One of the meaningful and humane activities that the province has carried out over the years is to improve housing conditions for poor and near-poor households and families of people with revolutionary contributions in the province. This has contributed to realizing the dream of "settling down" for poor households.

Resolutely and proactively "eliminate temporary and dilapidated houses"
With the close direction of the province, the participation of all levels, sectors, localities and the response and participation of all classes of people, the work of eliminating temporary and dilapidated houses has become a widespread movement in Yen Bai province in recent times. Mobilizing the strength and resources to participate in eliminating temporary and dilapidated houses for poor households from organizations, unions, communities, and clans to directly support labor, materials, land, etc. in accordance with the motto "The State and the people work together", in the period of 2016 - 2020, the whole province has supported the construction of over 9,000 houses for households with meritorious services to the revolution and poor households.
In 2021 - 2024, many localities in the province, with creative ways of doing things, mobilized large resources mainly from socialized sources along with the cooperation of the community and people; the departments, branches and sectors of the province also promoted a high sense of responsibility in propaganda, mobilization, support for communes and villages with special difficulties, support for poor households, near-poor households with special difficulties in housing to build new houses, repair houses, the whole province supported the construction of over 7,400 houses (cost over 700 billion VND).
From the new houses, it has created motivation for meritorious households, poor households, and the poor to rise up and stabilize their lives. Thereby, contributing to reducing the average poverty rate of the whole province in the period of 2021-2024 to 3.66%. By the end of 2024, it will be 5.68%, ranking 6th out of 14 provinces in the Northern Midlands and Mountains, making Yen Bai a typical bright spot, leading the provinces in the Northwest region in building new rural areas.
In the period 2016 - 2020, the province supported the construction of 9,000 houses for poor and near-poor households (costing over 494 billion VND) and in the period 2021-2024, the results of eliminating temporary houses have contributed to reducing the poverty rate from 32.21% (in 2026) to 7.04% (in 2020), an improvement of 10 ranks compared to the beginning of the term. By the end of 2024, the poverty rate of the whole province will be 5.68%, ranked 15th out of 63 provinces and cities, an improvement of 5 ranks compared to the beginning of the term.
One of the localities with the fastest progress in demolishing temporary and dilapidated houses in the country
In 2025, implementing the direction of the Prime Minister , Yen Bai province continued to review and develop a project to eliminate temporary and dilapidated houses in the province with the goal of completing support for the renovation and repair of 2,208 houses (total estimated cost of over 120 billion VND).
With the participation of the entire political system, Yen Bai has mobilized the strength and combined resources to participate in eliminating temporary and dilapidated houses for poor households from organizations, unions, communities, and clans to directly support labor, materials, land, etc. Along with that, the province specifically assigned each local official to monitor, support, and help each household in the process of building a house. Always closely following and highly determined to achieve the goal of supporting the elimination of 100% of temporary and dilapidated houses for poor households and families with revolutionary contributions with the determination of "not letting anyone live in temporary or dilapidated houses", as of April 21, 2025, 8/9 localities in the province have completed the goal of starting construction and repairing houses for the subjects with 2,204/2,208 houses, reaching 99.9%. The whole province currently has only 4 houses that have not started construction. From this impressive figure, Yen Bai has become one of the localities with the fastest construction progress in the country, of which 1,165 houses have been completed, reaching 52.8%.
With the current progress, Yen Bai province will soon achieve the project's goals and complete ahead of schedule compared to the national target. More and more houses have been started, completed and handed over to people for use, demonstrating the strong commitment of the local government to improving living conditions for people, especially poor and near-poor households and policy families.
As of April 21, 8/9 localities in the province have completed the target of starting construction and repairing houses for beneficiaries with 2,204/2,208 houses, reaching 99.9%.
Realizing the dream of "settling down"
Being a poor household in Mong Son commune, Yen Binh district for many years, the economy mainly depends on agriculture, and raising 2 school-age children alone, the life of Ms. Hoang Thi Dao's family in Lang Can village still faces many difficulties. With the attention and support of the local government, her family has been supported with 60 million VND to build a new house with an area of over 100m2. After nearly 2 months of construction, her family's new house has been completed by over 95%, and it is expected that in about a week, she and her children will move into the new house.
Ms. Dao excitedly said: "I never dared to think about having a decent house to live in. Now, the Party and the State care for and support me financially so that my children and I can have a solid home. I am truly grateful to the leaders and sponsors for caring about us poor people. Now that I can work with peace of mind, I have the conditions to take care of my children and give them a proper education."
Ms. Dao's joy is also the common joy of many poor and disadvantaged households in the province who have received support to build new and repair houses to ensure solidity and safety. The joy of having a new house is also the motivation for poor households to strive to do business and rise up.
The family of Mr. Vang A Ninh, Khau De village, Xa Ho commune, Tram Tau district is one of the poor households supported with 60 million VND to build a house under the Project to eliminate temporary and dilapidated houses in 2025. Unable to hide his joy, Mr. Ninh shared: "My family is supported by the state to build a house, I feel very excited. Having a solid house, ensuring the "3 hard" criteria, with a kitchen and a toilet, I will try to work hard to escape poverty soon in the near future."
In 2025, Tram Tau district will implement the elimination of temporary and dilapidated houses for 253 poor and near-poor households in the district. Of these, 225 houses will be rebuilt and 28 houses will be repaired. To date, 100% of houses in the district have been completed and started construction, and 164 houses have been handed over and put into use, reaching a rate of 65%.
Mr. Vu Le Chung Anh - Chairman of Tram Tau District People's Committee said: "The program to eliminate temporary and dilapidated houses is a major policy, with special political significance and profound humanity. Therefore, in order to soon complete the goal of eliminating temporary and dilapidated houses, the district has issued a specific plan, directed specialized agencies to coordinate with the People's Committees of communes and towns to review and determine the number of poor and near-poor households and policy beneficiaries who need support to build new houses or repair in accordance with regulations. At the same time, issue plans, official dispatches to guide, inspect, supervise; report on the implementation status, difficulties, obstacles and propose timely solutions".
And one thing that is easily recognized through the implementation of housing support for poor households over the past time is that after receiving housing support, most poor and near-poor households are motivated, actively work and produce to improve themselves, commit to strive to escape poverty after a certain period of time, significantly reducing the need to wait and rely on state subsidies.
The program to eliminate temporary and dilapidated houses in Yen Bai province has truly breathed new life into the country, lighting up the tradition of "mutual love" and "helping each other" to support people in difficult circumstances. The commencement of construction, completion and handover of new, spacious houses not only helps families stabilize their lives, but also ignites faith and hope for a brighter future. At the same time, it will soon realize the goal of making Yen Bai a fairly developed province and strive to be among the top 5 developing provinces in the Northern Midlands and Mountains by 2030, firmly stepping with the whole country into a new era, an era of national growth, prosperity, prosperity and happiness.
