As one of the countries that voted to ratify UNCLOS and signed the Convention on the day of opening for signature, even before the Convention came into effect on November 16, 1994, in the Resolution approving UNCLOS on June 23, 1994, Vietnam affirmed its determination to work with the international community to build a fair legal order, encouraging development and cooperation at sea. Like most other coastal countries, Vietnam increasingly promotes international cooperation on the sea, placing this issue in the overall policy of expanding foreign relations and proactively integrating internationally and regionally.

The Party and State of Vietnam consider international cooperation on the sea an important part of the strategy for economic development, national security protection and foreign policy implementation. Vietnam affirms and protects its sovereignty over its seas and islands, especially the East Sea. International cooperation helps strengthen support from the international community in protecting Vietnam's legitimate rights. Vietnam pursues a policy of resolving maritime disputes peacefully through dialogue and negotiation. Cooperation with regional and international countries is necessary to build a peaceful and stable environment in the East Sea.
International cooperation on the sea is not only aimed at protecting sovereignty but also at developing a sustainable marine economy. Vietnam promotes cooperation in areas such as aquaculture, oil and gas exploitation, Travel sea and protect marine resources. Vietnam actively participates in international organizations and forums related to the sea such as the United Nations, ASEAN, APEC Maritime Economic Cooperation Forum and other international treaties to enhance its role and position in marine issues.
International cooperation plays an important role in protecting the marine environment, combating pollution and preserving biodiversity. Vietnam, together with other countries, implements international commitments to protect marine resources. Cooperates with foreign organizations and countries in the field of marine research and modern technology to improve the capacity to manage, protect and sustainably develop marine resources.
The Party and State of Vietnam attach importance to strengthening maritime security and coordinating with countries in the region to ensure the safety of important shipping routes, combat piracy, smuggling and illegal activities at sea. Vietnam builds long-term strategies for developing the marine economy, in which international cooperation is considered an essential factor to achieve the goal of sustainable development and protect sovereignty over seas and islands.

Vietnam's consistent viewpoint on international maritime cooperation, according to which Vietnam promotes international maritime cooperation with countries, international and regional organizations on the basis of international law, especially UNCLOS. Vietnam promotes the role of UNCLOS as the legal framework for all activities at sea and ocean, and as the legal basis for all actions and cooperation at national, regional and global levels. Vietnam commits to working with countries to maintain peace, stability, security and order at sea, freedom of navigation and aviation in the East Sea; cooperates to resolve disputes in the East Sea by peaceful means on the basis of international law, especially UNCLOS; highly appreciates the role of countries as well as welcomes maritime cooperation initiatives in all fields with the aim of mutual benefit and sustainable development in the East Sea.
The Party and State of Vietnam consider international cooperation on the sea an essential part of its foreign policy, contributing to consolidating Vietnam's position in the international community, protecting its sovereignty and legitimate rights, and promoting sustainable marine economic development.
