The Provincial People's Council has just sent a document to the Provincial Construction Investment Project Management Board requesting a detailed report on the implementation status, results and clarifying the responsibilities of relevant parties for the Ba Ho - Ban Chua Irrigation System Project.

Accordingly, implementing the direction of the Standing Committee of the Provincial People's Council at the working session with specialized officials of the Economic - Budget Committee (KTNS), the Provincial People's Council on April 5, the Provincial KTNS Committee requested the Provincial Construction Investment Project Management Board to report general information on the Ba Ho - Ban Chua Irrigation System Project; capital sources, implementation time, disbursement results; implementation status, and results of the projects.
In which, clarify the number of items handed over, evaluate the investment efficiency for each project; the number of items implemented but not yet handed over, evaluate the investment efficiency; existing problems, limitations, causes, solutions to overcome each project; items under construction that have not been completed, re-evaluate the investment efficiency, propose solutions for the coming time; the number of projects with adjusted locations and designs; clearly state the responsibilities of relevant organizations, units and individuals in the process of implementing the projects...
Regarding the above issue, on April 5, the Provincial People's Committee also sent a document to relevant departments, branches, sectors and localities regarding a detailed report on the Ba Ho - Ban Chua Irrigation System Project.
The Ba Ho - Ban Chua Irrigation System Project belongs to the Target Program to respond to climate change and green growth for the period 2016-2020, approved by the Prime Minister in Decision No. 1670/QD-TTg dated October 31, 2017; The Provincial People's Committee approved the feasibility study report and adjusted and supplemented it in Decisions No. 2517/QD-UBND dated October 30, 2018, 2839/QD-UBND dated October 1, 2020.
Of the total investment of nearly 263 billion VND of the project, the central government allocated nearly 253 billion VND, the rest is the province's counterpart capital. The project investor is the Management Board of Investment and Construction Projects for Agricultural and Rural Development Works (now the Management Board of Investment and Construction Projects of Quang Tri Province).
This project has many items with the investment goal of providing water for agricultural production development, creating a source of domestic water supply for 10 communes, wards and towns of Cam Lo district and Dong Ha city (in Dong Ha, only the items of Khu Pho 4 Pumping Station, Ward 4 and Dai Do Pumping Station, Dong Giang ward are implemented).
However, up to this point, many items of the project have not been handed over, showing signs of deterioration and damage. Meanwhile, the implementation time as well as the allocated funding for the project have both ended, making it impossible to continue implementation.
