Accordingly, the Ministry of Construction requested the Vietnam Road Administration to guide and urge the Department of Construction of provinces and centrally-run cities and the Department of Transport and Public Works of Ho Chi Minh City to direct transport businesses and bus stations to publicly, transparently and in accordance with regulations on transport fares, prices and service fees at bus stations.
Passenger transport business units have appropriate transport organization plans, carry the correct permitted load, the correct number of people according to regulations, ensure capacity and quality of transport services; strictly check the safety conditions of vehicles and drivers before departure, require passengers to wear seat belts when being transported on the vehicle; post information according to regulations.
The Department of Construction and the Department of Transport and Public Works are responsible for coordinating with relevant agencies and local authorities to strengthen the management of transport business activities; handle the situation of "illegal buses, illegal stations", overloaded vehicles; coordinate to ensure security and order, inspect and detect to prevent the risk of fire, explosion, and terrorism that may occur in crowded areas (bus stations, on means of transport).
For businesses, organizations and individuals doing passenger transport business, the Ministry of Construction requires that vehicles that do not meet technical safety requirements, vehicles that have expired, vehicles that have expired inspection, or vehicles lacking life-saving equipment for passengers not be put into operation under any conditions.
Do not carry more people than the prescribed number; do not carry flammable or explosive substances, live livestock or poultry with passengers.
At the same time, it is responsible for reminding drivers, operators of passenger transport vehicles and service staff to strictly comply with the provisions of the law on ensuring traffic safety and fire prevention and fighting. Resolutely suspend drivers, operators or service staff who violate the above regulations.
The Ministry of Construction requires passenger transport businesses to have transportation plans suitable to people's travel needs.
Regarding air transport, the Ministry of Construction requested the Civil Aviation Authority of Vietnam to direct airlines to develop plans to increase flights during peak days, arrange night flights to meet passenger travel needs based on infrastructure and ensure flight safety; operate flight schedules to minimize flight delays and cancellations, especially during the holidays. Strictly implement the posting, announcement, and publicization of ticket prices and fares according to regulations.
Direct aviation service providers with ground transportation activities (fuel trucks, food trucks, passenger/cargo trucks, etc.) to strengthen inspection and ensure safety when participating in traffic in the port area.
Regarding railways, the Ministry of Construction requested the Vietnam Railways Corporation to increase the frequency of trains on main routes such as Hanoi - Ho Chi Minh City, Hanoi - Da Nang, Saigon - Da Nang and other regional routes. Reduce ticket prices for policy beneficiaries; improve the quality of passenger services on trains and at stations to ensure convenience and safety for passengers, especially children and the elderly. Review and urge railway transport business units to implement solutions to inspect, promptly detect and handle ticket touts and illegal ticket sales; comply with regulations on environmental management and protection.
In addition, the Ministry of Construction also requested the Vietnam Road Administration to direct the Road Management Areas to inspect, review and supplement the traffic sign system, especially at intersections, road sections with steep slopes, narrow curves, and limited visibility; increase the force to organize and ensure traffic and reasonable flow.
Guide vehicles to circulate safely and smoothly, ensure security and order at toll stations, especially on main routes into and out of Hanoi and Ho Chi Minh City, national highways, key traffic hubs, tourist sites, entertainment areas, construction sites where congestion often occurs; take timely remedial measures when incidents and accidents occur, especially on key traffic routes, tourist areas, and entertainment areas.
