The Ministry of Transport has just issued a circular regulating the management of road use service prices of road construction investment projects for business purposes, managed by the central government.

Accordingly, cars passing through BOT stations must pay for road use services. However, the following 12 groups of cars will be exempted from the fee when passing through the stations, including:

Ambulance.

Fire trucks of the fire prevention, fighting and rescue police force and fire trucks of other forces mobilized for fire fighting tasks have priority signals according to the provisions of law.

Agricultural and forestry vehicles include: tractors, harrows, tillers, weeders, and threshers.

Specialized defense vehicles include vehicles with license plates: red background, white letters and numbers embossed with specialized defense equipment, vehicles on emergency missions using one of the priority signals as prescribed by law in case of emergency missions.

Specialized vehicles of units under the organizational system of the people's police force include: Traffic police vehicles, 113 police vehicles; mobile police vehicles; prisoner transport vehicles; rescue vehicles and other specialized vehicles of the people's police force; special vehicles (satellite information vehicles, bulletproof vehicles, anti-terrorism and anti-riot vehicles and other special vehicles of the people's police force); vehicles of the police force on urgent missions using priority signals according to the provisions of law.

Specialized vehicles for funerals include: hearses, refrigerated trucks used to store and transport bodies; passenger vehicles accompanying the hearse, flower trucks, photo-carrying vehicles, etc.

Vehicles of the defense forces participating in exercises, force maneuvers, transporting weapons and equipment are guided by specialized military vehicles.

Police and defense force cars use national road tickets according to regulations.

Dike protection vehicle; vehicle on emergency duty to prevent and fight floods and storms as mobilized by competent authorities.

Vehicles are responsible for transporting medicine, machinery, equipment, supplies, and goods to disaster areas or epidemic areas according to the provisions of law on emergency situations in case of major disasters or dangerous epidemics.

Motorcycles, motorbikes, rudimentary vehicles.
