18 universities given priority to consider investing in semiconductor laboratories

The Prime Minister has just issued Decision 1017/QD-TTg approving the program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050".

By 2030, train at least 42,000 semiconductor engineers and bachelors

According to the specific target decision, by 2030, Vietnam will train at least 50,000 human resources with university degrees or higher to serve the semiconductor industry, including at least 42,000 engineers and bachelors; at least 7,500 graduate students and 500 doctoral students;

Train at least 15,000 employees in the design stage, at least 35,000 employees in the production, packaging, testing and other stages of the semiconductor industry; train at least 5,000 employees with deep expertise in artificial intelligence to serve the semiconductor industry.

In addition, in-depth training on the semiconductor industry for 1,300 Vietnamese lecturers teaching at research institutes, universities, training support facilities and enterprises.

By 2050, strive to meet the demand in Vietnam for the quantity and quality of human resources in the semiconductor industry in all stages of the value chain.

Training institutions, especially Vietnamese universities, are capable of training high-quality human resources to serve the development of Vietnam's semiconductor industry.

Investing in 4 national semiconductor laboratories and 18 grassroots laboratories

According to the decision, the funding for the program is guaranteed to come from the state budget; investment and sponsorship from businesses, organizations, individuals and other legal funding sources. In particular, the state budget is allocated to support the implementation of the following tasks and solutions:

Regular expenditures for training tasks; maintenance, repair, maintenance, and operation of semiconductor laboratories; research and development; ecosystem building, creating output for human resources; and communications.

Development investment capital for the establishment, upgrading and modernization of 4 national shared semiconductor laboratories at Hanoi National University, Ho Chi Minh City National University, National Innovation Center, Da Nang City and grassroots semiconductor laboratories serving the training of human resources in the semiconductor industry at 18 public higher education institutions;

Support for investment in laboratory equipment, machinery, and software to serve the development of human resources for the Vietnamese semiconductor industry according to the provisions of the law on public investment.

18 public universities are expected to be given priority to consider investing in basic semiconductor laboratories to train and develop a quality workforce for the semiconductor industry.

Priority scholarships for students studying semiconductor industry

To achieve the set goals, the decision also specifies 7 groups of tasks and implementation solutions:

1. Group of tasks, solutions for research, development and completion of specific mechanisms and policies to promote cooperation among the State - schools - businesses.

2. Group of tasks and solutions on investment in infrastructure, facilities, and technology for training. The central budget supports investment in equipment and copyrighted software to establish, upgrade, and modernize basic semiconductor laboratories to serve the training of human resources in the semiconductor industry at 18 public universities.

During the implementation process, the above list of proposed public higher education institutions may be adjusted depending on actual conditions and proposed documents.

3. Group of tasks and solutions on training organization: prioritize scholarships for students studying talent training programs, for students studying semiconductor industry training programs according to regulations of higher education institutions. Review, develop, promulgate and guide the implementation of semiconductor microchip training program standards.

4. Group of tasks and solutions on resource mobilization and diversification. In addition to budget sources, promote public-private partnership in semiconductor human resource training. Encourage enterprises and private training institutions to establish a Fund for training and developing human resources for the semiconductor industry.

5. Group of tasks and solutions on building ecosystems, creating output for human resources, supporting business development. Attracting talents, cooperating with senior personnel in large semiconductor corporations to participate in the teaching and research process at universities, research institutes, training support facilities and incubating and developing domestic businesses.

6. Group of tasks and solutions on research and development. Promote the development of research groups, strong research groups, strengthen the connection between postgraduate human resource training and research and technology development activities in the semiconductor field through the implementation of scientific and technological tasks at all levels...

7. Other tasks and solutions: communication to raise awareness of agencies, organizations, businesses and the whole society about the role and significance of the program, the semiconductor industry and the science, technology, engineering and mathematics (STEM) sector.
