According to the indictment, Ms. Tran Thi Loan knew Thuy, owner of the YouTube channel “Bich Thuy TV”. In mid-2017, Thuy told Ms. Loan that Go Vap District Hospital was preparing to change the parking lot management unit, and if the bidding was done properly, it would cost “billions of dong”.
However, Thuy has a "close relationship with the director of Go Vap District Hospital", so whoever wants to bid, Thuy will help with the amount of 500 million VND.
Due to financial difficulties, Ms. Loan introduced Mr. Nguyen Ha Thu and Mr. Nguyen Van Tien to Thuy. After going to Go Vap District Hospital to survey, these two people agreed to participate in the bidding and asked Thuy for help with the agreement that they would pay 300 million VND in advance, and after winning the bid, they would pay the remaining amount.
On July 25, 2017, when meeting to receive 300 million VND, Thuy introduced himself as a reporter for Ho Chi Minh City Television, who knew the director of Go Vap District Hospital, so he could help win the bid. At that time, Mr. Thu gave Thuy 300 million VND and asked for a receipt with the content as agreed. By mid-August 2017, Thuy replied that he could not help, but did not pay and fled.
In August 2020, Mr. Tien discovered that Thuy was livestreaming an event in Binh Duong, so he went to the above location to ask for money, but Thuy said she did not know him and left. After that, Mr. Tien went to the ward police to report the incident.
At the police station, Nguyen Thi Bich Thuy stated that she was asked by Go Vap District Hospital to support a team from the hospital in participating in a game show. If the game show had good results, Thuy would be assigned the complex project on the hospital's rooftop. According to Thuy's statement, the defendant received money from Mr. Nguyen Ha Thu and Mr. Nguyen Van Tien to cooperate on the complex project.
According to the police, Go Vap District Hospital said that the information Thuy gave was not true. Ho Chi Minh City Television also responded that there was no reporter named Nguyen Thi Bich Thuy working at this agency. The panel of judges ordered the defendant to pay 300 million VND in compensation.

The panel of judges determined that Thuy used deceitful means, saying that he had a relationship with Mr. Pham Huu Quoc, Director of Go Vap District Hospital, and could handle the bidding for the parking lot. However, through verification, the parking lot of Go Vap District Hospital was won by a company and has been implemented since November 28, 2016. According to Mr. Pham Huu Quoc's testimony, Go Vap District Hospital had no plan to build a complex on the top floor or bid for the parking lot. The defendant's actions were consistent with the evidence such as the testimony of the victim and those with related rights and obligations.
The People's Court recommended that the Investigation Police Agency of Binh Chanh District Police clarify the act of giving and receiving 300 million VND from related individuals to commit illegal acts.
