Reflecting to Dan Tri newspaper, many medical staff working at Nho Quan District General Hospital, Ninh Binh province said that from July 2023 until now, nearly 200 doctors, nurses, and employees of the hospital have not received salaries, overtime benefits, and toxic benefits accumulated from many years ago.

"We are having a hard time as our children start the new school year. We have not received our salaries for the past 3 months but we still have to complete our work. The Department of Health has met many times with the hospital to discuss solutions, but so far there has been no change because the staff are still regularly owed salaries," said a medical worker.
This employee commented that according to labor law, if the unit pays late, it must pay interest to the employee. Hospital medical staff are often paid 2-3 months late, but when they receive their salary, they still only receive their full salary.
Speaking with Dan Tri reporter, Mr. Pham Thai Hoa - Director of Nho Quan District General Hospital confirmed that the hospital has been slow to pay salaries to employees since the beginning of July.
"From 2020 to 2023, the hospital suffered from an imbalance in financial management, due to revenue decreasing year by year. Currently, in the first 6 months of 2023, the hospital's revenue is not enough to cover regular operations," said Mr. Hoa.

According to Director Pham Thai Hoa, the hospital owes nearly 200 employees about 3.5 billion VND in salaries. It is expected that by October, when the money from the insurance is received, the hospital will pay all salaries to employees. From October to the end of the year, the hospital will advance money from the insurance and pay full salaries to employees.
Mr. Hoa added that doctors, nurses, and staff are owed salaries because the hospital is having difficulty with revenue. Hospital leaders like him have not received salaries for the past 3 months. Mr. Hoa's wife, who works here, also has not received a salary.
The hospital director affirmed that he fully understands the difficulties that the staff are facing. The hospital is looking for many ways to solve them.
The reason for the decline in revenue was explained by the Director of Nho Quan General Hospital as the hospital had been used for a long time to treat Covid-19 patients in the province, which affected the psychology of the patients.
In addition, the hospital's four regional clinics do not accept regular patient examinations and treatment, but still have to pay regular salaries to more than 150 doctors and nurses working there.

"Recently, the hospital has always been in need of repairing and upgrading its infrastructure because it has benefited from three investment projects from the provincial budget.
The implementation of the roadmap for connecting health insurance examination and treatment lines, especially connecting provincial lines (applied from January 1, 2021), patients rarely or do not choose district-level medical examination and treatment facilities but go directly to higher-level facilities, which also greatly affects the hospital's revenue," Mr. Hoa added the reasons.
Recently, the Director of the Department of Health of Ninh Binh province had a working session with Nho Quan District General Hospital to find solutions to overcome the financial difficulties the hospital is facing.

It is known that in addition to owing employees salaries, Nho Quan General Hospital also owes 23 billion VND for medicine and medical supplies from supply companies. In addition, the hospital also owes nearly 1 billion VND for toxic allowances for doctors and nurses.
However, at present, all medical examination and treatment activities at the hospital are still taking place normally.
Every year, the hospital has to compensate 4 regional general clinics for about 2.5 billion VND to ensure salary and activities at the clinics.
