This morning, October 9, the monitoring delegation of the Standing Committee of the People's Council of Quang Tri province, led by the Standing Vice Chairman of the People's Council of the province Nguyen Chien Thang, worked with Vinh Linh district to monitor the implementation of policies and laws on management, use, and rearrangement of public assets such as houses and land in the period of 2018 - 2024.

According to the report of Vinh Linh District People's Committee, the locality has reviewed and developed a plan to rearrange and handle houses and land of agencies, units and organizations, which was approved by the Provincial People's Committee in Decision No. 1257/QD-UBND dated May 16, 2022. According to this decision, the district has 350 houses and land facilities, of which 229 facilities have plans to rearrange, transfer and handle.
In the period of 2018 - 2024, Vinh Linh district has directed specialized agencies to develop plans for planning, adjusting planning, and land use plans to grant investment and construction permits for houses and land that must be rearranged, handled, and transferred assets. In particular, receiving land and assets on land from Tax Team No. 3, under the Vinh Linh - Gio Linh Regional Tax Department according to Decision No. 2263/QD-UBND dated October 4, 2023 of the Provincial People's Committee Chairman.
Carry out planning, approve investment policies, arrange investment capital for headquarters of agencies and units subject to arrangement to invest in new headquarters for merged units, such as: People's Committee of Cua Tung town, People's Committee of Kim Thach commune, People's Committee of Trung Nam commune, People's Committee of Hien Thanh commune...
Coordinate with departments and branches to review and adjust urban planning and urban development programs of urban administrative units formed by merging with rural administrative units. Transfer 17 real estate facilities approved by competent authorities.
The leader of Vinh Linh District People's Committee said that through practical review, there are currently 249 houses and land facilities managed by the district that need to be rearranged, transferred, and processed.
At the same time, it is recommended that superiors create conditions for competent localities to decide on plans to handle and arrange public assets in their units and localities; some regulations in guiding documents need to clarify more clearly the applicable subjects, especially the rearrangement of housing and land facilities for state-owned enterprises...
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Council Nguyen Chien Thang requested Vinh Linh district, in the process of reviewing, rearranging, transferring, and handling houses and land in the merged communes, if any headquarters are found to be old and do not meet the needs of the people, there must be a specific plan and planning for new construction.
Coordinate with provincial departments and branches to review the legality of housing and land facilities to have appropriate plans for use and handling.
In addition, the work of maintaining and repairing public assets must have a clear plan and be approved by competent authorities. Review and propose the Provincial People's Committee to adjust the approved plan for rearranging, transferring and handling public assets in accordance with current practices.
Relevant departments and branches are requested to actively study legal regulations to gradually support localities in removing difficulties and obstacles in the implementation process.
