Previously, on September 30, 2024, the Minister of Education and Training issued Decision No. 2687/QD-BGDDT on inspecting the preparation and organization of implementation of tasks at the beginning of the 2024-2025 school year.
According to this Decision together with Decision No. 2757/QD-BGDDT dated October 4, 2024 on adjusting the inspection subjects of preparation and organization of implementation, implementation of tasks at the beginning of the 2024-2025 school year, the Ministry of Education and Training established 2 inspection teams at 4 Departments of Education and Training: Ho Chi Minh City, Kien Giang, Ha Tinh, Son La.
Inspection content on the organization and implementation of tasks at the beginning of the 2024-2025 school year for preschool education, primary education, secondary education, continuing education, political education and student affairs.

According to the report of the Department of Education and Training of Ha Tinh, in the 2024-2025 school year, the whole province has 668 kindergartens and schools, including 28 non-public schools. Compared to the previous school year, the school network system is stable.

The total number of students at all levels is 348.885. Of which, preschool has 2952 groups and classes with 71.182 children, primary education has 4156 classes with 135.275 students, secondary education has 2485 classes with 88.255 students, high school has 1214 classes with 45.477 students, continuing education program at high school level has 266 classes with 10.958 students. The total number of cadres, teachers and employees of Ha Tinh Education sector is 25.284 people.
The work of preparing conditions to ensure the new school year has received attention from Party committees and authorities at all levels, reflected in the content of issued documents, the direction of investment in facilities and educational equipment, the assignment of staff quotas, the arrangement, use of staff and the recruitment of teachers.
Basic facilities and equipment meet teaching requirements in the new school year. The number of solid classrooms accounts for a fairly high proportion: preschool 94,1%, primary 96,8%; secondary 98,7%; high school 100%. 100% of schools in the province ensure the ratio of 1 classroom/class.

With many synchronous solutions, the teaching staff at all levels in Ha Tinh province in the 2024-2025 school year basically ensures the quantity and quality to implement the preschool education, general education, and continuing education programs. The teaching staff is trained and fostered with quality, especially teachers teaching grades 5, 9, and 12.
Some difficulties in the beginning of the school year in Ha Tinh province are that the purchase of additional teaching equipment to implement the 2018 General Education Program has not been timely implemented; facilities and teaching equipment in many places are degraded, there is a lack of subject classrooms and functional rooms; there is still a shortage of teachers locally by subject; there are not enough trained teachers to teach integrated subjects at the junior high school level; it is necessary to mobilize junior high school Music and Fine Arts teachers to teach at the senior high school level; the distribution of local educational materials is still facing difficulties due to problems with bidding laws...

To contribute to overcoming the shortage of teachers and local surpluses, the Department of Education and Training has advised the Provincial People's Committee to issue Decision No. 2091/QD-UBND dated August 28, 2024 on approving the quota, recruitment structure of education officials and transfer and secondment of teachers for the 2024-2025 school year. The teaching staff is seriously trained and fostered before entering the new school year.
Advised and directed the implementation of the contents on selecting textbooks for grades 5, 9, and 12 systematically, seriously, and in accordance with regulations. Effectively mobilized organizations and individuals to donate textbooks to students from difficult family circumstances, students from poor households, near-poor households, ethnic minority students, and students who are policy beneficiaries. Entering the new school year, 100% of students who are supported have textbooks and school supplies.
Admissions to primary schools are effectively implemented for kindergarten and primary school students. 100% of preschool and primary school students attend two sessions per day. Revenue and expenditure for educational services are implemented in accordance with regulations (Resolution No. 2/107/NQ-HDND of the Provincial People's Council).

Speaking at the meeting with the Inspection Team, Vice Chairman of Ha Tinh Provincial People's Committee Le Ngoc Chau shared that Ha Tinh education has always received support from the Ministry of Education and Training, not only through documents and instructions but also direct attention and guidance. Ha Tinh education has always achieved good results in recent years, and the education sector has received satisfaction from parents and people.

Emphasizing that Ha Tinh is a land of studious people, in each locality, families always put education first, Mr. Nguyen Ngoc Chau affirmed that Ha Tinh province considers education as the responsibility of the province and for the development of the locality, therefore always pays attention and gives priority to education.
Agreeing with the results report and recommendations of the Ministry of Education and Training Inspection Team, Mr. Nguyen Ngoc Chau also discussed specifically a number of issues such as budget spending on education, investment in facilities, development of teaching staff, etc. From the recommendations of the Inspection Team, the Vice Chairman of the People's Committee of Ha Tinh province assigned departments and branches to review, clarify and propose solutions.
Acknowledging and appreciating the preparation and implementation of tasks at the beginning of the 2024-2025 school year in Ha Tinh province, Deputy Minister Nguyen Thi Kim Chi gave some specific examples such as the issuance of guiding documents at the beginning of the school year being fully implemented, serving as a basis for actual implementation; enrollment, preparation of facilities, teaching staff, etc. taking place normally and stably, creating a mindset of readiness to enter the new school year.
A highlight in the preparation work for the beginning of the school year in Ha Tinh province that was especially recognized by the Deputy Minister was the determination to advise, have a unique way of doing things, and dare to accept difficulties in preparing staff, specifically the transfer and secondment of teachers.

“This is a temporary solution but is necessary at the present time to ensure sufficient teacher quotas. The key to education is the team, the teachers. The Ha Tinh Department of Education and Training has recognized this and has given strong advice, accepting the difficulty to do it,” said the Deputy Minister.
Affirming the role of the local education sector and teachers in implementing education and training policies and guidelines, the Deputy Minister hoped that the Ha Tinh education sector and teachers would always be enthusiastic, love their schools and classes to complete the glorious but also difficult and stressful career of educating people.
Sharing that "the education sector performs professional tasks, without people and money it cannot be done", Deputy Minister Nguyen Thi Kim Chi suggested and hoped that Ha Tinh province would pay attention to ensuring 20% of the budget for education and ensure distribution regulation right from the beginning of the school year so that schools can be proactive.
The Deputy Minister also requested the Education sector and the Home Affairs sector of Ha Tinh province to review and calculate to unify the number of teachers, avoiding disadvantages for the sector; at the same time, avoid rigidity in reducing the staff by 10% for the Education sector.
Despite difficulties in implementation, the Deputy Minister noted that Ha Tinh province needs to be more urgent in purchasing equipment for teaching and publishing local educational materials according to the 2018 General Education Program.
Regarding some local recommendations related to amending some current Circulars, the Deputy Minister said that the Ministry of Education and Training is actively editing, supplementing, and perfecting them to soon issue them as a basis for the Departments of Education and Training to direct implementation.
