Chairman of the Hanoi People's Committee Tran Sy Thanh has just requested the city's departments, branches, and sectors, and the People's Committees of districts, towns, and cities to lead and direct the organization of the 2025 high school graduation exam in a way that reduces pressure, reduces costs, and is less costly for candidates, families, and society.
Accordingly, the Chairman of the Hanoi People's Committee emphasized that the 2025 High School Graduation Exam must be organized in a way that reduces pressure and costs; Districts and specialized agencies need to coordinate synchronously, closely, promptly, and fully prepare all conditions, especially response plans for unusual situations; ensure security, order, and safety at exam locations.
At the same time, we must prepare conditions carefully and thoroughly; information and communication work must be proactive, timely and complete; absolutely no negligence or subjectivity; flexibly and effectively handle arising issues, creating the most favorable conditions for candidates.
Chairman Tran Si Thanh directed the Hanoi Department of Education and Training to guide and inspect the innovation of methods, organization of teaching and learning activities, review, testing and assessment for high school students in the teaching and learning process, especially grade 12 students according to the requirements of the 2018 General Education Program; ensure all necessary factors for the exam, not to let students, teachers and general education institutions be passive and have difficulties when participating in and organizing the exam. Direct and organize exam registration, manage exam registration records in accordance with the regulations of the Ministry of Education and Training. Focus on professional training for those participating in organizing the exam.
Timely issue directives and instructions on exam preparation and organization to ensure thorough decentralization according to authority, clear content, clear responsibilities and effectiveness.
Provide accurate, complete and timely regulations and necessary information about the Exam; strengthen information and communication work before, during and after the Exam, creating social consensus and support from the People.
Coordinate with relevant departments, branches, sectors and People's Committees of districts, towns to fully prepare human resources, material resources, and other necessary conditions, especially plans to respond to unusual situations to organize the Exam to achieve the set goals and requirements; ensure security, order and safety of exam venues in the city.
Coordinate with the city inspectorate and relevant units to seriously carry out inspection and examination of teaching and testing activities in the area.
Organize exam marking, announce exam results, and consider graduation recognition in accordance with current exam regulations.
For Hanoi Capital University, it is necessary to develop, complete and promptly announce the 2025 Admissions Project to ensure quality, towards enhancing fairness and transparency in admission methods and criteria; meeting the requirements of the 2018 General Education Program, while having a positive impact on teaching and learning activities at the high school level.
In 2025, candidates will take the high school graduation exam with 4 subjects, including 2 compulsory subjects: Math and Literature; 2 optional subjects from the subjects students study in high school, including Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages (English, German, Russian, Japanese, French, Chinese, Korean).
According to the draft regulations on university and college admissions in 2025, the Ministry of Education and Training proposed to reduce the early admission quota of schools to 20%, so the remaining 80% of the quota is for admission based on high school graduation exam scores.
Exam scores and high school transcript scores are combined in appropriate proportions to consider graduation recognition for students. Universities are encouraged to use these exam scores for admission.
