Ý Yên combines economic development with ensuring national defense and security

The armed forces of district Y Yen signed an emulation agreement determined to successfully complete the tasks in 2025.

Over the past 5 years, Ý Yên district has achieved outstanding achievements in socio-economic development. In particular, the average growth rate of product value reached 10.85%/year; the economic structure has shifted strongly in a positive direction, with the proportion of industry - construction, trade - services accounting for 87.59%. The total state budget revenue in the district increased 1.5 times compared to the period 2016-2020 and increased 1.2 times compared to the provincial estimate. The district is also one of the leading localities in the country in building new rural areas (NTM). The whole district basically meets the standards of advanced NTM criteria; 91.3% of communes meet advanced NTM standards, 74.6% of villages and hamlets meet model NTM standards. The health insurance coverage rate reached 93.69%; the poverty rate decreased to 0.15%. In the first two months of 2025, Party committees and authorities at all levels have focused on site clearance, removing bottlenecks in investment procedures and accelerating the construction progress of key projects. The district aims to hand over 50% of the site (100 hectares) by June 2025 to start the Trung Thanh Industrial Park Project, and at the same time start the Thang Cuong Industrial Cluster in the third quarter of 2025. The cultural and social fields have also seen many positive changes. Social security and welfare policies have been implemented promptly and fully. The district has focused on administrative reform, e-government construction, and digital transformation and has implemented them effectively. Political security, social order and safety have been strengthened and consolidated.

Determining that building a national defense posture associated with people's security posture is not only a strategic requirement but also a key solution to maintain political stability and create a favorable environment for economic development, Ý Yên district always cares for and consolidates national defense and security work. Implementing the resolutions and conclusions of the Party Central Committee, the Politburo and the Nam Định Provincial Party Committee on building defense zones, the Party Committee and the Military Command of Ý Yên district have done a good job of advising local Party committees and authorities, building a strong political system, organizing the armed forces tightly, elitely and effectively, promoting the core role, closely following the locality, grasping the situation, proactively and effectively handling all situations. On the basis of thoroughly grasping the Party's resolutions and conclusions on the task of protecting the Fatherland, especially Resolution No. 28-NQ/TW, Conclusion No. 64-KL/TW of the Politburo (12th tenure), the Party Committee and Military Command of Ý Yên district have proactively done a good job of advising local Party committees and authorities in synchronously implementing solutions to strengthen national defense potential, consolidate the national defense posture associated with socio-economic development. Every year, the district directs the organization to adjust and supplement the system of operational documents, plans for natural disaster prevention and control, fire and explosion, and search and rescue in accordance with the practical situation. The drills on natural disaster prevention and control, search and rescue in communes and towns are organized methodically and substantially, combining training with strengthening facilities, improving the level of organization and combat command for the forces.

On the basis of the long-term planning and medium-term planning approved by the province, the district has proactively integrated national defense planning with planning for building advanced new rural areas and model new rural areas. The transportation, irrigation, communication, public works systems, etc. are all designed in a dual-use direction, both serving people's lives and meeting combat needs when situations arise. Some typical projects such as: Nui Gia shooting range, 12.7mm anti-aircraft machine gun positions, enterprises such as Dai Phong Infrastructure Construction Joint Stock Company, Vinh Oanh Textile, Thuan Dung Casting Mechanics, etc. have been promoting the role of guiding, serving production and being ready to transform to serve the national defense and security mission when necessary. In addition, the arrangement of new residents in key areas is carefully calculated, creating favorable conditions for the deployment of forces when situations arise.

In addition, the Military Command of Ý Yên district has actively advised on perfecting the organization, equipment, and technical facilities for the armed forces, focusing on building a strong and widespread militia and self-defense force with political will, discipline, and high combat readiness. Training and exercises are organized scientifically, close to reality, increasing live-fire drills combined with mass mobilization, helping the armed forces become increasingly closely connected with the people. Bringing the armed forces to the grassroots to help people build roads, build rural infrastructure, prevent and combat natural disasters, etc. has created trust and high consensus among the people, contributing to building a solid "people's heart position". Linking socio-economic development with national defense and security, the district also focuses on raising awareness among the entire population, especially cadres, party members, and the younger generation, about two strategic tasks: building and defending the Fatherland. The district's QPANEducation Council regularly innovates the content and methods of propaganda and education in many diverse forms such as: seminars, youth forums, thematic reports, propaganda at schools, and organizing national defense knowledge training classes for subjects. In 2024, the district organized 9 training classes for subject 4 with more than 900 cadres; sent 5 cadres to attend provincial-level subject 3 classes; directly propagated to 6,390 high school students and more than 4,000 union members and youth.

A bright spot in the work of the National Defense and Security in Ý Yên is the ability to coordinate and handle situations smoothly and effectively among the forces: police, military, militia, etc. Complicated incidents of political security and social order and safety in the area are all handled quickly and promptly, maintaining local stability, creating conditions for socio-economic development. The coordination between the armed forces and the grassroots political system is not only demonstrated during peak periods but is also maintained regularly through mass mobilization programs, dialogues with the people, and resolving incidents arising from the grassroots.
