The Department of Roads has been assigned to collect tolls on 6 expressway sections.

Reporting to the Ministry of Transport on the development of a project to exploit the infrastructure assets of expressways owned by the entire people, with the State representing the owner and directly managing and exploiting them, the Department of Roads proposed to collect tolls on 6 expressways managed by the Ministry of Transport, including:

Mai Son – National Highway 45, National Highway 45 – Nghi Son, Nghi Son – Dien Chau, Vinh Hao – Phan Thiet, Phan Thiet – Dau Giay, My Thuan – Can Tho (including My Thuan 2 bridge).

Of which, highways that have not invested in continuous emergency parking strips have a fee of 900 VND/km; Phan Thiet - Dau Giay and My Thuan - Can Tho highways (including My Thuan 2 bridge) have a full 4-lane scale (with continuous emergency parking strips) with a fee of 1,300 VND/km.

The Department of Roads said it has researched and evaluated methods of exploiting expressways owned by the entire people, with the State representing the owner, in accordance with legal regulations on management and use of public assets and the form of concession for business and asset management according to the Law on Investment under the Public-Private Partnership (PPP) method.

However, to meet the progress of implementing toll collection for this highway, the Department of Roads proposes to initially implement exploitation according to the method of "the agency assigned to manage road traffic infrastructure assets directly organizing exploitation".

Accordingly, the Vietnam Road Administration is the agency assigned to directly manage assets and organize the exploitation of highway assets, including: organizing management, maintenance, and repair; organizing the collection of highway usage fees for highway sections invested, owned, managed, and exploited by the State through toll stations; managing the collection, payment, and use of fees according to regulations.

The Department of Roads recommends that the Ministry of Transport direct relevant agencies to accelerate investment in infrastructure construction, toll station premises; public service works at rest stops; technical infrastructure, technological equipment for traffic management and operation to implement expressway toll collection quickly and effectively.

During the process of evaluating policy implementation or after the end of an automatic toll collection (ETC) operating cycle of about 5-8 years, the Department of Roads will study and propose other operating methods if appropriate.

6 expressway sections not suitable for toll collection

Based on the implementation of construction and installation of toll station infrastructure, public service works at rest stops; technological equipment for traffic management and operation, the Department of Roads recommends not to collect tolls on 6 expressways: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, Ho Chi Minh City - Trung Luong.

Reason:

– Hanoi – Thai Nguyen Expressway is 69.158km long, with 25.8km of the first section (Hanoi City and Bac Ninh Province) being operated according to 4-lane expressway standards, the rest being operated according to limited expressway standards.

– The 18.6km Lao Cai – Kim Thanh Expressway currently has no investment in toll stations and intelligent traffic management systems and is short in length, so it is proposed not to collect tolls for now.

– Cao Bo – Mai Son Expressway: The Ministry of Transport has approved the investment in the project to expand from 4 lanes (without continuous emergency stop strips) to 6 lanes, expected to be basically completed in 2027.

– Cam Lo – La Son, La Son – Tuy Loan Expressway (La Son – Hoa Lien section): Approved investment for the expansion project from 2 lanes to 4 lanes, expected to be basically completed in 2025.

– Ho Chi Minh City – Trung Luong Expressway: Currently implementing the investment, upgrading and expansion policy under the PPP method. Expected to start construction in 2025 and complete in 2028.

Toll collection for the above 6 sections and expressways will be implemented after the investment in upgrading and expanding is completed, meeting regulations on toll collection for using expressways owned by the entire people, with the State representing the owner and directly managing and exploiting them.
