The working delegation included representatives from the following ministries: Finance, Planning and Investment, Industry and Trade, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Construction, Natural Resources and Environment.

Working with the delegation were Ms. Ho Thi Cam Dao, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Soc Trang province; Mr. Tran Van Lau, Chairman of the People's Committee of Soc Trang province; Mr. Chau Van Hoa, Vice Chairman of the People's Committee of Tra Vinh province; Mr. Ngo Vu Thang, Vice Chairman of the People's Committee of Bac Lieu province and leaders of local departments and branches.
Speaking at the opening of the meeting, Minister Nguyen Kim Son informed that according to the General Statistics Office, the growth of gross regional domestic product (GRDP) of 3 provinces 9 last month was quite high. In particular, Tra Vinh province achieved very high 9,93% (ranked 7/63 provinces), Soc Trang province 6,55%, Bac Lieu province 6,32%.
Assessing that the remaining 3 months of 2024 are a very important time for the whole country and provinces to strive to implement the plan set out for 2024, the Minister requested that leaders of localities, departments and branches of the 3 provinces frankly discuss difficulties, problems and solutions to complete the tasks of the year.
At the meeting, leaders of the People's Committees of the three provinces reported on key issues regarding production and business, public investment, infrastructure construction and import and export in the area in the first 3 months of 9; at the same time, mentioned difficulties and obstacles and proposed and recommended solutions for timely support and removal from the Government, the Prime Minister, and central ministries and branches.

The difficulties and problems proposed by the 3 provinces are in the fields of natural resources and environment, agriculture, construction, industry and trade, planning and investment... The main problems are land; problems in determining financial obligations for 20% of social housing land fund for commercial housing projects; price framework for wind power plants; need for support from the central budget to implement a number of urgent projects to prevent, combat and overcome riverbank and coastal erosion...
The Government delegation has recorded and discussed the results, advantages, difficulties, obstacles and answered many recommendations of the 3 provinces. The recommendations that have not been thoroughly resolved will be recorded, summarized and reported to the leaders of the Ministries, central agencies and the Prime Minister for consideration and resolution.
On behalf of the working delegation, Minister Nguyen Kim Son highly appreciated the results achieved by the three provinces of Soc Trang, Tra Vinh, and Bac Lieu in the first 3 months of 9. In the face of many difficulties and challenges, the socio-economic situation in the three provinces has achieved quite positive results in terms of production and business, infrastructure construction, detailed allocation and implementation, disbursement of public investment capital, and import and export.
According to the Minister, the reports of the provinces have made very specific proposals and recommendations. The relevant agencies have had representatives join the Working Group and discuss and answer directly at the meeting. Regarding some of the recommendations of the provinces that have not been answered or acknowledged by the members of the Working Group; the members of the Working Group are requested to report to the leaders so that they can soon have written responses and instructions sent to the localities.

As the standing agency of the Working Group, the Ministry of Education and Training will fully synthesize, report to the Prime Minister and continue to send the recommendations and proposals of the 3 provinces to the correct addresses of relevant agencies for timely research, implementation or response to the recommendations and proposals of the provinces.
In the coming time, Minister Nguyen Kim Son requested the 3 provinces to closely follow the goals, tasks and solutions set out in 2024, continue to promote the spirit and results achieved in the first 9 months of 2024, overcome difficulties to boost production and business, invest in infrastructure, speed up the implementation progress and disbursement of public investment capital right from the first months of the year, promote import and export; contact and coordinate closely with ministries and central agencies to promptly resolve difficulties.
It is recommended that provinces continue to seriously implement the instructions stated in the Resolutions, Directives, Telegrams, and Decisions of the Government and the Prime Minister. Focus on a number of contents such as: Reviewing and identifying key and key tasks in the last months of the year to focus on directing and operating; resolving and removing them thoroughly, in conjunction with strengthening inspection and supervision, especially for contents and issues that are still complicated, long-standing, and arising issues...
Resolutely and effectively deploy solutions to promote implementation and disbursement of public investment capital in the last months of the year; strive to disburse to the level required by the Government and the Prime Minister; continue to focus on promoting the construction progress of important transport infrastructure projects; promptly transfer capital from tasks and projects that are not eligible for disbursement or disbursement is slow to supplement tasks and projects that are capable of rapid disbursement and need additional capital according to regulations; resolutely handle cases of intentional delay in implementation progress, capital disbursement, negativity, corruption, loss and waste.

Be more determined in implementing national target programs in the area. Continue to review and remove difficulties and obstacles for people and businesses to promote strong development of production and business activities in all fields; substantially reform administrative procedures and reduce business regulations.

Regarding education, the Minister requested the leaders of Soc Trang, Bac Lieu and Tra Vinh provinces to continue supporting the local education sector in implementing the school year plan and carefully preparing for two important exams: the 2th grade entrance exam and the 10 high school graduation exam.
As the three provinces have a large Khmer population, the Minister hopes that localities will continue to pay attention to ethnic education and training of Khmer language teachers. Universities in the region will proactively participate in training to meet the needs of economic and social development...
