On the provincial side, there were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for National Target Programs of Ninh Binh province.
Also attending were former members of the Provincial Party Standing Committee; members and former members of the Provincial Party Standing Committee; leaders and former leaders of the Provincial People's Council, People's Committee and Vietnam Fatherland Front Committee; members of the Provincial Party Executive Committee; leaders of departments, branches, sectors, unions, districts, cities and leaders of Hoa Binh district, Bac Lieu province (twin district of Yen Khanh district); representatives of central agencies located in the province; leaders and former leaders of Yen Khanh district; Vietnamese Heroic Mothers, pre-uprising cadres; senior officers; religious dignitaries, businesses; children of Yen Khanh hometown working inside and outside the province, and a large number of people from all walks of life in Yen Khanh district.
At the ceremony, Comrade Hoang Van Thang, Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Yen Khanh district presented a speech commemorating the 30th anniversary of the district's re-establishment and receiving the district's recognition as an advanced NTM district in 2023. He stated that Yen Khanh is a land of culture, education and revolutionary tradition, which was formed and inhabited very early. The name Yen Khanh officially existed since the Nguyen Dynasty, the second year of Gia Long (1803). To meet the requirements of the tasks in each revolutionary period, after 17 years of separation, on September 1, 1994, Yen Khanh district was re-established and put into operation according to Decree No. 59/ND-CP, dated July 4, 1994 of the Government.
In the midst of the difficulties of the early days of re-establishing the district, inheriting and promoting the glorious revolutionary tradition of the homeland, the entire Party Committee of the district demonstrated high political determination, overcoming difficulties and challenges to develop and move forward.
In particular, after 8 years (2011-2018), implementing the National Target Program on New Rural Construction, with the determination of the entire political system, the solidarity of cadres, party members and people of all walks of life, Yen Khanh district has completed the criteria for building new rural areas, and was recognized by the Prime Minister as meeting new rural standards in 2018 (completing 2 years earlier than the target of the 13th District Party Congress). After 5 years of implementing the movement to build advanced new rural areas and model new rural areas, the whole district has 12/18 communes meeting advanced new rural standards, of which 2 communes have met model new rural standards.
With 30 years of efforts, Yen Khanh district has achieved great achievements of extremely important historical significance in the fields of economy, culture and society, being the first district in Ninh Binh province to be recognized as a district meeting advanced NTM standards. The economy has always maintained a high growth rate, the economic structure has shifted in a positive direction. In 2023, the proportion of agriculture accounted for 10.7% (down 71.3% compared to the first year of re-establishing the district); the proportion of industry and construction increased, accounting for 69.2%; trade - services accounted for 20.1%; the production value per hectare of cultivated land reached 168 million VND/ha/year, higher than the average of the province, up 24% compared to 2018. The average income reached 69.52 million VND/person/year, up 65% compared to 2018; the poverty rate decreased to 1.95%. The infrastructure system is invested synchronously, ensuring regional and inter-regional connectivity.
The cultural, educational and health sectors are always given attention and focus, and the quality of education is always at the top of the province. 100% of communes and towns have cultural houses and sports areas, 98.9% of villages, hamlets and streets have cultural houses. 100% of communes and towns meet national health standards; over 95% of people participate in health insurance, an increase of nearly 10% compared to 2018. Policies for people with meritorious services and social assistance are implemented promptly and in accordance with regulations.
The work of building the Party, building the political system, especially building the great national unity bloc, has been given special attention. The district Party Committee has continuously developed and grown, to date there are 60 grassroots party organizations with over 9,600 party members. Political security and social order and safety are ensured.
With the achievements in 30 years of re-establishment, the Party Committee, government and people of Yen Khanh district have been honored to receive many noble titles from the Party and State: The President awarded the Third Class Independence Medal, the First, Second and Third Class Labor Medals; the Prime Minister awarded the Excellent Emulation Flag; the District Party Committee was awarded the Outstanding Emulation Flag by the Standing Committee of the Provincial Party Committee for the 2010-2015 and 2015-2020 terms, and was honored nationwide on the occasion of the 90th anniversary of the founding of the Communist Party of Vietnam.
To recognize the efforts, attempts and achievements of the Party Committee, government and people of Yen Khanh district in implementing the National Target Program on New Rural Construction, on June 21, 2024, the Prime Minister issued Decision No. 551/QD-TTg recognizing Yen Khanh district as meeting advanced New Rural standards in 2023.
On this occasion, delegates who are former key leaders of the district, delegates representing the children of Yen Khanh homeland and delegates representing the young generation spoke to express their pride, aspirations, and determination to continue promoting the spirit of solidarity, bravery, intelligence, creativity and fine traditions of the heroic revolutionary homeland, determined to realize the goal of "building Yen Khanh in the direction of a model new-style rural area, rich and civilized", contributing to the successful implementation of the common goals of the province.
At the ceremony, authorized by the Prime Minister, Vice Chairwoman of the National Assembly Nguyen Thi Thanh presented the Certificate of recognition for the district meeting the Advanced New Rural Standards and presented flowers to congratulate the Party Committee, government and people of Yen Khanh district. Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, presented flowers to congratulate the Party Committee, government and people of Yen Khanh district.
The Chairman of the Provincial People's Committee also awarded Certificates of Merit to 5 collectives and 10 individuals with outstanding achievements in the work on the occasion of the 30th anniversary of the re-establishment of Yen Khanh district; awarded Certificates of Merit to 10 collectives and 10 individuals with outstanding achievements in building an advanced new-style rural district.
Speaking at the ceremony, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged, congratulated and commended the proud achievements of the Party Committee, government, army and people of Yen Khanh district over the past time.
The Chairman of the Provincial People's Committee affirmed: The results of building new rural areas in Yen Khanh district in recent years are substantial, solid, comprehensive and have high influence, making a great contribution to the Program; also an important basis for Ninh Binh province to strive to become a new rural province in 2025. This is a great achievement, the result of the determination and tireless efforts of the Party Committee, government and people of Yen Khanh district; is the pride not only of Yen Khanh district, but also the common pride of the whole Ninh Binh province; affirming that building new rural areas is a correct policy, the Party's will meets the people's wishes, is a testament to the will, aspiration and solidarity, joint efforts and consensus of Party committees, governments, the Vietnam Fatherland Front, socio-political organizations, business communities and people of all walks of life.
To promote the achieved results and continue to achieve even greater results, develop Yen Khanh into an economic corridor, an important growth engine of the province, the Chairman of the Provincial People's Committee requested that in the coming time, the Party Committee, government and people of Yen Khanh district continue to do a good job in building and rectifying the Party and a clean and strong political system. Continue to build and organize the staff apparatus, improve the leadership capacity of Party committees, the effectiveness and efficiency of management and administration of authorities at all levels. Continue to innovate and improve the quality and efficiency of the activities of the Vietnam Fatherland Front and socio-political organizations. Focus on completing the arrangement of administrative units according to Resolution No. 16, dated August 23, 2023 of the Executive Committee of the Ninh Binh Provincial Party Committee, the Project on arranging administrative units at district and commune levels.
Focus on thoroughly grasping and implementing Directive No. 35 dated June 14, 2024 of the Politburo, Instruction No. 27 dated August 26, 2024 of the Central Organizing Committee and the directions of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on organizing Party Congresses at all levels for the 2025-2030 term.
The Chairman of the Provincial People's Committee noted: Yen Khanh needs to take advantage of opportunities, focus on thoroughly grasping and effectively implementing policies, viewpoints, and development orientations of the country and the province; especially on building synchronous infrastructure, focusing on reviewing and completing plans to ensure synchronization with the Ninh Binh Provincial Planning approved by the Prime Minister, synchronously connecting with the important national and provincial transportation systems being deployed, in order to maximize the potential and advantages of the locality, seize opportunities, clearly identify advantages and challenges, build strategies and plans for socio-economic development with a long-term, appropriate vision, focusing on continuing to innovate the growth model, strongly shifting the economic structure, maximally mobilizing and effectively using resources for rapid and sustainable development.
In socio-economic development, we must pay great attention to and attach importance to the comprehensive development of the fields of culture, society, education, and health; arouse pride, will, and aspiration to rise up, creating strong spiritual motivation for each citizen in building and protecting the homeland and country. Effectively implement the new rural construction program, aiming to build model rural areas, with the goal of ensuring: The material and spiritual life of residents is improved rapidly and sustainably; rural areas develop according to planning, have a synchronous socio-economic infrastructure system and meet the requirements of urban construction and development in Ninh Binh province.
