Requesting the investor to rectify the contractor of Hoa Lien expressway

According to Deputy Minister of Transport Nguyen Danh Huy, the contractor mobilizing machinery to construct the Hoa Lien - Tuy Loan expressway did not meet the requirements. In many places, there was land but no machinery or equipment.


If the contractor performs construction, the district will support the protection of the site.

On November 16, Deputy Minister of Transport Nguyen Danh Huy inspected the construction status of the Hoa Lien - Tuy Loan expressway project, the section passing through Hoa Vang district, Da Nang city.

Reporting to the Deputy Minister, the representative of the HCM Road Project Management Board (project investor) said that up to now, Hoa Vang district has handed over 11.27/11.47km of land to the project and there are still 2 locations of 220kV power lines.

The total disbursement of the project to date is more than 340 billion VND (40%). In 2024 alone, the disbursement will be nearly 270 billion (over 70%).

The Ho Chi Minh Road Project Management Board recommends that localities speed up the completion of legal documents, approval and payment of land acquisition and clearance fees, and encourage households not to obstruct construction.

At the same time, work with the electricity sector's management unit to resolve and arrange a power outage schedule to complete the relocation of high-voltage power lines in November 2024.

According to Mr. Phan Van Ton, Chairman of the People's Committee of Hoa Vang district, there are currently 2 households on the main route of the project that have not yet handed over the land, and will soon have to be forced to do so.

However, Mr. Ton said that the contractor did not mobilize construction machinery but blamed it on site clearance, which is incorrect. The district will send forces to support the construction, but if the construction unit does not do it, there will be no more support.

"If you want to enforce the handover of the site, there must be construction to enforce it," said Mr. Ton.

According to Mr. Ta Gia Manh Hung, Executive Director of the Hoa Lien - Tuy Loan Expressway Project, the project is currently lacking stone materials. In 2024, Da Nang will no longer have stone reserves to supply the project, and contractors will have to get them from other localities.

Mr. Hung added that in the coming time, good weather will require the contractor to add machinery to speed up construction progress, ensuring the project is completed by August 2025 as directed by the Prime Minister.

Build detailed progress, increase construction speed

Mr. Ho Ky Minh, Vice Chairman of Da Nang City People's Committee, requested Hoa Vang district to thoroughly handle households with remaining land issues. Contractors need to make a construction plan so that the local authorities can coordinate, support and protect the construction.

Mr. Minh added that Power Transmission Company 2 has planned to cut off power to relocate the high voltage power line on the route, and the parties are coordinating to implement this.

At the same time, he requested the investor and contractor to ensure traffic safety on the route so that people can travel smoothly during the upcoming Tet holiday.

Currently, the main route of the project only has land issues of 2 households.

Speaking at the meeting, Deputy Minister Nguyen Danh Huy commented that the current results of site clearance work are a great effort of the locality.

The Deputy Minister commented: Contractors are slow to bring machinery into construction, many places have land but no machinery or equipment.

"I am very sad that all three construction units mobilized machinery and equipment that did not meet the reality. The signs on the road were very grand, but the construction site was as deserted as Ba Danh Pagoda. When the local authorities came to protect the construction, he brought out a single machine. This way of doing things is not good. With that progress, I suggest that the investor review and build a schedule, and if necessary, handle the contract," said the Deputy Minister.

According to the Deputy Minister, to ensure the project progress according to the Prime Minister's direction, the local authorities are requested to support construction at locations where the land has been handed over. The Ho Chi Minh Road Project Management Board will develop a specific construction plan and send it to the local authorities.

The Deputy Minister also requested the investor to meet with the construction contractor to detail the progress, and immediately supplement any areas where there is a site but no construction team. He requested the contractor to arrange at least 5 foundation construction teams for the project.

Commenting on the sloppy, unprofessional, and traffic safety-deficient construction site, Deputy Minister Nguyen Danh Huy requested the investor to review and strengthen traffic safety on the route, closely monitor construction quality, environmental sanitation, etc.

The Hoa Lien - Tuy Loan expressway section is 11.47km long, passing through 3 communes of Hoa Lien, Hoa Son, Hoa Nhon of Hoa Vang district (Da Nang city).
In the phased phase, the project is invested with a scale of 4 complete lanes, roadbed width of 22m, road surface width of 14m, design speed of 80km/h.
In the completed phase, the project will have a scale of 6 lanes, a roadbed width of 29m. The total investment is more than 2,100 billion VND. According to the plan, the project will be completed in 2025.
The project has 11 bridges, 8 underpasses, 62 culverts of various types and a service road on both sides of the highway over 20km long.
The project is invested by the HCM Road Project Management Board, and the supervising consultant is the Road Engineering Center 3.
The construction contractor is a joint venture of Truong Son Construction Corporation - CTGT 5 Construction Corporation - JSC and 17 LLC.
