On the afternoon of October 18, the People's Council of Vinh Phuc province passed a resolution to support 100% of tuition fees for preschool children, primary school students at public and non-public primary, secondary and high schools, and students studying continuing education programs in the province for the 2024-2025 school year, with a budget of about 142 billion VND, from the provincial budget.
From the following school years, Vinh Phuc will continue to support tuition fees for preschool children, high school students, and students studying the regular high school education program in the province according to the new tuition fee framework and stabilize the budget for the period 2025-2028.
Up to this point, Vinh Phuc is the 10th province in the country to implement free tuition for preschool and primary school students.

Previously, the provinces of Quang Ninh, Hai Phong, Yen Bai, Quang Nam, Khanh Hoa, Da Nang, Ba Ria-Vung Tau, Binh Duong, and Long An announced the application of tuition exemption and reduction policies for preschool children and high school students.
It is known that Quang Ninh and Hai Phong are two localities that apply a policy of 100% tuition exemption for preschool children and students up to grade 12.
Quang Ninh province currently has 244,000 preschoolers, primary school students and students studying in continuing education programs. The highest subsidized tuition fee is 125,000 VND, the lowest is 15,000 VND/student/month. The estimated budget for this is about 167.5 billion VND.
Hai Phong City has entered the fifth consecutive year of implementing the policy of 100% tuition exemption for preschool children and the fourth consecutive year of 100% exemption for students of all levels according to Resolution 54 of the Provincial People's Council.
The total number of students benefiting from the policy this year is more than 536,000.
Tuition exemption money is provided from the local budget. Each student is exempted from 9 months of tuition fees/school year.
Quang Nam, Khanh Hoa and Da Nang are three localities in the South Central region that implement a policy of supporting 100% of tuition fees for preschool children, primary school students and continuing education students.
In Quang Nam, the tuition exemption policy does not apply to preschool children and students of general schools belonging to foreign-invested educational institutions.
The budget to support tuition exemption for public and private schools in the area for 2 school years is more than 158 billion VND.
In Da Nang, the beneficiaries of the broader policy include: preschool children, students of general schools, continuing education centers, public and non-public vocational education; private primary school students who are eligible for tuition reduction policies according to regulations.

Preschool children, primary school students and vocational education students at foreign-invested educational institutions in Da Nang are not entitled to this policy.
Subjects eligible for tuition fee reduction under central and city policies will be compensated with 100% of public preschool and general education tuition fees for the 2024-2025 school year. Da Nang estimates the total support budget at VND108 billion.
In the Southern region, Ba Ria - Vung Tau is the only locality that exempts 100% of tuition fees for high school students.
Resolution No. 11 of the People's Council of Ba Ria - Vung Tau province stipulates that the subjects applying the 100% tuition exemption policy are nursery children, 3-year-old and 4-year-old preschool children studying at preschools; high school students; students studying regular education programs at public and non-public institutions.
Support funds are provided directly to public educational institutions and continuing education centers or directly to parents and guardians of preschool children and non-public students.
In case of overlapping tuition support policies, students will receive the highest level of support. Ba Ria - Vung Tau estimates a budget of about 72.4 billion VND per year.
Binh Duong and Long An apply a 50% tuition reduction policy.
Specifically, Binh Duong reduces tuition fees for public school students at all levels and private elementary school students in areas lacking public schools.
On September 30, the People's Council of Yen Bai province passed a resolution exempting 100% of tuition fees in the 2024-2025 school year for preschool children, students, and trainees studying at public educational institutions in the province.
100% support level for about more than 22,000 students (not including cases that have been exempted according to the provisions of the Education Law and Decree 81 of the Government on tuition fees). The total expected amount of more than 48 billion VND is taken from the local budget.
In addition to localities exempting 100% of tuition fees, some localities affected by storms and floods have just announced a 2-month exemption or temporary suspension of tuition fees from September to November.
