
The opening of two expressways through Ha Tinh on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day not only meets the travel needs of the people, reduces traffic pressure but also opens up new space and development momentum for Ha Tinh. It is also the pride of Ha Tinh and the investor and contractor who have made great efforts and determination to surpass the schedule by 6 months.


Before starting construction of the North-South Expressway through Ha Tinh, the issue that worried investors and contractors was the issue of site clearance. This was due to the fact that previously implemented expressway component projects were “behind schedule” because contractors were “waiting” for site clearance, leading to the project not being able to “finish” on time.

In Ha Tinh, with 3 North-South expressway component projects in the 2021-2025 period including Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung with a total length of 102.38km being implemented through the area, equivalent to nearly 40% of the length of the Ha Tinh - Quang Binh - Quang Tri section and 3 expressway connecting routes (Ngo Quyen road - provincial road 550, expressway parallel road connecting provincial road 550 - Ham Nghi extension and Cam Quan road - National Highway 1) with a length of 12.18km. To implement the construction, the province needs to reclaim 912 hectares of land of all kinds with nearly 9,500 affected households, excavate more than 1,000 graves, build 26 resettlement areas, 4 cemeteries, relocate many other works and technical infrastructure, etc.

During the implementation of the North-South Expressway project, thousands of Ha Tinh households were affected in terms of land, houses, and farmland. However, with the hope that the key project would be implemented smoothly, people were willing to relocate their houses, give up their residential land, farmland, and hand over the site to the local government.

“When the expressway project was implemented, my family had 3 plots of land and houses within the land acquisition area. Although we had to leave our home for many generations, in order for the national key project to be implemented smoothly, our family took the lead in receiving compensation and resettlement. Seeing the expressway completed and about to be put into operation, we are happy to be able to contribute our little bit to the overall development of our homeland and country,” said Ms. Nguyen Thi Nga (born in 1973, residing in Kim Song Truong commune, Can Loc district).
Mr. Le Anh Son - Deputy Director of the Department of Construction said: Right from the beginning of the project implementation, Ha Tinh identified site clearance as the top political task, so it required units and localities to focus the most on this work by mobilizing the entire political system to participate; actively propagating and mobilizing people to understand and comply with the laws related to compensation, support and resettlement policies and regimes. However, with a large amount of work, with a specific time frame for handing over the site as required by the Central Government, Ha Tinh also faced a lot of "pressure".


In addition, difficulties related to the relocation of technical infrastructure works also make it difficult for site clearance work when this part of the work is assigned to the district level as the investor while the district level has never approached works with high technical requirements; the procedures for relocating works are also very complicated, leading to difficulties and confusion in organizing and implementing. Despite such difficulties, in the spirit of determination, innovation in thinking, methods, and ways of doing things, closely following legal regulations, Ha Tinh has gradually resolved them and by the end of 2022, 81% of the site had been handed over to the investor - ensuring that the project was started on schedule as set out by the Central Government (January 1, 2023). After that, provincial departments, branches and local authorities continued to closely coordinate with investors and contractors to resolve difficulties and obstacles related to the construction site. Up to now, the province has basically completed and handed over 100% of the site to the project investor.

Along with site clearance, the source of construction materials is also an important factor for the North-South Eastern Expressway project to be implemented on schedule. Based on the proposal of the investor and contractor, Ha Tinh has approved the confirmation of the area, capacity, volume, exploitation method and environmental protection with 13 mineral mines (10 landfill mines, 3 sand mines) as the source of construction materials. Since the end of August 2023, the contractor has completed the procedures and sequence and proceeded to exploit mineral mines as construction materials for the project. Since the source of construction materials was cleared, the investor has directed contractors to mobilize maximum human resources and machinery to divide into "3 shifts, 4 teams" to speed up construction progress, contributing to completing 2/3 of the North-South expressway through Ha Tinh 6 months ahead of schedule (the Vung Ang - Bung route alone will be completed before June 30, 2025 as planned).



Major Bui Dinh Ngan - Commander of the Bai Vot - Ham Nghi Expressway Project of Corporation 319 said: "During the construction process of the Bai Vot - Ham Nghi Expressway Project, the unit received very positive support from provincial departments, branches and local authorities, especially in solving problems related to land and construction materials. This is an important factor that helps the project to be ahead of schedule compared to the plan".
THE PRIME MINISTER, DEPUTY PRIME MINISTERS, AND MINISTER OF CONSTRUCTION ALWAYS RECOGNIZE AND EVALUATE HA TINH AS A "BRIGHT SPOT" IN LOCATION CLAIM WORK, MEETING THE SOURCE OF CONSTRUCTION MATERIALS FOR PROJECT CONSTRUCTION.
Mr. Nguyen Khac Trung - Head of the Ham Nghi - Vung Ang Expressway Project Management Board said: The progress of the two expressway projects Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, which were technically opened to traffic on April 19 and put into operation on April 30, is the clearest proof of Ha Tinh's determination, determination, and companionship with investors and contractors throughout the North - South expressway implementation process.
According to Mr. Nguyen Khac Trung, during the inspection of the progress of the North-South expressway project through Ha Tinh, the Prime Minister, Deputy Prime Ministers, and Minister of Construction always acknowledged and evaluated Ha Tinh as a "bright spot" in site clearance work, meeting the source of construction materials for the project.

The favorable conditions in terms of land, material supply, and mass mobilization work that all levels in Ha Tinh have focused on and implemented well are important conditions for contractors to speed up the construction progress of the North-South Expressway.
At 10 p.m. on April 17, less than two days before the technical opening, when many people were asleep, a group of engineers and workers from Corporation 319 (Ministry of National Defense) were still busy with batches of asphalt concrete pavement for branch roads, the Bai Vot - Ham Nghi expressway interchange with Provincial Road 550 in Luu Vinh Son commune (Thach Ha). Taking a quick sip of water, Mr. Hoang Van Dat (worker of Corporation 319) shared: "The construction site is in the final stage, so we work from 5 a.m. to 11 p.m., and on many days we only rest until 1 - 2 a.m. These days, Ha Tinh is hot, so we have to work at night to keep up with the schedule."


The clock struck 11 p.m., which was also the time the batch of rollers ended. At this time, the engineers and workers took a break to have a snack right on the road. Present at the work location, Major Bui Dinh Ngan - Commander of the Bai Vot - Ham Nghi expressway project of the 319 Corporation, both visited and encouraged the workers and quickly went to the completed road surface to have a quick discussion with the technical staff.
Major Bui Dinh Ngan shared: "Corporation 319 is one of two contractors constructing the Bai Vot - Ham Nghi expressway with 13km of main route and 10 large bridges on the route. Since the project started (January 1, 2023), the contractor has developed a detailed plan, mobilizing maximum human resources and machinery to perform the task. However, in the early stages of the project, the construction process still encountered many difficulties in terms of site clearance, many sections took a long time to treat weak ground, materials were scarce (filling soil and sand) as well as complicated rainy and windy weather. There were times when for several months, the unit could not fill any soil trucks when constructing the roadbed and foundation due to the weather. To compensate, we mobilized more manpower, divided into 3 shifts, 4 construction crews day and night. When the water receded, all human resources and machinery were mobilized double or triple".

Leaving the construction site of the 319 Corporation (Ministry of National Defense) on the Bai Vot - Ham Nghi expressway, we continued to move to the construction package area of the Ham Nghi - Vung Ang expressway that Xuan Truong Private Construction Enterprise is constructing. Although working at night to avoid the heat, with the temperature of hot asphalt concrete always maintained at 160 - 170 degrees Celsius, the workers were still sweating profusely and their faces were red.



Xuan Truong is the contractor in charge of constructing 42/54.2km of the Ham Nghi - Vung Ang expressway. As the "big brother" in the Ham Nghi - Vung Ang expressway section, right after the project started, the contractor focused on maximum human resources, machinery and equipment to meet the construction progress. At the peak time, the contractor mobilized more than 1,200 workers and hundreds of locomotives and equipment, divided into hundreds of construction teams simultaneously on the construction site.
The construction site stretches across residential areas, hills and fields, so the construction process of the Xuan Truong contractor encountered many difficulties. However, with the cooperation of the Party Committee and authorities at all levels in Ha Tinh, the contractor has made efforts to implement many construction measures. After more than 2 years, the road surface on the Ham Nghi - Vung Ang expressway has been paved with asphalt concrete, installed with hard dividers, guardrails, traffic signs, residential access roads, etc., ensuring that vehicles can circulate when using the main route.




In recent days, in preparation for the opening ceremony held on April 19, which is also the time when the whole country is looking forward to the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), the construction atmosphere at the North-South Expressway construction site is busier than ever. On each road roller, truck, asphalt paving machine, and crane, the image of the red flag with a yellow star fluttering seems to add motivation for each group of workers to work more enthusiastically.

Near the time of completing the procedures to organize the technical opening ceremony, leaders of the Ministry of Construction and leaders of Ha Tinh province directly went to the scene to encourage, visit and assign specific tasks to local departments, branches and sectors. Everything is done, just waiting for the "press of the button" for the expressway to connect from North to South. Looking at the North-South expressway through Ha Tinh like a "silk strip", few people can imagine that before, it was low-lying fields, high rolling hills.

THE RESULTS ACHIEVED WILL BE AN IMPORTANT MILESTONE IN THE DEVELOPMENT ROADMAP OF THE COUNTRY, REGION AND PROVINCE, HELPING REDUCE TRAFFIC PRESSURE AND OPEN UP NEW SPACE AND MOTIVATION FOR DEVELOPMENT.
With the strong leadership of the Government and the Ministry of Construction, the high responsibility of ministries and branches, the efforts of the entire political system and the people of Ha Tinh, the spirit of "overcoming the sun and overcoming the rain" of the construction workforce, 2/3 of the North-South Expressway through Ha Tinh was technically opened to traffic on April 19 and will be put into operation from April 28. The results achieved will be an important milestone in the development roadmap of the country, the region and the province, helping to reduce traffic pressure and open up new development space and momentum. The immediate goal is to create momentum for Ha Tinh to achieve the growth target of 8% in 2025 as set out in Resolution No. 25/NQ-CP of the Government.
