At Km 47+500 of Phan Thiet - Dau Giay Expressway, although the locality has handed over part of the land, it is still just an empty land, overgrown with weeds, and the investor has not yet taken any action to start construction.
Mr. Dang Hung Thai, Director of the Phan Thiet - Dau Giay Expressway Management Board (Thang Long Project Management Board) said that the rest stop is located on the border of two provinces. Dong Nai, Binh Thuan. By mid-August, the two localities had completed the first handover, handing over an area of 8 hectares to each side. For the additional area of 1 hectares, the two localities are continuing to complete the procedures for supplementing the planning.
“Currently, the investor is still completing legal procedures on land and construction. Recently, the Board has requested the investor to report in writing on the progress,” said Mr. Thai.
Meanwhile, the expressway rest stop at Km 205+092, Vinh Hao – Phan Thiet expressway has begun construction. Up to now, the construction unit has gathered equipment to construct the access road and level the ground within the handed over area.
Mr. Huynh Tuan, Director of TTC Chau Thanh Trading and Service Joint Stock Company (project enterprise) said that the construction implementation started from 20/8, striving to complete and put into operation before Lunar New Year 2025.
According to the Vinh Hao - Phan Thiet Expressway Management Board, up to now, the locality has mobilized 13/15 households to agree to receive advance payment and hand over the land in advance with an area of 9,24/10ha for this rest stop.
Tuy Phong district (Binh Thuan) has not yet completed the procedures for handing over the site to the investor to construct the rest stop project at Km 144+560.
The expressway project management board said that while waiting for the rest stop to be put into operation, vehicles can stop at the temporary rest stop at Km199 and the Ma Lam intersection rest stop. The temporary rest stops will stop operating after the official stations are put into operation.
Investors waiting for premises
Cam Lam – Vinh Hao expressway passes through three provinces: Binh Thuan, Ninh Thuan, Khanh HoaAccording to the plan, two rest stops will be built at Km 90+900 (near Phan Rang intersection, Ninh Son district, Ninh Thuan province).
The planned area for the construction of the Phan Thiet - Dau Giay highway rest stop, Km 47+700, is still an empty lot.
Mr. Bui Lai, Expressway Executive Director (Project Management Board 85) said that in early August, MOT signed a contract with the Consortium of Phuong Trang FUTABUSLINES Passenger Transport JSC - Thanh Hiep Phat Company Limited (investor) and FUTA Rest Stop Company Limited (project enterprise). However, up to now, the rest stop has not been able to be constructed due to lack of land.
Recently, Project Management Board 85 has sent a document requesting the Provincial People's Committee to direct the Ninh Son District People's Committee to urgently remove obstacles to soon hand over the site to the investor.
“The goal of putting the rest stop into operation before Tet is very difficult. However, there are two temporary rest stops on the route at the intersection of Provincial Road 709, with spacious parking lots,” Mr. Lai informed.
Meanwhile, at Nghe AnMr. Pham Van Minh, Deputy Director of Project Management Board 6, said that the rest stop project at Km 427+035 (Nghi Son - Dien Chau highway) has completed the selection of contractors.
Project Management Board 6 worked with the winning bidder, the Vietnam Oil and Gas Group - Thua Thien - Hue Petroleum Company Joint Venture and the Dien Chau District Land Acquisition and Clearance Council to hand over the boundary markers according to the planned area.
Currently, the contractor consortium is carrying out the preparation steps for construction. According to the contract, the contractor consortium will have 3 months for preparation and 11 months for construction.
"Recently, the approved land area in phase 1 has been handed over. For the remaining area, the Board is requesting the Land Acquisition Council of Dien Chau district to come up with a plan to measure, inventory and apply compensation prices," informed a representative of Project Management Board 6.
Efficiency from socialized investment
Speaking to Giao thong Newspaper, Mr. Nguyen Quang Giang, Deputy Director of the Vietnam Expressway Administration, said that the Ministry of Transport has approved a network of rest stops on the North-South Expressway in the East with 36 stations. These updated stations include both stations that have been put into operation and stations under previous investment projects.
Of which, the component projects on the North-South expressway in the 2017-2020 period (phase 1) and the 2021-2025 period (phase 2) have 21 rest stops that have not been invested in.
Currently, 8 rest stops have completed the selection of investors, signed investment and business project contracts and are being implemented, 13 stations are organizing bidding (including 2 stations in phase 1 and 11 stations in phase 2).
According to the signed contract, the progress of the implementation of 8 stations will be completed within 15 - 18 months, striving to basically complete essential public service works (restrooms, parking lots) before December 31, 2024.
Currently, the investors are approaching the site to carry out preparations for the construction of the rest stops so that they can start construction as soon as the necessary conditions are met.
“For the above 8 stations, the investor will build with equity and loans of about 2.180 billion VND, in addition to the value that the investor proposed to pay to the state budget of 975 billion VND,” Mr. Giang assessed.
Mr. Giang also informed that for the 13 rest stops in phase 2, the selection of investors is currently being organized, the initial investment capital for the 13 stations is estimated at about 4.350 billion VND. The value of the payment to the State budget cannot be determined yet because the investors are still calculating to propose the bidding value.
Of the 13 rest stops being bid for, 11 are part of the North-South Expressway Phase 2 component projects, expected to open for bids in September.
In early August, the Vietnam Expressway Administration completed negotiations and signed investment and business project contracts for 8 rest stops on the North-South Expressway, including: Mai Son - National Highway 8, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet (45 stations), Phan Thiet - Dau Giay.
Each stop is 3-7 hectares wide and located on both sides of the road. Construction items include parking lots, restrooms, rest areas, temporary rest rooms for drivers, information areas, and areas for rescue workers and first aid for traffic accidents.
