18 units and localities have not disbursed public investment capital in the first 4 months of 2024

According to the statistics compiled by the Department of Planning and Investment, in the first 4 months of 2024, the whole province had 18 units and localities that had not disbursed public investment capital (11 units and localities had not disbursed public investment capital for the 2024 plan; 7 units and localities that had not disbursed capital were allowed by competent authorities to extend the implementation and disbursement period to 2024).

As of April 30, 2024, the total disbursement value of the province's 2024 public investment plan is about VND 305,186 billion, reaching 13% of the plan assigned by the Prime Minister and the Provincial People's Council. Through review, 6 units and localities disbursed over 30% of the plan; 18 units and localities disbursed less than 30% of the plan and 11 units and localities have not disbursed. By project, there are 68 projects of 14 units and 10 localities disbursed less than 25% of the plan.

In particular, there are 36 projects with a capital of 178.99 billion VND that have not been disbursed, including some projects with quite large capital plans but low disbursement rates such as: Coastal road connecting the East-West Economic Corridor (capital arrangement plan of 300 billion VND, disbursement rate of 18%).

Road connecting Ho Chi Minh road, East branch, with Ho Chi Minh road, West branch (capital arrangement plan of 78,379 billion VND, disbursement 0.1%); Site clearance for construction of Quang Tri Airport project (capital arrangement plan of 50 billion VND, disbursement 2%).

Regarding the capital plan that the competent authority has allowed to extend the implementation and disbursement period to 2024, as of April 30, 2024, the parties and units have disbursed VND 40,748 billion, reaching 11.7% of the plan (of which the National Target Program disbursed VND 13,861 billion, reaching 19.7% of the plan; the Socio-Economic Recovery and Development Program disbursed VND 26,887 billion, reaching 9.7% of the plan). There are 3 units and localities that disbursed over 40% of the plan; 6 units and localities that disbursed less than 40% of the plan; 7 units and localities that have not disbursed.

Faced with the slow disbursement of public investment capital, the Department of Planning and Investment has issued a document urging and requesting provincial departments, branches, and sectors, People's Committees of districts, towns, and cities, and investors and project management boards to focus on implementation, speed up disbursement progress, and take full responsibility before the Provincial People's Committee if the disbursement rate of the unit or locality affects the overall disbursement results of the province.
