries, branches and central agencies have focused on studying and resolving voters' recommendations, demonstrating openness and receptivity when performing management, administration and promulgation of legal documents.

Some ministries and sectors have responded well to the issues raised by voters, demonstrating high responsibility in resolving voters' recommendations, such as the response of the Ministry of Labor, War Invalids and Social Affairs regarding the increase in regional minimum wages for workers or the response of the Ministry of Home Affairs regarding the increase in allowances for part-time workers at the commune level...
The Petition Committee recommends that the National Assembly agencies continue to further enhance the quality of supervision over the promulgation of legal documents.
In addition, the Government directed ministries and branches to resolve existing shortcomings as mentioned in the report; review and thoroughly resolve recommendations that are in the process of being resolved, ensuring quality resolution, following the roadmap reported to voters.
