The Prime Minister requested the Ministry of Education and Training to propose a plan and report to the Government to submit to the National Assembly the organization of compiling a set of textbooks in 2025.
The above request was made in the Prime Minister's directive on continuing to promote fundamental and comprehensive innovation in general education, signed and issued by Deputy Prime Minister Tran Hong Ha on December 25.
Specifically, the plan to compile a set of textbooks must be based on a summary of the implementation of the 2018 general education program and textbook innovation.
In addition, the Ministry of Education and Training guides the method of pricing textbooks, ensuring strict control of production and distribution costs to reduce costs.
Previously, in the Resolution on thematic supervision of innovation of general education programs and textbooks in September, the National Assembly Standing Committee assessed that the Ministry of Education and Training's failure to compile a set of textbooks according to Resolution No. 88/2014 "has not fully performed the State's responsibilities, especially in managing, updating, and developing general education content; managing and regulating textbook prices".
Resolution 88 clearly states that in addition to the policy of socializing textbook compilation and abolishing the publishing monopoly, the Ministry of Education and Training organizes the compilation of a set with a budget of 16 million USD from a loan from the World Bank. However, for many reasons, the Ministry of Education and Training is unable to do this.
Currently, the market has three sets of textbooks from two publishers and a number of individual books. With 12 million students, 9 grades have used textbooks and new materials according to the 2018 program, hundreds of millions of copies of books have been published.
In 2020, the textbook replacement roadmap was implemented, first in grade 1. By this school year, textbook replacement will be implemented from primary to grade 4, from middle school to grade 8, from high school to grade 11 and will be completed in 2025.
Minister of Education and Training Nguyen Kim Son has repeatedly expressed his opinion that it is impossible to return to using a single set of textbooks at this time because it would be wasteful and difficult to fundamentally and comprehensively reform education.
However, the National Assembly Standing Committee still proposed that the National Assembly consider and decide on the policy of continuing to implement Resolution No. 88. In August, the Prime Minister also asked the Ministry to study this proposal.

In the directive, the Prime Minister assessed that the 2018 general education program has initially brought about positive changes. However, some documents implementing the program have been issued slowly and inconsistently; the compilation, testing and appraisal of textbooks are still limited; the surplus and shortage of teachers has been slowly overcome; and facilities and teaching equipment have not met the requirements of innovation.
Based on the above reality, the Prime Minister requested the Ministry of Education and Training to complete and develop the 2018 general education program in accordance with the set goals and requirements. The Ministry needs to complete the project on investment in facilities and teaching equipment to at least meet the program requirements, and submit it to the Prime Minister in 2024.
To solve the problem of teacher surplus and shortage, the Prime Minister assigned the Ministry of Home Affairs to urge localities to recruit teachers according to the assigned payroll.
Provinces and cities are requested to review planning, develop the network of general schools, and plan land funds for education and training. Provinces and cities also need to promote socialization, mobilize investment resources for education, prioritize investment in facilities and teaching equipment, and meet the minimum needs according to the program.
Regarding higher education, the Ministry of Education and Training needs to complete the planning of the network of higher education and pedagogical facilities and submit it to the Prime Minister in December.
